APC Home Background The Early Action Compact (EAC) serves as a Memorandum of Agreement (MOA) among government agencies representing, collectively, local governments, state governments, including the Tennessee Air Pollution Control Board (TAPCB), and EPA. It is for the express purpose of commitment to EPA’s "Protocol for Early Action Compacts Designed to Achieve and Maintain the 8-Hour Ozone Standard". This "Protocol" allows for early voluntary 8-hour air quality improvement plans to be developed through a "Compact" between Local, State, and EPA officials for areas that are in attainment for the 1-hour ozone standard, but approach or monitor exceedances of the 8-hour standard. Based on preliminary data for 2000 through 2002 a number of areas may not be in attainment of the 8-hour ozone standard. Thus, the areas are eligible and good candidates for Early Action Compacts. The EAC requires the development of an early action plan that includes all necessary elements of a comprehensive air quality plan, but is tailored to local needs and driven by local decisions. As long as all Compact terms and milestones are met, the effective date of non-attainment designations is deferred, as are related requirements. The early action approach will offer a more expeditious timeline for achieving emissions reductions than EPA’s expected 8-hour implementation rulemaking, while providing "fail-safe" provisions for the area to revert to the traditional State Implementation Plan (SIP) process if specific milestones are not met. Currently, EPA plans to make the designations for the 8-hour ozone standard in 2004.

The Global Environment: Introduction The largest ever ozone hole developed over Antarctica in September 2000. EIA uses its unique investigative skills to tackle one of the greatest threats to global ecological security - depletion of the ozone layer. Life on Earth depends on the fragile ozone layer to screen out harmful ultraviolet radiation. In the mid-1980s scientists first observed a 'hole’ in this ozone layer over the Antarctic – resulting from widespread use of a range of ozone-depleting substances (ODS).

    The maps shows UV intensity at noon calculated from sun angle and satelitte measurements of the ozone layer. The model assumes clear sky conditions at sea level and average sun reflection. With increased altitude and reflection - for instance snow conditions in mountain areas - the UV dose can be considerably higher. The UV index used in the maps above have been developed by Environment Canada . It runs on a scale from to 10, with 10 being a typical mid-summer, sunny day in the tropics. A relative scale ranging from low to extreme is also applied: In extreme conditions (UV Index higher than 9) light, sensitive and untanned skin may burn in less than 15 minutes. UV radiation will affect human health through for example sunburn, snow blindness, other eye damage, early ageing of the skin and rising rates of skin cancer. It may also cause suppression of the immune response system. It will likewise affect the productivity of aquatic and terrestrial eco-systems. Single-celled algae, chlorophyll and plant hormones are especially sensitive to UV radiation. As the ozone layer is reduced, the Earth’s surface is exposed to more of the shorter UV wavelengths of the sun's radiation that damage living things. For each 10 percent depletion of the ozone layer, we can expect 20 percent more radiation in these damaging wavelengths.

    The ozone layer acts like a giant sunshade, protecting plants and animals from much of the sun’s harmful ultraviolet radiation. Ozone (O3) forms a layer in the stratosphere , 15-40 km above earth surface. If the ozone in the atmosphere from ground level to a height of 60 km could be assembled at the earth’s surface, it would comprise a layer of gas only about 3 mm thick. Global stratospheric ozone levels have declined, which means that the ozone layer is changing. Stratospheric ozone has large natural temporal and spatial variations, up to 30 percent variation may be regarded as normal. However, we now have evidence of a significant thinning of the ozone layer during spring and summer. This is observed in both the northern and the southern hemispheres at middle and high latitudes. During the last 10-15 years, the ozone layer above the northern hemisphere has been reduced by 5-6 percent in spring per decade. The latest tests (January-March 1995) have shown very large reductions, with a maximum of more than 30 percent reduction compared to normal. A depletion of the ozone layer will increase the UV-radiation at ground level. Increasing doses of UV-B may cause skin cancer, eye cataracts, damage to the immune system in animals as well as human beings, and have an adverse impact on plant growth.

