    Panama is a representative democracy with three branches of government: executive and legislative branches elected by direct, secret vote for 5-year terms, and an independent appointed judiciary. The executive branch includes a president and two vice presidents. The legislative branch consists of a 72-member unicameral Legislative Assembly. An autonomous Electoral Tribunal supervises voter registration, the election process, and the activities of political parties. Everyone over the age of 18 is required to vote, although those who fail to do so are not penalized. Source: U.S. Department of State
    The Panamanian President appoints nine Supreme Court magistrates to 10-year terms, subject to Legislative Assembly ratification. The Supreme Court magistrates appoint appellate (Superior Tribunal) judges, who, in turn, appoint circuit and municipal court judges in their respective jurisdictions. Judicial appointments are supposed to be made under a merit-based system, but the top-down appointment system lends itself to political tinkering and undue interference by higher-level judges in lower-level cases in which they often have no jurisdiction. A point of contention between district court judges and their superior court magistrate bosses is the extreme pay differential between the two. Despite a recent raise, district court judges still make less than half the salary of their immediate superiors. They even make less than many of the administrative personnel on the superior court staff. The pay issue has caused several district court judges to leave the judicial branch.

    ESTIMATED 2000 POPULATION: CLIMATE: Panama has a tropical climate with little seasonal variation. The rainy season is from April to December and humidity is around 80% all year round. The prevailing winds are the northerlies and north easterlies throughout most of the year and the south westerlies during Autumn. Average annual precipitation varies from 1,780 mm (70 inches) to 2,540 (100 inches) depending on the region. Average temperature ranges in Colon are from 22 degrees Celsius (77 degrees Fahrenheit) to 32 degrees Celsius (90 degrees Fahrenheit). PEOPLE: Around 60% of the population are Mestizos, also called Panamenos, who are of mixed AmerIndian and Spanish descent. The remainder are Antillean Negroes and Mulattoes who account for 20% of the population, while Whites account for 10% and full-blooded AmerIndians for 8% which include the Guayami, Choco and Cuna. DEMOGRAPHIC/VITAL STATISTICS: Density; 33 persons per sq km (85 persons per sq mi) (1991). Urban-Rural; 53.4% urban, 46.6% rural (1990). Sex Distribution; 50.5% male, 49.5% female (1990). Life Expectancy at Birth; 70.2 years male, 74.1 years female (1990). Age Breakdown; 35% under 15, 30% 15 to 29, 18% 30 to 44, 10% 45 to 59, 5% 60 to 74, 2% 75 and over (1990). Birth Rate; 25.5 per 1,000 (1992). Death Rate; 5.2 per 1,000 (1992). Increase Rate; 20.3 per 1,000 (1992). Infant Mortality Rate; 21.3 per 1,000 live births (1991).

    (Washington, DC, April 26, 2002) Human Rights Watch today welcomed the release of a Panamanian Truth Commission report describing killings and "disappearances" committed under past military regimes.     Panama to send government workers home early

    PANAMA CITY May 31 Panama on Friday announced that government workers could pack up early on June 3 and head home to focus on the Miss Universe pageant to be held here. Apparently taking her hosting duties very seriously, President Mireya Moscoso issued a presidential decree allowing all but highly essential workers to take a half day and go home before beauties from around the globe take the stage at a convention center in Amador, a former US base on the Pacific coast. It seems traffic authorities were troubled by the possibility thousands of government workers, many of whom live west of the capital, might clog roadways and keep others visiting Panama stuck on the road making them miss some of the show, a source of great fascination in many Latin American countries. The US television network NBC has broadcast rights for the event.
