"Towards a Democratic Culture", Panamanian Chamber of Commerce.
September 29, 2003
Ambassador Watt launched the U.S. Embassy's good governance initiative in a speech today at the Chamber of Commerce, Industry and Agriculture of Panama. The speech, entitled "Towards A Democratic Culture," addressed the core elements of good governance:
  • Open dialogue between government and civil society, including the business sector;
  • Public administration that is fair, transparent and professional;
  • Judicial security and rule of law.

  • The goal of this ambitious program is to help Panama make advances in economic development and democracy. The program will focus resources on institutions and groups that demonstrate progress in reform.

    In the early 16th century over 60 Indian tribes lived in Panama. These Indians came from the Maya of Guatemala and Mexico and from the Chibchas of Colombia. The isthmus of Panama was discovered in 1501 by Rodrigo de Bastidas, one of the captains that accompanied Columbus on his second voyage to America. In 1513 Vasco Nunez de Balboa sighted the Pacific Ocean from Darien's mountain in Panama. In 1519 Panama City was founded by Pedrarias Davila, the Governor of Golden Castile, appointed by the King of Spain.
    Panama was the springboard for the Spanish exploration and expansion in Central and South America along the Pacific coastline. The conquests of Peru and Chile by Francisco Pizarro and Diego de Almagro were organized in Panama. Hernando de Soto, the discoverer of the Mississippi River, started his journey from Panama, too. The Davila brothers, Gil and Gonzalo, also organized their expeditions into Central America from the Isthmus of Panama. During the independence wars of the Spanish colonies, Panama voluntarily joined Colombia until 1903, when it gained independence and became the present Republic of Panama.
    On November 18, 1903 the Hay-Buneau-Varilla Treaty was signed, whereby the United States was granted the right to continue the construction of a canal through the isthmus. The interoceanic waterway, which cuts through the isthmus of Panama, is 82 Kilometers(51 miles) long. On average it take a vessel eight hours to travel from one ocean to the other, passing through three sets of locks.

This overlooked country offers some of the finest birding, snorkelling and deep-sea fishing in the Americas. It is a proud nation that offers astounding wildlife adventures, that respects its seven indigenous peoples and that celebrates its Spanish heritage with frequent and colourful festivals. There's an inescapable feeling that you're in on a secret the rest of the travelling world has yet to discover. The country's indigenous name means 'abundance of fish'. Rafters can ride 20 sets of rapids in a single day, wildlife abounds in the scarcely-visited national parks, and a person can snorkel in the Caribbean Sea and swim in the Pacific Ocean...on the same day! It's no wonder the locals boast that Panama has much more to offer than nearby, traveller-soaked Costa Rica.
    Warning
    The area of Dari©n Province between Yaviza and the Colombian border along the upper Tuira River is unsafe due to the presence of smugglers, bandits and Colombian guerrillas and paramilitary forces. However, the vast majority of Dari©n National Park is relatively safe, although there is risk of contracting dengue and malaria so take appropriate pre-travel precautions and cover up as much as possible while you're there. It's highly advisable to visit the park with a guide, if only due to the inherent risks of travel in remote jungle with ill-defined trails. Keep your ear close to the ground when traveling close to the Colombian border, where the rule is the closer you are to the border, the higher your security risk.
