National Board Certification
concentrates education reform in the classroom-where teaching and learning takes place. National Board Certification is a demonstration of a teacher's practice as measured against high and rigorous standards. Equally important, the National Board Certification process, requiring intense self-reflection and analysis of one's own practice, is a forceful professional development experience. Having measured their practice against the highest standards for the profession, teachers say that their teaching is resultantly more focused, reflective, confident. Teachers speak eloquently about how the experience produces deeper student learning outcomes in classrooms. They are strengthened in their practice and emerge from the experience with a lasting commitment to professional growth. Offered on a voluntary basis and valid for 10 years, the advanced system of National Board Certification complements, but does not replace, state licensing. Each state, school district and school decides how best to capitalize on the National Board Certification process and the expertise of National Board Certified Teachers as it designs instructional arrangements to promote student learning and support professional practice. Washington Mutual Foundation Washington Mutual is the founding sponsor of the NBSP and has contributed over $2.5 million to support National Board Certification since 2001. Washington Mutual has generously provided $200,000 for public school teachers seeking certification during the 2004-05 school year. Scholarship applicants must teach in schools where over 50% of the student population receives free or reduced lunch. In Florida, Mississippi, Montana, North Carolina, New Jersey, New York, Rhode Island, and South Carolina teachers must be retake candidates to be eligible for Washington Mutual scholarships. First-time candidates in these states are not eligible.

CHANGE March 23, 2004 On March 23, 2004 the PESB adopted a WAC 181-01-002 to provide exemptions to the WEST-B basic skills test requirement for certain out-of-state teaching certification applicants. This rule will go into effect on May 1, 2004. WAC 181-01-002 WEST-B Exemptions.
Individuals from out of state applying for a Washington State residency teaching certificate under WAC 180-79A-257(1)(b), in lieu of passing the WEST-B, may provide official documentation of scores on the Praxis I of 177 for the reading subtest, 176 for the mathematics subtest and 174 for the writing subtest, or passing scores from California or Oregon on the CBEST. For individuals who took the computer-administered version of the Praxis I (CBT), the comparable required passing scores that you must meet or exceed in order to be exempt from taking the WEST-B are 325 for reading; 321 for math; and 321 for writing. New Professional Teaching Certificate As of September 1, 2000, all beginning teachers and most teachers from out-of-state receive Residency Certificates as their first Washington teaching certificate. This certificate is valid for five years. Within this five-year period, teachers are expected to earn the second level teaching certificate, the Professional Certificate. This process is very different from that of the Continuing Certificate in many significant ways.
  • The Professional Certificate is performance-based as opposed to earning 45 credits beyond the Bachelor’s degree. The performance indicators for the Professional Certificate standards will be consistent across university programs as will the Professional Growth Plan (PGP ) format.

By Suzie Boss From parents to researchers to the president, everyone seems to understand the critical role that teachers play in helping students succeed. But for complex reasons ranging from economics to demographics, supplying the demand for high-quality teachers has never been harder. Already, many districts are struggling to fill openings in specific areas, such as math, science, and special education. The prospects won't get any rosier over the coming decade as a wave of baby boomers retires from the profession at the same time that enrollments are expected to rise. The Northwest Transitions to Teaching Partnership will provide these teacher candidates with practical training in pedagogy and instructional practices, preparing them to hold down classroom assignments at the same time they participate in the intensive training. To overcome challenges posed by rural geography, distance learning and teleconferencing will replace more traditional delivery of classes. Grant funds will provide recipients with stipends and also offset the cost of graduate-level coursework. In addition to formal training, new teachers will receive additional support from mentors in their local school districts. Research has shown mentoring to be an effective strategy for supporting new teachers and stemming high attrition rates.
