Brief History of Child Welfare in America
In the United States, an early means of caring for orphans was by indenture. The first American child was indentured in 1636, in Massachusetts. Indenture was often free labor rather than protection. Later, children were placed in almshouses with their parents, and the feeling was that they would set children on a road to life, "free from permanent ignorance, pauperism, and vice." By the mid 1800’s they were recognized as just the opposite. Yet, in 1927, there were still children placed in almshouses throughout the country. In 1806, the New York Orphan Asylum Society, a group of wealthy women interested in the less fortunate, established an orphanage which set the example for many that followed. Children were to get clean linen and clothes regularly, and no physical punishment could be used on the children except by the orphanage’s director. There was a great deal of concern for the morals of the children.

In mid-nineteenth-century New York, vagrant youth, both orphans and runaways, filled the streets. For years the city had been sweeping these children into prisons or almshouses, but in 1853 the young minister Charles Loring Brace proposed a radical solution to the problem by creating the Children's Aid Society, an organization that fought to provide homeless children with shelter, education, and, for many, a new family in the country. Combining a biography of Brace with firsthand accounts of orphans, Stephen O'Connor here tells of the orphan trains that, between 1854 and 1929, spirited away some 250,000 destitute children to rural homes in every one of the forty-eight contiguous states. Amid the blue waters of the harbor, Ellis Island stands virtually in the shadow of the Statue of Liberty. The Orphan Train Movement
Between 1854 and 1929, more than 150,000 orphaned and abandoned city children rode the Orphan Trains to new lives. They were put on the trains in New York and Boston and transported to rural communities in the Midwest and elsewhere, where they were "placed out" in adoptive foster homes. The Orphan Train movement was started in New York City by the Rev. Charles Loring Brace, founder of the Children's Aid Society, in an attempt to deal with the city's growing population of homeless children. While a large number of those who boarded the trains acknowledged that their lives were bettered, others resented the program that placed them in uncaring and even abusive homes. Many Orphan Train riders and their descendants spent their lives searching for their natural families. Others, content with their new lives, never felt the need. Whatever the result, the Orphan Trains are an amazing part of this nation's history. Hundreds of travelers from the later days of the Orphan Train movement are alive still, and gather periodically to share their stories. Although Gratefully Yours and Hank's Story are fictional accounts, the experiences of the orphans in these books are similar to those of actual Orphan Train riders. Research for these books was done with the aid of the Orphan Train Heritage Society of America in Springdale, Arkansas.

St. Benedict "The Catholics received 20 waifs from a New York asylum last Friday and scattered them in good homes in the county" "Father Schemel of Bancroft has of late found good homes for ten children which were sent him from an orphan asylum in New Yourk which shelters 2,000 waifs. Father Eckert of Wesley has also found good homes for several and we understand that in the vicinity of the Prairie Church fifteen of the homeless children have of late been placed in comfortable homes. One day last week a number of the little waifs from the same place arrived in Algona over the Northwestern Road. All have been place with good families..."
The first sentence appeared in the Algona Upper Des Moines November 28, 1894 and the second quotation is from the Algona Courier, November 30 of that same year. These two items publicized an event that deeply affected the lives of many Kossuth County residents, but give no indication that the happening was part of a much larger circumstance that took place over a 40-year period between 1854 and 1904 when thousands of homeless children were brought from New York City by train to towns and farms in rural areas across America.

Different sections of the site contain photo galleries (primarily consisting of portraits), a history of the American flag, quotations from the founding fathers, and a few lists of suggested books for further exploration. Perhaps one of the strongest features of this site is an online version of the complete Federalist Papers, along with links to other important documents, such as the Bill of Rights and the Constitution. Overall, this site is a good introduction to some of the documents and persons associated with the early history of the republic, and a good learning tool for younger students.
