Information Bulletin No. 200112 (Replaces 979811 989913 990001 and 990024) July 2001 TABLE OF CONTENTS INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). HIGHLIGHTS
  • Certification may be achieved in six ways: through the completion of an approved program; through individual assessment of a candidate's educational background; through Interstate Agreements, including the Northeast Regional Credential; through completion of a new alternative certification program, and new regulations for out-of-state teachers.

The Policy Context for Teacher Professional Development
Professional development financial data by itself is not as meaningful as analyzing it in the context of state policies, requirements, and practices. This section discusses that policy context.
State Mandates and Mechanisms
Outside of the North Central Region, a number of states reported that they require intermediate service agencies to develop plans for teacher professional development. These state are California, Missouri, New Hampshire, New York, Texas, and Oregon. Ten states reported requiring local school districts to develop annual plans for teacher professional development (California, Florida, Georgia, Idaho, Missouri, New York, Oregon, Rhode Island, Tennessee, and Texas). No such requirements exist in Nebraska, New Hampshire, and South Dakota. Missouri, New York, Oregon, Rhode Island, and Texas also imposed such requirements on individual schools.
Teacher Professional Development and Teacher Certification and Employment
Within the North Central Region, Indiana, Iowa, Michigan, Minnesota, and Ohio all reported having requirements that certified teachers enroll in continuing education courses for continued certification. Only Illinois reported that it did not. Indiana and Michigan also reported that such an action was required for continued employment.

Standards provide clear, consistent targets for students' and teachers' learning. Standards may be set at the national, state, and local levels. Some standards even tackle international expectations.
Before learning standards were set in Oregon, much of the same curriculum may have been taught, but requirements varied from classroom to classroom. Some schools used national standards to guide curriculum, instruction, and assessment while others did not. The focus was on what teachers taught, rather than what students learned. Learning standards target excellence and equity for all students around rigorous core curriculum.
Before teaching standards were set by the National Board for Professional Teaching, standards for teachers usually meant the requirements from each state for certification and licensure. Some national organizations established teaching standards but there was no coordinated system across all subject areas and developmental ages and stages. NBPT Standards provide a framework for professional teacher reflection and a system for national certification.

Students who secure the recommendation for certification by the college or university have met: all requirements of the approved preparation program, the qualifying scores on the appropriate Praxis tests and other requirements established by the State Board of Education. Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.
