Oregon's C.O. Camps
Before Pearl Harbor, the historic peace churches—Church of the Brethren, Mennonites, and the Society of Friends (Quakers)—were hoping to get their young men treated as the conscientious objectors were in Britain. President Roosevelt, however, thought they should go to boot camp just like all the others, and then be assigned to the medical corps. A compromise was reached that produced an uneasy alliance between church and state. The churches would administer the after-work hours in the camps and various government agencies would supervise the work projects. Selective Service, under Major General Lewis B. Hershey, would micro-manage everything. The men would receive no pay and no dependency benefits. The nearly 12,000 C.O.s in 151 camps gave more than 8,000,000 man-days of work in the six and one-half years from 1940 until the last man was belatedly demobilized in 1946. The Forest Service, the Soil Conservation Service, and state mental hospitals benefited from more than 1,000,000 man-days each; 600,000 were contributed to 34 dairy and herd testing projects; 400,000 to the National Park Service; and 150,000 to “guinea pig” scientific research projects in 32 major universities. Civilian Public Service Camp #21 was established in November 1941 at Cascade Locks and #56 in October 1942 at Waldport; both were run jointly by the Church of the Brethren and the U.S. Forest Service. Waldport had been chosen as the site of a Civilian Conservation Corps installation, but it was never completed because the war had reduced the pool of young men interested in joining. The Forest Service had been counting on the Waldport camp to provide manpower to fight fires and proceed with replanting the Blodgett Tract, denuded during World War I to build training planes for the Army.

    SageWalk, The Wilderness School, is a therapeutic wilderness program that serves as an intense intervention for teenagers between the ages of 13 and 17 who may be experiencing emotional, academic, and/or behavioral problems. Students and Instructors live together in a nature-based setting that provides an opportunity to learn about the natural environment, wilderness-oriented survival techniques, interpersonal relationships, communication skills, and accepting responsibility for actions and consequences. Students participate in a variety of activities that include, but are not limited to, group and individual therapy, academic studies, primitive camping skills, navigation and orienteering skills, service projects, goal setting workshops, food preparation, backpacking, and journal writing. SageWalk is designed to engage the students as quickly as possible so they receive the maximum benefit from their participation in the program. Therefore, SageWalk is not a boot camp nor a typical troubled-teen wilderness camp, and does not subscribe to a philosophy of deprivation. Instead, we provide the student with all essential gear and equipment upon enrollment. As a student progresses in the program, they have the opportunity to "offer up" their comforts and replace them with their newly developed skills. The result is a faster, more impactive experience that allows each student to focus on "why they are at SageWalk" rather than "being at SageWalk."

Resources Just as learning does not end when school lets out, neither does a child's need for good nutrition. The Summer Food Service Program (SFSP) provides free, nutritious meals and snacks to help children in low-income areas get the nutrition they need to learn, play, and grow, throughout the summer months when they are out of school. The Food and Nutrition Service, an agency of the U.S. Department of Agriculture, administers SFSP at the Federal level. State education agencies administer the program in most States. In some areas, the State health or social service department or an FNS regional office may be designated. Here in Oregon, SFSP is run by approved sponsors, including school districts, local government agencies, camps, or private nonprofit organizations. Sponsors provide free meals to a group of children at a central site, such as a school or a community center. They receive payments from the USDA, through the Oregon Department of Education, for the meals they serve and for their documented operating costs. Nationwide and here in Oregon, SFSP meal sites are approved as open, enrolled, or camp sites. Open sites operate in low-income areas where at least half of the children come from families with incomes at or below 185 percent of the Federal poverty level, making them eligible for free and reduced-price school meals. Meals are served free to any child at the open site. Enrolled sites provide free meals to children enrolled in an activity program at the site where at least half of them are eligible for free and reduced-price meals. Camps may also participate in SFSP. They receive payments only for the meals served to children who are eligible for free and reduced-price meals.

    Welcome to the Summer Program Welcome to OES Summer Programs! You will find a rich array of class offerings for children and adults. All of our classes offer hands-on activities, a stimulating curriculum, and fun adventures. Our faculty is noted for its excellence in teaching and has many years of experience. We keep our class sizes small so students can receive a lot of personal attention. The beautiful OES campus and the warm family atmosphere both contribute to a wonderful summertime experience for all! Extended Care With the many types of sessions and camps offered at OES Summer Programs 2004, Extended Care costs are dependent upon your needs. A low child-faculty ratio assures personal attention for every child. If you find that you are running late, we will check your child into the Extended Care Program. If you only need Extended Care for a very limited amount of time, please call our office at 503-768-3145 for the program rates. Field Trips Some sessions and camps include field trips. Admission fees and transportation are included in the cost of each camp. We maintain a 1:6 adult to student ratio on these trips. Parents are welcome to meet us at our destination.
