What do Oregon's public schools, businesses, workforce, state parks and salmon all have in common? They all receive Lottery profits to help them prepare for the future!
Prior to the current biennium (2003-05), all Lottery profits went to helping fund Oregon's K-12 schools, and to strengthening Oregon's economy. Constitutional amendments approved by Oregon voters in 1984 and 1995 earmarked Lottery profits for economic development and public education. In November 1998, 65% of Oregon voters approved another Constitutional amendment that added parks and salmon restoration to that list of allowable uses of Lottery proceeds.
Since the Lottery began in 1985, over $3.4 billion in Lottery profits has gone to public education and economic development programs throughout Oregon. During that same time, players have won over $8.5 billion in prizes, and almost $2 billion has been paid to Oregon businesses for services and supplies needed to operate the Lottery.

E3 names eight high schools to lead way in improving high school education in Oregon
April 29, 2004 Anything is possible. Imagine all Oregon high schools looked like this. E3: Employers for Education Excellence today announced the first eight high schools invited to participate in the Oregon Smalls School Initiative, a project to increase student achievement and graduation rates in Oregon’s high schools. The high schools selected are: Lebanon High School, Liberty High School in Hillsboro, Marshall High School in Portland, Newberg High School, both North and South Medford High Schools, North Eugene High School, and Woodburn High School. Each school will receive grant funds and intensive coaching and technical assistance to carry out the transformation. In some cases, the schools are planning to break into smaller schools as soon as this Fall. Other schools will spend the next year or two preparing for that transformation.

  • Internet Academy is an on-line school providing courses for students in grades K-12. As part of the Federal Way Public School system, IA has been serving students since 1996. This past school year 932 students have taken from one to five classes with IA. Currently there are 637 students enrolled in 1786 classes. These numbers represent students from 87 districts in WA State as well as several from other states and internationally. IA also offers a summer school program.

  • The Juneau Cyber School is designed to recruit home schooling students who would otherwise be counted by statewide home schooling programs, diverting revenue away from the district. This model seeks to enhance the quality of on-line and conventional correspondence schooling by also offering the district's extra-curricular activities and access to some public school classes to cyber students. In this model the parent is considered the teacher and choices in curriculum range from conventional parent-based home-schooling materials to contracted on-line classes with off-site teacher support. Curriculum plans and home assessments are evaluated by a certified teacher. Formal assessment is accomplished via state and federally mandated testing.

Oregon's constitution prohibits state appropriations for the benefit of any religious institution. Ore. Const. Art. 1, Sec. 5. Registration/Licensing/Accreditation: Private schools must be approved for the public placement of students for special education services. OAR 581-15-126. Recordkeeping/Reports: Length of School Year/Day: Instruction in English: Teacher Certification: Teachers at registered private schools may demonstrate their qualifications by: 1) possessing a current teaching license; 2) teaching at least half time in the subject field in which the bachelor's degree was obtained while actively working toward an Oregon teaching certificate; or 3) possess relevant verifiable experience consistent with the educational goals of the school and the Department of Education. Or. Admin. R. 581-45-530. Curriculum: See Safety Fire and Earthquake Instruction. Special Education: School districts must make available special education designed to meet the needs of resident handicapped children in private schools. Such special education must not be provided in the private school. School districts must provide such children with genuine opportunities for equitable participation in special education consistent with the number of children and their needs. Or. Admin. R. 581-15-166 (1978). Private educational agencies furnishing special education to handicapped children pursuant to a contract with a public agency must have on file with the Oregon Department of Education a plan approved for the special education programs. The plan must 1) describe the population to be served and the instructional services to be provided; 2) include a staff roster indicating name, instructional qualification, and assignment of all special education personnel employed by the private educational agency; 3) describe facilities, equipment and materials to be furnished and utilized; 4) document compliance with state and local health, fire and safety standards; and 4) meet additional minimum standards set out by regulation. Or. Admin. R. 581-15-126 (1978).

Unlike most other industries, the K-12 public education sector has a presence in every community in Oregon and affects local economies in many ways. School funding finances salaries for teachers and classified staff, building construction, materials, and school supplies. Moreover, school employees take their salaries and make mortgage or rent payments, buy groceries, purchase a host of other goods and services, and pay taxes. The Oregon Education Association ("OEA"), Oregon School Boards Association ("OSBA"), and the Confederation of Oregon School Administrators ("COSA") retained ECONorthwest to estimate the economic impacts associated with expenditures on K-12 public education on the economy of Oregon, and assess variations in those impacts among regions within the state. The question submitted to ECONorthwest was, "How does spending by school districts and their employees affect the Oregon economy?"

Internet Access Issues in Oregon's Public Schools

The Internet has greatly increased information sources for school libraries as it has for our library partners in public, academic and special libraries. Along with this tremendous resource has come the dilemma of access, censorship, and our role in providing high quality resources.
As Carol Truett said in School Library Media Quarterly , "Those of us in the school library media center know today's public school faces an awkward dilemma when we serve in loco parentis to young people. We have a responsibility to set high moral standards and ethical values for our students."
To gather information about Internet access policies in school districts statewide, I asked school librarians serving K-12 at the Oregon Educational Media Association conference about their use of filter programs, acceptable use agreements signed by students and parents and whether students use the Internet independently or with adult supervision. I received infor- mation from districts across the state, from LaGrande and Pleasant Hill, to Portland and Medford.

Intel is committed to playing a positive role in preparing our youth for the demands of tomorrow. We work to make a difference by offering tools, resources, and programs to achieve targeted goals in math, science and technology. Intel continues to focus its outreach on improving math, science, engineering and technology education. To this goal, Intel donated approximately $7.2 million to Oregon schools and community non-profit organizations in 2002. Approximately $5.6 million was donated to K-12, community colleges and higher ed institutions. During the 2002-2003 school year, Intel Oregon employees also donated 50,000 hours of time to local schools, which translated into $491,000 dollars of Intel donations to the schools under Intel's Volunteer Matching Grant Program. OETC Will Provide GIS to Member Schools and Districts at Reduced Price
Redlands, CaliforniaThe Oregon Educational Technology Consortium (OETC) has signed an agreement with ESRI, the world leader in geographic information system (GIS) technology, that will allow the OETC to promote, sell, duplicate, and disseminate ESRI software to K-12 school members. Members of the OETC will also have access to ESRI's ArcView versions 3 and 8 for Windows and ArcView 3.0a for Macintosh. The OETC is an incorporated, not-for-profit organization dedicated to maximizing the value of educational technology to its members by working with software and hardware vendors to procure the most effective and appropriate technological resources at the lowest possible price. OETC membership comprises more than 500 educational institutions, school districts, and other educational nonprofit organizations. In addition to all public and private K-12 schools in Oregon, the OETC's membership includes a majority of schools in Idaho and Alaska as well as schools in Washington and Montana. Many