Ozone Layer
Ozone (O ) is present in trace amounts throughout most of the atmosphere but is most abundant in the stratosphere. There is a thin layer of ozone about 15 to 40 km above the Earth's surface, which plays an important role by filtering harmful solar rays. At any given place, the ozone layer varies in size with the seasons, because ozone is produced when solar energy reacts with oxygen molecules, and solar energy varies with the seasons. Because the greatest seasonal variations in solar energy occur at the poles, fluctuations in the ozone layer are also greatest in the stratosphere over the poles. Variations in the amount of ozone are also linked with periodic changes in atmospheric winds, volcanic and solar sunspot activity. There are continual photochemical reactions in the stratosphere because of the influx of short-wave radiation. Ozone is continually created and destroyed in catalytic reactions with oxides of hydrogen, nitrogen, and chlorine. In the 1970s, scientists observed thinning in the ozone layer over Anarctica and concerns arose that emissions from human activities were implicated in ozone depletion. In particular, the concern was that chlorofluorocarbons (CFCs), which had been widely used as refrigerants and in aerosols because they are inert and non-toxic, might be capable of depleting the ozone layer. Scientists M. J. Molina and F.S. Rowland demonstrated in their lab that CFCs could be broken down by ultraviolet light in the atmosphere and that the chlorine released could break down ozone molecules.

AIR INFORMATION CENTER Today's Air Quality Ozone Forecast Ensuring the air is safe to breathe for all who live in and visit Maryland is a primary goal of the Maryland Department of the Environment. Air pollution contributes to illnesses , including cancer, detrimentally affects respiratory and reproductive systems and can cause mental impairment. Ground-level ozone daily ozone forecasts The national ambient (outdoor) air quality standards are established for six common pollutants that are produced in substantial quantities throughout the country - ozone, carbon monoxide, sulfur dioxide, particulate matter, oxides of nitrogen, and lead. Maryland meets five of the six federal ambient air quality standards and is considered to be in attainment with respect to them. The exception is the low-level ozone standard. Control strategies include preventing and reducing emissions of air pollutants from stationary sources such as industries, utilities, and small businesses, and from mobile sources vehicle emissions ) through a variety of regulatory ( permitting and compliance ) and educational activities.

There is solid information that ECO-EXTREMISTS, CORPORATE CEOS, GOVERNMENT ENVIROCRATS, and MEDIA MOGULS form a loose coalition to promote radical, costly, self serving goals, and to mislead and confuse the people at large about environmental problems. Further, many so called scientists, who live from direct or indirect U.S. tax funds, ape these extremist views for personal gain. For example, Federal Government Agencies have prepared, including color coded maps, plans to establish BIO-DIVERSITY STRATEGY for all American land and people. This plan will, if implemented, establish "HABITATS" for all our people; except for the ELITE. In some areas of Kentucky, such as Jefferson County, citizens are forced to have annual auto emissions tests because of EPA regulations. The EPA and local regulators use slight of hand data by sounding local alarms whenever Ozone levels, as measured by them, reach the mid-point of their scale. Their recorded readings have not reached the upper level of their scale at least as far back as 1980. Further, there is not scientific data to support their claimed danger if the upper scale is reached. Everyone knows when it is hot and or humid, just by going outside their homes or work places. In a recent article in the Kentucky Journal of Commerce and Industry, 8/8/98 "EPA LIED", it was pointed out the EPA had "cherry picked" data on secondhand tobacco smoke as a cause of cancer; and no data existed to support EPA claims in this (tobacco) area.

ENVIRONMENT: New Ozone Hole over Chile and Argentina
by Gustavo Gonzalez SANTIAGO, May 13 (IPS) - The widespread thinning of the ozone layer, exclusively an Antartic phenomenon, has now shown a new weakness over Chile and Argentina. Scientists from the Federico Santa Maria Technical University (UTFSM) of the Chilean port of Valparaiso, 120 km west of Santiago, detecting an unusual thinning of the ozone layer in the central and southern zone of Chile in early April. Luis Da Silva and Christian Stehr, in charge of the UTFSM Ozone Project, told Chilean daily ''El Mercurio'' that reports on April 5 indicated this ''hole'' had now reached a diameter of more than a thousand km sq. The area affected stretches from Santiago to Puerto Aisen, some 1,500 km south of the capital, reaching from the Pacific to the Atlantic, obviously covering the same latitutes of Argentina. The UTFSM Ozone Project is part of an international network to measure this gas throughout the Southern Cone of Latin America in order to analyse information sent from the satellites by Internet.

Extensive global cooperation is essential to deal with the global threat to health and environment from Ozone Depletion. Sweden began phasing out ODS in the 1980s and has successfully phased out ODS (including HCFCs) without problems with illegal import or disruptions to functions in business and society and without phasing in other hazardous chemicals. Cooperation between the authorities in charge and industry has proven to be a key factor for achieving successful phase-out.
