NCRVE Home Site Search Product Search Oregon: Proficiency-Based Admissions Standards System Aligning the CIM, CAM, and PASS PASS is designed to accomplish three important goals: (1) to prepare more students to do college-level work successfully, (2) to enable students to make better choices concerning their academic program and subsequent careers, and (3) to decrease the time it takes them to graduate from college. As mentioned previously, Oregon is different from California and Wisconsin because of its recent efforts to create a seamless and aligned K-16 system of education. Following from the legislatively mandated benchmarks and standards in K-12 schools, higher education institutions are adopting a set of proficiency- based admission standards. In 1991 and 1995, two performance-based certificates, the Certificate of Initial Mastery (CIM) and the Certificate of Advanced Mastery (CAM), were authorized as the principal vehicles for improving student performance and redefining the K-12 curriculum. These certificates are to be awarded based on students' performance of skills, not grades and credits. Both the CIM and CAM focus on student achievement of high academic standards. Additionally, the CAM focuses on application in a career context and transition to post-high school settings. While much discussion took place in the early 1990s regarding standards and the two certificates of mastery, nothing specifically addressed how the standards would influence or affect the students' admission to institutions of higher education. To this end, the State Board of Higher Education (SBHE) and the State Board of Education (SBE), which governs K-12 schools and community colleges, began discussions about creating a "seamless" transition between systems for students. These discussions led to the creation of the Proficiency-Based Admission Standards System (PASS).

DUGAN, Lebanon Express writer It is one of eight high schools in Oregon selected for the Oregon Small Schools Initiative, a project to increase student achievement and graduation rates in Oregon high schools. Each school will receive grant funds and intensive coaching and technical assistance to carry out the transformation. LHS and a few other schools are ready to break into smaller schools as soon as this fall. Others will spend the next year or two preparing for that transformation. GLSEN Intensifies Efforts to Defeat Oregon Measure 9 Nov 02, 2000 As Oregonians face a record 26 ballot initiatives, the national Gay, Lesbian and Straight Education Network, or GLSEN, has sent five field organizers and numerous chapter volunteers to Oregon to assist the No on 9 Campaign with its voter education and "get out the vote" efforts. Measure 9 would prohibit any positive or neutral mention of gay people or issues in the classroom, jeopardize in-school HIV/AIDS education, and further isolate lesbian, gay, bisexual and transgender students, says GLSEN. "Anti-gay groups have cleverly re-packaged their anti-gay agenda in the language of 'student protection,'" stated GLSEN Field Director John Spear,who is coordinating GLSEN's involvement in the Oregon campaign. "Our chief aim is to help make sure that voters are not confused by a misleading ballot title. A vote for the so-called Student Protection Act is a vote to stigmatize lesbian, gay, bisexual and transgender studentsa group of youth already at risk for harassment and isolation at school" GLSEN partnered with Basic Rights Oregon (BRO), a statewide LGBT rights group, a year ago when it became clear that the infamous Lon Mabon and his Oregon Citizens Alliance were mounting a campaign to place the divisive ballot measure before state voters. This partnership has resulted in GLSEN providing technical and strategic assistance throughout the year, which has amounted to nearly 100 GLSEN staff days on the ground in Oregon. That's the day when Oregon voters will decide whether to approve or reject Measure 30, a bundle of temporary and permanent tax increases and changes aimed at raising $1.25 billion during the 2003-05 biennium. If voters reject Measure 30, Oregon University System funding would be reduced by $15.85 million, community colleges would take a $9.9 million hit and K-12 schools would lose $414 million, according to a report released by the Lane Council of Governments. The Oregon Department of Education estimates school districts statewide would have to bear the loss by laying off approximately 8,000 teachers and other licensed staff members, enlarging class sizes by four or five students and chopping off 27 days from the academic year. At the University level, Vice President and Provost John Moseley said the University would stand to lose between $1.7 and $2.5 million in the wake of Measure 30's failure. He added that the state funding loss would be just the latest in a series of cuts, and the University would no longer be able to continue providing the same level of service using less and less money. If Measure 30 fails, course offerings will be cut back, he said.

White House Conference on School Libraries History of Medford School District Library Media Centers Dr. Steve Wisely, Superintendent Medford School District Medford, Oregon School districts define the function of a library and the role of the library media specialist in a variety of ways. As a youngster growing up in Medford, Oregon, and graduating from its school system, I did not have an opportunity to meet a "real" librarian until entering junior high school in grade 7. In elementary school, classroom teachers filled the narrowly defined role of the librarian, which at the time was simply to assist students in checking out library books. In 1985, after a 16 year absence, I returned to Medford and became superintendent of schools. At that time, I found that the function of the library had remained basically the same, that is, a warehouse of books, but support for those responsible to oversee it had deteriorated even more. Classroom teachers had minimal involvement in the library. Non-certified staff, with no formal training in instruction, no child development background, no knowledge of reading levels of students, and no course work in libraries were ordering library books and checking them out to students. A concerted effort to place certified library media specialists in the district's thirteen elementary schools, two middle schools, and two high schools began in 1986 and was completed in 1990. At the same time, the classified employees previously assigned to the library media center were retained and inserviced to support the program to ensure that the certified library media specialists had time to perform the duties for which they had been trained.
