The leaders have released a communique referred to as the Matakana and Okataina Understanding. COMPERE: But first tonight to the relationship, the stormy relationship, between Papau New Guinea and Taiwan and the new government of Papua New Guinea has overturned one of the controversial legacies it inherited from its predecessor, Bill Skate.
The former prime minister's decision to establish diplomatic links with Taiwan in return for financial support has been deemed invalid a face-saving way of effectively cancelling the deal which caused a diplomatic storm when it was announced three weeks ago.
After careful examination of what Bill Skate did in Taiwan, the new Prime Minister, Sir Mekere Morauta, says the deal was unauthorised, invalid and will not proceed. This report from Richard Dinnen in Port Moresby.

COMPERE: The former Papau New Guinea Prime Minister, Sir Julius Chan, says Bill Skate's decision to recognise Taiwan is the act of a desperate man. Sir Julius says Taiwan has been seeking recognition for many years. He says he himself declined many offers of financial assistance from Taiwan in exchange for official recognition. PNG's former leader says he is sure any future government will rescind the decision but as he told our reporter, Michael Brissenden, he believes the decision will undermine PNG's international reputation, and Australia has good reason to be concerned.
SIR JULIUS CHAN: We do have real financial trouble and I think it is self inflicted because when he took office from me I handed over a very comfortable economic and financial situation for him. And there has been total abuse in the last few years. I think they're using all kinds of excuses of calamities to justify this abuse. When you look at it properly, there is no control whatsoever in the economic management of the country.

Subsistence and cash-crop farming support 80% of the workforce, contribute 26 % of GDP and account for 25% per cent of exports. The main cash crops are coconut, copra, palm oil, tea, cocoa, coffee and rubber. Coffee production is in decline but provides the main source of income for much of the population; there are 280,000 smallholder growers, 660 large farmers, 65 large plantations, 18 registered exporters, and 51 registered processors. Papua New Guinea has sizeable reserves of oil and gas. The Kutubu oil project in the southern highlands accounts for about a third of export earnings. Newly-discovered oil fields yet to come on-stream include Moran, which may prove to be even larger than Kutubu, and Gobe. An oil refinery is being built near Port Moresby. Two large natural gas reserves has been discovered in the Gulf of Papua, and a smaller one at Hides, near Porgera. In 1999, the government signed gas sales agreements for a PNG/Queensland gas pipeline project (under construction at a cost of more than $2bn), in which Chevron and other energy companies are participants. The small manufacturing sector carries out agro-processing for export and small-scale manufacture or assembly for domestic sale. Manufacturing accounts for about 7% of GDP but is central to the policies of diversifying the economy away from nonrenewable resources, stimulating growth and providing jobs. Specific industries encouraged include clothing, textiles, leather goods, food, timber products, footwear, chemicals, plastic products, paper products, and automotive parts.
