V. ACADEMIC APPOINTMENTS A. Regulations Academic appointments in the State System of Higher Education are governed by four sets of regulations that define the conditions under which faculty ("unclassified academic employees") may be appointed. Highlights are summarized below.
  • Board Rules The Board of Higher Education Administrative Rules (OAR 580-20-005) separate academic ranks into two categories: graduate rank (Graduate Research Assistant, Graduate Teaching Assistant) and faculty rank (Fellow, Lecturer, Research Assistant, Research Associate, Instructor, Senior Instructor, Assistant Professor, Associate Professor and Professor). The Board Rules further note that "academic rank is assigned to staff members in the unclassified academic service whether the type of service is teaching, research, extension, administration, or other service," without a requirement for assigning rank to all staff members. Oregon State Board of Higher Education Financial Administration Standard Operating Manual (FASOM) The Board's Financial Administration Standard Operating Manual ("FASOM"), Section 10.012-82, allows for faculty to be appointed with "No Rank." In addition, the Chancellor's office has implemented a new class code, 2971 "Unranked," to assist in processing faculty appointments. These facilitate the appointment of faculty in academic support, student support, and administrative support positions with professional titles, with or without faculty rank. A series of professional titles reflecting responsibilities will provide opportunities for greater clarity as well as appropriate recognition and promotion for many professionals in these units.

    Daily Emerald However, international educators and student groups fear a new set of proposed visa restrictions could be just the beginning of a harsher climate that makes it extremely difficult for the more than 500,000 international students who study in the United States. "We definitely understand the need to provide greater protection," said Julie Suchanek, legislative director for the Oregon Student Association. "But students should not be turned away or jump through a bunch of hoops to get an education." International educators had to defend student visa requirements after investigators found that Hani Hanjour, one of the suspected terrorists of the Sept. 11 attacks, entered the country with a student visa but failed to attend classes. In the months since Sept. 11, other agencies have proposed rules regarding international students. Some of the most recent proposals include: * Students from Mexico or Canada will no longer be able to enroll part time at colleges in the United States.

The Government Information Sharing Project allows anyone with an internet connection and a Web browser to access these government resources issued in CD-ROM (compact disc) format. Through a user-friendly graphical interface, users query data which are extracted from the CD, compiled, and presented on-the-fly at impressive speed. The project's URL is: http://govinfo.kerr.or st.edu The technical challenges to offering CD-ROM data through the Web began with connecting multiple CD-ROM drives (currently forty-nine) to the project server. Developers then adapted the DBUTIL software by Nathan Parker at Lawrence Berkeley Laboratories to retrieve 1990 Census of Population and Housing Summary Tape File (STF) reports. For other CD-ROMs in dBASE format, subroutines from DBUTIL's dBASE library were adapted to open, index and read data files. New dataset-specific software needed to be created for all other data access and compilation, as did cgi-bin scripts for the Web interface. In the case of the Census Bureau's Population Estimates by Age, Sex and Race, the ASCII data file was reformatted as an indexed dBASE file and summary statistics and reports were created.

    What does the federal law say about testing students with disabilities? Under the Elementary and Secondary Education Act or "No Child Left Behind" Act (ESEA/NCLB), all students – including students with disabilities (SwD) – must be tested annually using statewide assessments in reading and math in grades 3 -8 and at least once in high school. SwD must be included in all aspects of state assessment and accountability systems. Their performance, as a subgroup, must be disaggregated and reported at the state, district, and school levels. All students, including SwD, need to show "adequate yearly progress (AYP)" toward meeting the state's proficiency goals. By the 2013-2014 school year, 100 percent of students, including SwD, must be proficient in reading and math.
