    Have you been on your school's "Math Committee"? Or the "Character Committee"? Or the "Literature Enrichment Committee"?
    At best, many "consensus" committees whittle away personal goals in favor of lukewarm conclusions that make no one happy. Emerson said, "A foolish consistency is the hobgoblin of little minds." One is also reminded of Margaret Thatcher's quote, To me consensus seems to be: the process of abandoning all beliefs, principles, values and policies in search of something in which no one believes, but to which no one objects; the process of avoiding the very issues that have to be solved, merely because you cannot get agreement on the way ahead. What great cause would have been fought and won under the banner "I stand for consensus"? But many school and business committees are not really intended to even meet that goal. Many schools make heavy use of social engineering techniques in carefully constructing and nurturing a variety of "committees" whose purpose is to rubber-stamp pre-established conclusions. Of course, there is nothing intentionally nefarious or conspiratorial about all this; this is simply the set of techniques that are taught in ed school as means for being "agents of change" and "developing a consensus" of support for proposed changes. These techniques (sometimes labelled as "Delphi" methods), were developed early in the 20th century, where they were heavily used by trade unionists and by progressive social organizers such as Saul Alinsky. These techniques are heavily in use today by corporations, churches, human resource organizations, trade organizations and social groups in forming a "consensus" supporting

Did you know that kindergarten classes, mandatory immunizations, hot-lunch programs, child labor laws and the juvenile justice system were all created by the National Parents Teachers Association?
For over a century the national PTA has provided information, support and resources to families. Found-
ed by two women as the National Congress of Mothers in 1897 in Washington DC, Alice McLellan Birney and Phoebe Apperson Hearst created the foundation on which modern-day PTAs were built.
Birney and Hearst’s primary focus was the health and education of children. Amazing that two women would initiate a nationwide movement — at a time when WOMEN DID NOT EVEN HAVE THE RIGHT TO VOTE!
Apparently these women cared more about children than the risk of being ostracized for bucking social mores. Clearly they found the job of advocating for children more important than a vote. They believed it was up to moms to take action to eliminate the threats that endangered children. They held their first meeting in Washington DC, expecting only about 200 people. Over 2,000 people showed up, all of whom were committed to children. Educators, laborers, legislators and parents laid the groundwork for identifying problems and devising strategies to solve them.
By the 1920s, PTA was beginning to work with state Legislatures to create reforms in response to PTA initiatives. National PTA introduced member training programs. A PTA in Every School became the national goal in 1922.

Liability is the school district's legal responsibility for damages arising from the negligent actions, errors and omissions of the District's board, employees, volunteers and its agents (i.e., PTAs, PTOs, and booster clubs). Liability can arise from a wide range of District activities, including: 1. Activities that may occur on District premises or on private or public property, for example:
    On District Property: District liability could be an issue if a child is injured on the playground and the parent claims play equipment was faulty or the child was inadequately supervised.
    Off District Premises: District liability could arise on field trips if a student is injured and the parent claims there was inadequate supervision or if damages to a third party (person or property) occur as a result of students actions.
2. Activities in which the District participates with other organizations and act as a sponsor or co-sponsor, for special events such as fundraising events, educational fairs and parades.
3. Activities in which an employee or authorized agent fails to follow established District policy and procedures during, for example hiring procedures, dismissal and student discipline.

GERRY O'BRIEN, Butte By SANDRA KALLIO/Wisconsin State Journal While public schools have been criticized for racial and gender achievement gaps for decades, there's another gap under scrutiny parental involvement in schools, particularly among men and minorities. Nine of 10 Parent Teacher Association (PTA) members are women and more than eight in 10 are white, according to the national PTA. While the organization has come a long way in the century since it was founded as the National Congress of Mothers, it remains far from balanced demographically. That's why the PTA is piloting an Hispanic Outreach Initiative in California, Florida and Texas. The goal is to create a network of Latino leaders to reach out to Latino families, so they feel welcome to participate in their children's education. This is not just a warm, fuzzy concept. Research indicates that when parents are involved in schools, their children do better academically. Parent-teacher groups in the Madison School District seem to include more men than the national average but remain mighty white. According to a tally of board presidents and co-presidents listed on school district Web sites, about eight in 10 top officers are women. Those contacted for this story note few peers from minority populations, even though about four of every 10 students are minorities.

The conferenceappropriately titled Breaking New Ground! brought together school-based health care providers, researchers, and advocates for three days of activities in Washington, DC. "This is clearly a historic occasion," said Joy Dryfoos, a long-time leader of school-based health care. "For the first time, the entire school-based health care movement is building a strong organization with the capacity for advocacy, networking, and sharing resources." If the crowd's size and enthusiasm were any indication, the effort promises to be a major success. Conference organizers expected a turnout of 350 people, but they significantly underestimated the desire for this meeting. More than 500 attendees from 42 states and the District of Columbia flocked to Washington for the occasion. Half of the participants were people who work on the front lines of school-based health care250 health center staff and community organizers. The other half reflected interest from all quarters, including educators; health care institutions; private funders; community organizations; and local, state, and federal governments. "It's wonderful to see all this energy collected in one place," said Christel Brellochs, director of the School Health Policy Initiative, which is based at Montefiore Medical Center in New York. "This conference is a catalyst that's going to propel a broad range of players with a lot of common aims to a new level of collaboration."
