History Enforcement Genre ... Activities Organized crime is the illegal activity of people and organizations whose acknowledged purpose is profit through illegitimate business enterprise. Organized crime involves marketing techniques (threat, extortion, smuggling) and products (drugs, sex, gambling, loan-sharking, pornography) that have been outlawed. The system resembles an legitimate business enterprise, and may even have a corporate executive structure, a staff of assistants, and accountants, but it's far from legitimate because the business was set up by force, intimidation or threat. The members of a criminal organization are really gangsters, professional criminals who are trying to live the life and mystique glamorized by legendary figures Al Capone, Meyer Lansky, Lucky Luciano. Their underworld system survives by pretending to be legitimate business or by infiltrating (through immunity and protection rackets) legitimate business. GLOBAL ORGANIZED CRIME AS A THREAT TO NATIONAL SECURITY Global Organized Crime in the Post-Cold War Era Since the end of the Cold War and the subsequent refocusing of Intelligence away from the Soviet Union, Global Organized Crime has been recognized as a priority threat to national security. Global Organized Crime has been defined by FBI Director Louis J. Freeh as "a continuing criminal conspiracy having a firm organizational structure, a conspiracy fed by fear and corruption." The international crimes that extend over foreign borders and into the United States include drug trafficking, extortion, money laundering, arms smuggling, bribery, and fraud schemes. In recent years these criminal groups have dramatically increased the scope of their activities by taking advantage of many Post-Cold War opportunities such as the lowering of economic and political barriers; the end of communist regimes and the founding of fragile new democracies; the increase in legitimate international trade; and the advances in technology that facilitate global communication and transport. The Administration, Intelligence and Law Enforcement have reacted to the new organized crime groups, emerging on a global scale after the Cold War, by creating a strong national response. The current system is not "broken." However, the threat itself is growing in terms of its scale and complexity at a such a fast rate that it is important to look at possible ways in which the national response to Global Organized Crime can be improved. In order to understand the significance of improving current policy and national efforts against Global Organized Crime, the changing nature and seriousness of the threat must first be understood.

The International Crime Problem International Training Interagency Working Group Legal Attache Program Grave crime is no longer bound by the constraints of borders. Such offenses as terrorism, nuclear smuggling, organized crime, computer crime, and drug trafficking can spill over from other countries into the United States. Regardless of origin, these and other overseas crimes impact directly on our citizens and our economy. We have developed a variety of anti-crime efforts both here and abroad to combat these dangerous threats. This effort has been undertaken with the support of the President, Attorney General Janet Reno, and Secretary Warren Christopher. One of the most effective ways to fight international crime is by building cop-to-cop bridges between American law enforcement and our overseas counterparts. Without these relationships, there cannot be the commonality of purpose and open communication required for success. More and more of these bridges are being built, and successes are flowing from them.

The Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network is one of the Regional Information Sharing Systems , known as RISS , initiated by U.S. Congress in 1974 to aid law enforcement agencies in targeting, identifying, and removing multi-jurisdictional criminal elements. The Bureau of Justice Assistance utilizes two agencies to evaluate the effectiveness of the RISS program: the Intelligence Systems Policy Review Board and the Institute of Intergovernmental Research (IIR) . In addition, the Policy Board, elected by the law enforcement agencies of MAGLOCLEN, meets regularly to review and assess the services of the center. The MAGLOCLEN headquarters is located in Southeastern Pennsylvania. Membership consists of federal, state, and local law enforcement. The MAGLOCLEN region spans Delaware, District of Columbia, Indiana, Maryland, Michigan, New Jersey, New York, Ohio, Pennsylvania, and the Canadian provinces of Ontario and Quebec. In order to to be eligible for membership with MAGLOCLEN, a law enforcement agency must have staff assigned to the investigation of organized crime, major conspiracy, and/or intelligence gathering and dissemination. The applying agency must be sponsored by a Policy Board member and pass a background investigation. Accepted agencies sharing information with MAGLOCLEN are expected to comply with

    Maybe he said it and maybe he didn't, but Meyer Lansky will forever be identified with the statement that the Syndicate, the underworld conglomerate of hoodlums, mobsters and killers from across the nation, was bigger than U.S. Steel. The boast made for good headlines and helped politicians like Estes Kefauver and Bobby Kennedy build their reputations and later achieved near-factual status when Hyman Roth, the Meyer Lansky-inspired character in the Godfather II repeated it to Michael Corleone. Whether or not Lansky ever really said it, it was probably true. Organized crime in America from the 1930s to the 1980s was big business and Meyer Lansky had helped make it that way. There is a lot about Lansky that is apocryphal. Did he, for instance, meet Bugsy Siegel and Lucky Luciano on the same day? Probably not, but the story still floats around about how Lansky, the hard working son of Jewish immigrants, happened along one day and found Siegel and Luciano brawling over the favors of a prostitute the Italian was pimping.

The purpose of the seminar was to bring together practitioners, researchers and other interested parties to discuss the trends and potential directions in organized crime in the HKSAR and neighboring areas as we move into the next millineum. A number of experts presented their research findings and practical knowledge about organized crime trends in Hong Kong, Macau, China and Russia. The seminar concluded with a panel discussion on the overall patterns and the legal issues of addressing organized crime. These proceedings include the presentations of each of the speakers. I would like to acknowledge several people who contributed to making the seminar a success including Mr. David Hodson who was the co-organizer of the seminar and co-editor of the proceedings. Special thanks also to those who helped with the administration of the seminar: Mr. Lau Wing Yat, Davy; Chong Wai Kei, Simon; Kwok Suk Wai, Francisca; Chuek Siu Man, Maggie; and George, Omana. More Headlines Until recently, cybercrime has largely been a sport for lone wolves or small groups with a taste for mischief and danger. Organized-crime groups largely left the Internet alone. Still, security experts worried that Net crime across borders would quickly proliferate. The reason: Low risk of apprehension and the potential for big rewards. Now it appears those worries are finally starting to come true. On Mar. 8, the National Infrastructure Protection Commission (NIPC) a federal watchdog that works with the FBI to protect the U.S. national infrastructure took the unusual step of holding a press conference to warn businesses and the public about an ongoing investigation into what may be the largest case of organized crime online to date. The NIPC alleges that in recent months, Eastern European hackers have infiltrated Web servers running versions of the Microsoft NT operating system, grabbing at least 1 million credit-card numbers and other personal information from 40 U.S. financial institutions and companies. After lifting this data, the gang has allegedly attempted to extort money from their victims by threatening to post the info on the Internet. Amazingly, to gain access, the intruders are using well-known security flaws that are easily fixed.

The big-business, international quality of organized crime today is evident even in the name it chooses to call itself. In the early days, crime organizations were called families because they were, in many cases, extended family units. As organized crime grew into a business at which anyone could play, it became known as a syndicate. Today it's known as a cartel, a word of international scope (the Germans spell it Kartell, the French cartel, and the Italians cartello). "From the evidence that has emerged, there is a strong case to be made that the looting and theft of the artifacts was perpetrated by organized criminal groups," Ashcroft said. The attorney general praised the international police agency Interpol and experts on Mesopotamian culture and art for agreeing to join forces in the hunt for 200,000 missing pieces of art. "Although the criminals who committed the thefts may have transported the objects beyond Iraq's borders, they should know that they have not escaped the reach of justice," Ashcroft told an Interpol conference.
