Introduction How children spend their out-of-school hours is an important factor in their overall development. Quality experiences during these hours provide children with opportunities to develop new skills, learn new information, and connect with caring adults, all of which promote positive youth development. Supervising children in the out-of-school hours was once the direct responsibility of parents, but increasingly, as more families have both parents or the only parent in the workforce, families look to others in the community to provide care and supervision for their children, or they leave their children on their own.

Impact of the School-Age Child Care Needs Assessment Project
The surveys were undertaken to gain locally derived data that could be used to guide community-based planning. In all instances, the release of the findings in the county resulted in increased attention for school-age child care issues. Additionally, other short-term impacts were identified. A brief overview of how counties have used or plan to use the data and noted short-term impacts is presented below.

Six-Year-Old Oregon Girl Gets General Ticket: A six-year-old girl from Roseburg, Oregon, has upgraded from Technician to General. Mattie Clauson, KD7TYNa fourth-generation Amateur Radio operator in her familycould be the youngest General-class operator in the US. Her new ticket was granted January 13. Mattie allowed that the Element 3 test "was pretty hard" and she had to study for a long time before passing it on her third attempt. "The Element 3 test was a lot harder than the Tech test," she said. She was ambivalent about the 5 WPM Element 1 Morse code exam, characterizing it as "not too hard, just a little, but kind of easy too."

First, they say, he won their trust and offered solace to them as lonely teens. Then, two former students claim, the administrator at the Oregon School for the Deaf preyed on their vulnerability and demanded sex in return. The women have come forward to accuse Don Lorenzen, the retired director of the Salem school, of sexually abusing them and other girls in the late 1970s and early '80s. "I was so afraid of him," said Eva Gunter, 37, of Salem, her slender frame trembling. "He ruined my life." Lorenzen denies the women's allegations, saying he has no idea why Gunter or Margaret Adamski of Seattle are making such accusations. He also denied ever having sexual contact with any student. In 1999, after more than 30 years, Lorenzen left the residential school.

he majority of state funding for school-based health centers came from the State General Fund, in school year 1999/2000. Oregon has 44 operating centers, 5 more than in school year 1997/1998. Most of these centers (28) provide services to high school students. Centers are eligible for payment through Medicaid and SCHIP, and state law requires that Medicaid managed care provider networks include SBHCs. The criteria used to determine where SBHCs will be located are percent of children uninsured, and percent of low-income children.

A more suitable place could hardly have been chosen for a Swedish community than the beautiful Milk Creek Valley with its fertile land, excellent climate, and romantic location. To the east lies the Cascade Mountains with the snow covered Mt. Hood clearly visible; to the west, the Pacific Ocean with its warm current called the Kuro Sivo, which makes the cold winters milder and the hot summers cooler, creating a kind of average climate year round. To the north and south are hilly stretches of land covered with trees of greater and lesser size. Here one is protected from the cold winds of winter and their accompanying snow storms, which have a tendency to visit the Midwestern states. The Swedish Lutheran congregation was organized in August 1907. The land company had donated 10 acres as a church site, and in 1908 the beautiful church adorning a pretty hill in the center of the community was built. The congregation now has about 250 members. A new school building has also been built close to the church. This photograph shows the first house built by the newly settled Swedes. This particular house was part of the first lumber order the Hult brothers filled after they had managed to get the old sawmill in decent working condition.

The Oregon School for the Deaf (OSD) is a community that fosters lifelong learning, encouraging individuals to become self-fulfilled, productive citizens. Each student is valued as a unique individual, to be treated with dignity in an atmosphere where individual differences are accepted. OSD staff believe that each student can learn, and staff accept the challenge of providing a nurturing environment which allows each student to work toward his or her potential. One of the school's goals is to instill in all students the intrinsic value of learning. OSD is a residential program for students who are deaf or hard of hearing. Placement at OSD is initiated by the school district (usually in conjunction with regional services staff) when the needs and services as described in the child's IEP cannot be provided locally. OSD offers a full range of curriculum and provides individually designed instruction for students leading to a variety of post -high school options, including college, competitive employment and supported work. In addition to the regular program, the school provides living skills instruction in its residence halls, career education, athletics, clubs and leadership training opportunities, such as student body government and the Junior National Association of the Deaf. The older residential students can live in dormitory apartments and are responsible for budgeting, cooking and housekeeping.
