You Are Here: Home NCLB Ready? No Child Left Behind Is Oregon Ready to ‘Leave No Child Behind’? In education circles, Oregon is known for its innovative approaches to school improvement. But the No Child Left Behind Act raises the bar considerably. How prepared is Oregon to carry out the provisions of this landmark legislation? The answer, according to state education officials, is encouraging. “Oregon is well-positioned to implement the federal legislation,” says Kate Dickson, Deputy Superintendent of Public Instruction. “For the past 10 years, we’ve been developing high standards and aligning assessments to those standards. We established a report card program and statewide system for collecting and reporting student achievement results. Oregon’s goals, drawn from the Oregon Educational Act for the 21st Century, provide a strong foundation to meet and exceed the new federal requirements.” Here’s a brief look at how Oregon stacks up against the requirements outlined in NCLB. Alignment of content and assessment Oregon already has a unified accountability system - statewide content standards and student assessments that are fully aligned.

You Are Here: Home NCLB Highly Qualified Teachers No Child Left Behind Oregon Exceeds National Average for "Highly Qualified Teachers" 82 percent of all classes taught in Oregon’s public schools have a “highly qualified teacher,” according to the new federally required definition under the No Child Left Behind Act. The national average is less than 55 percent, according to the Education Commission of the States. Oregon’s percentage is even higher in classrooms where the student has the same teacher all day, as is the case in nearly all elementary schools and many middle schools. In these self-contained classes, 94 percent have highly qualified teachers. All teachers of core academic subjects (English, reading, language arts, math, science, foreign languages, social studies, and the arts) must meet the definition of highly qualified teacher by the 2005-06 school year. That means teachers must be fully licensed by the state, hold at least a bachelor’s degree, and meet state requirements to demonstrate mastery of subject knowledge, either by exam or a major in the core academic area. It is possible for a teacher to meet all these qualifications and still not meet the highly qualified definition if the class assignment is outside the teacher’s academic certification.

  • On a nationwide basis, approximately 3/4 of the college work of a preservice teacher is taken outside a school, department, of college of education. Thus, it is very important to identify potential preservice teachers before they enter a teacher education program that is, while they are Pre-Education majors. Good advising for these students can contribute significantly to their success in getting into a teacher education program, graduating from such a program, and then getting a teaching job. Such advising can help point Pre-Education majors toward well taught courses that are making good use of IT. Teacher education programs vary substantially in the nature and extent of IT knowledge and skills required of their students. They vary tremendously in the IT-oriented and IT-using courses that are required and/or available to students. Both of these situations provide opportunities for improving the IT education of students in a preservice teacher education program.
