Reflections of yesterday - not mirror images of today
OHSU is Oregon’s academic health center — it is the only institution that reflects the multifaceted, interwoven responsibilities of healing, teaching, research and community service. It is one of 125 academic medical centers in the nation and one of only 20 not affiliated with a larger university. At the turn of the century:
  • The School of Medicine earned the annual Innovations to Curriculum Award from the American Medical Association, medical student section.
  • The School of Medicine was ranked in the top 2 percent of American medical schools for its primary care education program for the fifth consecutive year as reported in . Of the 144 schools included, its primary care education program ranked third; family medicine education ranked fourth for the fifth consecutive year; and rural medicine ranked 11th.
  • Forty percent of physicians licensed in Oregon received their undergraduate and/or graduate medical education at the medical school.

June 11, 1883, William Morfitt, James W. Virtue, Daniel Smith and Mary Richardson formed a new town site in the mud and dust, sand and grasslands south of the confluence of the Malheur and Snake rivers. The partners knew the railroad was coming, and believed their investment would be a good one. Naming the town was difficult for the founders. Morfitt wanted it to be named Ione, after his only daughter, and Virtue wanted it named after his birthplace in Canada. Stories have both the flipping of a coin and drawing the name out of a hat as the method of solving the dilemma, but whichever way it came about, Ontario was the name selected. The town was incorporated in 1896, and E.H. Test was its first mayor. During Test's administration, the first jail was built for $100. July 16, 1896, the city council instructed the city marshal to collect $7.50 a month from prostitutes, and deposit the money in the city's coffers.

Jordan Valley's history is closely tied to that of farmers and ranchers pulling a living from the sagebrush landscape of the Owyhee Desert. Settled in the 1890s by Basque sheepherders, the community has continued to rely on the rangeland grazing of sheep and cattle for the decades since then. Mining in the Owyhee Mountains provided a second industry for Jordan Valley's residents, but changing market conditions in the 1990s have created changes for the mining industry.

Oregon schools see budgets stabilizing after years of cuts By Associated Press May 07, 2004 - 07:27:39 am PDT PORTLAND For the last few years, the headlines about Oregon schools were as grim as they come: Laid-off teachers. Kindergarten classes that topped 35 kids. School years that ended in mid-May when districts ran out of money.
It was enough to make Oregon the nation's poster child for woeful public schools, even landing the school's plight on the comics page, where Doonesbury creator Garry Trudeau poked fun at the troubled system.
But now, as school districts across the state prepare next year's budgets in time for a June 30 deadline, many educators say that the worst may be over.
"Things are relatively stable in most places," said John Marshall, who tracks budgets for the Oregon School Boards Association. "I wouldn't necessarily say things are getting better, but overall, things aren't as bad as people thought they would be."
That's partly due to Oregon's brightening economic forecast. In the 2002-2003 school year, trying to figure out how much money a school would have to operate for the next quarter was essentially impossible, because state tax collections kept dropping drastically.
That in turn forced state leaders to cut school funding, since more than 40 percent of the state general fund-lottery budget goes to local schools.

Jeff Thompson, OCPP 503-873-1201 Taxes Should Be On The Table for 2003-05 According to an analysis by the Silverton-based public policy research institute, adjusting for inflation and population, General Fund revenues will remain below 1999-01 levels until after the 2007-09 budget cycle. Adjusting only for inflation, General Fund revenue will remain below 1999-01 levels until the 2005-07 budget period. Even in 2007-09, General Fund revenues will not be as high as 1999-01 levels as a share of personal income. In 1999-01, General Fund revenues accounted for 10.7 percent of Oregon's total personal income, but by 2007-09 they will be just 9.6 percent of personal income.
