Instructions This application is for general scholarships, including WOU Scholarships, Presidential Scholarships and Oregon Laurels, not those awarded by individual departments. Only those students who have been admitted to Western Oregon University and are enrolled as full-time students (a minimum of 12 credit hours for undergraduates or 9 credit hours for graduates) at WOU will be eligible to receive scholarship funds. Scholarship awards are disbursed during the fall, winter, and spring terms only. To receive priority consideration for the scholarship award by the WOU Scholarship Committee, your application and all of the following must be submitted to the Vice President for Student Affairs and Enrollment Management Office or be postmarked no later than the dates listed above.

    • The Oregon Health Division found that between spring 1999 and spring 2000, smoking rates among eighth graders declined by 21.7 percent (from 16.6 to 13 percent) in a self-selected sample of schools funded to implement school tobacco prevention guidelines recommended by the Centers for Disease Control and Prevention (CDC). By comparison, smoking rates declined by 7.6 percent (from 17 to 15.7 percent) in a comparison group of non-funded schools.
      Overall, Oregon students in the sample of funded schools in 2000 were about 20 percent less likely to smoke than students in non-funded schools (13 versus 15.7 percent).
      Among the funded schools in the Oregon study, a strong dose-response effect was observed between how fully schools implemented CDC’s guidelines and how much smoking rates declined. Between 1999 and 2000 rates declined by 42.2 percent (from 14.2 to 8.2 percent) in schools with the highest implementation scores, 21.9 percent (from 17.8 to 13.9 percent) in schools with middle scores, and 6.6 percent (from 17.1 to 15.6 percent) in schools with the lowest scores.

    E-Mail This Article Published on Saturday, January 13, 2001 in the Guardian of London Bush's Choice for Attorney General Linked To 'Guns for Pupils' Group by Martin Kettle in Washington and Jane Martinson in New York George W Bush's nominee to be the next US attorney general has been linked to an extremist pro-gun lobbying group which believes that the answer to America's school shootings is to allow pupils to be armed in the classroom. The revelation that former senator John Ashcroft has recent links with the militant Gun Owners of America (GOA) group is the latest twist in an increasingly impassioned partisan battle over a nomination which has become a major trial of political strength for Mr Bush. Even many conservatives consider the GOA to be extremist. After a shooting at an Oregon school in May 1998 in which two pupils were killed by a fellow student, it issued a press release headed: "Lesson of school shootings: More guns needed at schools". Its director, Larry Pratt, was forced to resign as co-chairman of Pat Buchanan's 1996 presidential bid after news leaked of his links with the Ku Klux Klan, the Aryan Nations and rightwing militia groups. Mr Pratt is also head of an anti-immigrant organisation called English First.

    For more than fifty years, the GED Tests have offered personal satisfaction and broadened professional, occupational and educational opportunities for millions of adults, who, for many reasons, were unable to complete their formal high school credential.     BALLOT TITLE
    RESULT OF "YES" VOTE: "Yes" vote authorizes state to guarantee general obligation bonds issued by certain education districts. RESULT OF "NO" VOTE: "No" vote retains prohibition against state guarantee of general obligation bonds issued by education districts. SUMMARY: Constitution now generally prohibits state from creating debt over $50,000 or lending its credit. Measure amends constitution permitting state to guarantee general obligation bonded indebtedness of school districts, education service districts, community college districts. Limits amount state can guarantee to 1/2 of one percent of true cash value of taxable property in state. State may issue bonds, borrow from Common School Fund to satisfy obligation. Legislature must enact statutes authorizing state to recover from district payments made to satisfy state's guarantee of district debt. ESTIMATE OF FINANCIAL IMPACT: Reduced interest and issuance costs on indebtedness by participating school districts, education service districts and community college districts are estimated to be $70 million over the next 20 years under this measure. This estimate is based on current levels of bond issuance. There is no financial effect on state government revenues or expenditures.

    In the nation's health care arena, adolescents are historically the most under served of any age group, and are least likely to seek health services through traditional, office-based settings. Many of them are inadequately insured or have no insurance at all. Even those with insurance are less likely to seek care for a variety of reasons, such as a lack of provider-patient relationship, confidentiality, or transportation difficulties. As those who forgo needed health care services are at greater risk for physical and mental health problems, it is imperative to provide easy access and incentive to help these young people succeed. In response to these facts, the School-Based Health Center model was developed. Oregon's School-Based Health Center (SBHC) program, which provides comprehensive services in the school setting, is designed specifically to improve access to primary health care, preventive services and mental health services to school-aged youth. The first center opened in 1986 at North Portland's Roosevelt High School. The program has grown steadily over the years, providing primary and preventive health care to an increasing number of Oregon youth, regardless of their ability to pay. Today, 44 state certified SBHCs operate in 14 Oregon counties, serving in excess of 25,000 clients annually. Still more health centers are in various stages of the planning and development stages. A primary reason for the steady growth and community support for this unique health care delivery model is the cost-effectiveness of providing access to health care services in the school setting.

    Father Sues Oregon School District to Expel Channel One
    Today, an Oregon parent filed a complaint in an Oregon circuit court, contending that the Salem-Keizer School District is violating the Oregon State Constitution by forcing his son and daughter to watch commercial advertising in school. Specifically, the complaint challenges the school district’s contract with Channel One, a company that uses the schools to advertise to captive audiences of about 8 million children in about 12,000 schools nationwide.
    Attorneys Mark McDougal and Linda Williams assert in the complaint that Channel One has commandeered about one full week of school time each school year.
