Salem's beginning included education
The first school The first school house in Salem was a log cabin at the southwest corner of Marion and Commercial streets. It was built in 1850 and was mainly supported by families paying tuition to send their children to school. Some other money for the school came from county funds and rate bills. By January 1855, Salem school district 24J was officially organized by William P. Pugh, the county superintendent.
Central School By 1859 there were 227 school age children in the district, but there is no record of how many children actually attended school. By 1865 the number of children in the district had grown to 632 with 200 students in attendance at Central School. More students meant more schools. In 1866, the district levied a 5 mill tax to build two new school. One was built in north Salem and the second school was constructed in south Salem. South School, as it was named, was originally located at Fir and Myers Streets, but it was moved to South Commercial Street in 1892. The school building was later used in turn as a cider mill, machine shop and as the W. A. Barkus Feed Mill. Between the years of 1866 to 1869 "Little" Central School and East Salem School were built. "Little" Central School was near the original Central School with fifteen non-Anglo students taught by Mrs. R. Mallory.

The School of Education and Business is home to Eastern's professional programs in Education, Business, and Physical Education and Health.
Approximately one-half of Eastern's graduates select majors, licensure, or certificate programs offered by the School. The faculty of the School is dedicated to serving Oregon and beyond through professional programs of instruction, research, and service. We have a special commitment to the educational needs of public schools and public school teachers, to business and corporation leaders, and to health promotion specialists in the eastern region of Oregon. The faculty of the School value the perspectives of current theory and practice as essential elements in all programs. Each program is grounded in substantial content subject mastery matched with practical applications such as practica, internships, and field placements. In Teacher Education, the School offers undergraduate degrees in multidisciplinary studies for student preparing a liberal arts foundation; minors in Elementary and Secondary Education for teacher preparation; endorsements in Bilingual Education, ESOL, Reading. The intent was to illustrate the need to pass the Oregon Cannabis Tax Act of 1997, which would have raised an estimated $500 million annually for public education. Because insufficient signatures were gathered by the July 5, 1996 deadline, however, a new OCTA campaign has been started. The new initiative, which organizers hope to put on the ballot in November 1998, would dedicate proceeds from sales of cannabis to adults in state package stores to the state's general fund rather than just education. Other reform initiatives may also face voters in the November 1998 election. Thus this page is mostly archival. Most of it is duplicated at the new Oregon Services Plundered for Drug War page, which focuses not just on education but also on other state services such as parks and aid to families, traditional priorities that have been defunded in order to build ever more prisons for ever more marijuana smokers. An important new tool in the state's education accountability system, the report cards share education data directly with parents, communities and the general public. "Today's results show that Oregon schools are on track," said Bunn. "Of the 64 schools receiving overall performance ratings today, 56 are rated as strong or satisfactory." The number of schools in each category is shown below.
  • Exceptional schools: Strong schools: 18 Satisfactory schools: 38 Low schools: 7 Unacceptable schools: 1
An additional 104 cards released today did not rate schools. To ensure fair comparisons, the department rated only schools with the same data. Small schools, for example, may not have had enough data from state tests to show improvement over time. New schools, for example, may not have had enough years of data. On Feb. 1, Bunn released 1,039 report cards but the department set aside the remaining 168 because it needed to compile additional data.
