Article 1
Statement of purpose
The purpose of this Convention is to promote cooperation to prevent and combat transnational organized crime more effectively. Article 2
Use of terms
For the purposes of this Convention: (a) "Organized criminal group" shall mean a structured group of three or more persons, existing for a period of time and acting in concert with the aim of committing one or more serious crimes or offences established in accordance with this Convention, in order to obtain, directly or indirectly, a financial or other material benefit; (b) "Serious crime" shall mean conduct constituting an offence punishable by a maximum deprivation of liberty of at least four years or a more serious penalty; (c) "Structured group" shall mean a group that is not randomly formed for the immediate commission of an offence and that does not need to have formally defined roles for its members, continuity of its membership or a developed structure;

THE BEGINNING OF ORGANIZED CRIME IN EAST ST. LOUIS
by Andrew Theising of St. Louis, Ph. D. To understand organized crime in East St. Louis, one must first look at the small town of Herrin, Illinois, in Williamson County. Herrin was home to two very infamous men - S. Glen Young and Charlie Birger . Both were career criminals who sought to control the bootlegged liquor market in East St. Louis. Young was a leader of the Ku Klux Klan, probably the boldest group of gangsters Southern Illinois had ever known. Not only did the Klan terrorize the town of Herrin, it went so far as to invade the Williamson County courthouse in an attempt to seize power. Birger did not like the Klan, nor Young, and saw the Klan as his primary competition to controlling East St. Louis. East St. Louis was a tempting place for such activity. The city in 1920 had long been known for open vice, lax law enforcement, and a place where five dollars could probably buy anyone out of any situation. No doubt to the Klan's delight, there was racial segregation in East St. Louis and the 1917 race riot where whites attacked blacks was still fresh in everyone's memory. Birger was amazed to discover that there was considerable money flowing in East St. Louis and no truly "hometown" organization existed to tap it. Rural men who left the National Stock Yards with pockets full of cash after the livestock auction were especially appealing. Taverns and brothels had long lined the roads between the Yards and downtown.

By Steve Macko, ERRI Crime Analyst According to a recent study conducted in the United States, almost 50 percent of the Russian economy is controlled by organized crime and billions upon billions of dollars are leaving the country as a result. The study was issued by the World Bank and said: "In Russia, organized crime groups are dominating both legitimate and illegitimate economic sectors simultaneously." The study was authored by Louise Shelley, who is a law professor at American University in Washington. The report also said that new criminal owners of businesses are not interested in making their companies work, but are draining the resources and transferring proceeds abroad, which exacerbates both flight of capital and non- payment of workers wages. The report is based upon Shelley's forthcoming book that will be entitled: "Stealing the Russian State." The study said that Russian organized crime has seized control of more than 40 percent of the total Russian economy by taking advantage of the government's privatization program. Shelley said that the Russian mafia has an even larger stake in such economic sectors as consumer markets, real estate and banking. The study said: "Russian organized crime groups secured a massive transfer of state property because the privatization occurred rapidly, on a huge scale, without legal safeguards and without transparency. These groups used force, if necessary, but relied mainly on their large financial assets and their close ties to the former Communist Party elite, the military and the banking sector."

Abstract
The term 'organized crime' can be used in two very different senses. It can simply mean systematic and illegal activity for power or profit. Today, however, the term is usually used in a second sense, and has become virtually synonymous with gangsters in general or the 'Mafia' or mafia-type organisations, in particular. The implied or stated answer to the problem of organized crime understood in this sense involves increasing the law enforcement power of every individual nation state and, because these organisations are now known to operate globally, increasing the collective power of the internationally community. The threat posed by organized crime in other words must be met by nations committing more resources towards increasing the effectiveness of policing efforts at home and collaborative efforts between nations. This paper draws attention to the defects in current conceptualisations of organized crime by presenting an outline of American and international efforts to conceptionalise and combat the problem. This problem, however, is rarely so structured and never so separate from society and legitimate institutions as the conventional use of the term implies.

At the same time, the State Police recognized the need to more effectively marshal resources from within the Division to combat both traditional organized criminal groups as well as the growing number of emerging nontraditional organized criminal groups.
The Narcotics and Organized Crime Bureau is currently staffed by 57 enlisted members. The Bureau is aligned into five specialized Units which are strategically designed to ensure that the Division of State Police effectively and efficiently complies with all departmental policies and directives as they pertain to narcotics and organized crime enforcement. These specialized Units include the Organized Crime Unit, the Narcotics North Unit, the Narcotics Central Unit, the Narcotics South Unit.

The mandate of the Organized Crime/Intelligence Unit is to effectively monitor the activities of persons and organizations suspected of engaging in an organized criminal enterprise and of persons and organizations suspected of conducting or planning violent acts against the citizens of Philadelphia.
This mandate will be accomplished through the prudent and diligent gathering of information that is essential to the Department's duty to protect the public and suppress criminal activity. This policy has been established to provide for the legitimate needs of law enforcement while at the same time, maintaining the Constitutional and statutory parameters, which guarantee each individual the right to privacy.

This book deserves credit as the first to explore the CIA's ties to the Mafia in the context of various assassinations. It was published in 1975, when the Church Committee the Senate's select committee to study governmental operations with respect to intelligence activities, chaired by Idaho Democrat Frank Church was preparing for hearings. Chapters include the Rockefeller Commission cover-up, the assassination of Sam Giancana, the CIA's Castro capers, the assassination of Patrice Lumumba, the assassination of Rafael Trujillo, miscellaneous murders, and a final chapter on the backgrounds of the Church Committee members. In 1975 Charles Ashman was a Los Angeles-based late-night talk show host on syndicated television, and had already published books with titles such as "Kissinger: The Adventures of Super-Kraut," "The Finest Judges Money Can Buy," "Martha [Mitchell]: The Mouth that Roared," and "Connally: The Adventures of Big Bad John." It might be called pulp nonfiction, as they were probably shipped out in a hurry to capture the topical interests of the masses (this book has no index). Nevertheless, they are considerably more comprehensive than what the newspapers had to offer; apparently it doesn't take much to improve on mainstream journalism. By 1988 Ashman was foreign correspondent for the Sunday Express of London.

In preparation for the Ministerial Meeting in Copenhagen, Denmark, 14 - 15 June 2004 and the Fifth Baltic Sea States Summit in Laulasmaa, Estonia, 21 June 2004, the Task Force met on 24 - 25 May 2004 in Oslo, Norway. The Task Force was given an update on operative co-operation under the auspices of the Task Force by the Chairman of the Operative Committee on the basis of a written report . Furthermore the Task Force discussed possibilities of enhancing prerequisites for operative co-operation. The Task Force also had deliberations concerning the future Task Force Co-operation.
