Oregon is First State With Unprecedented Flexibility In Education
SALEM, Ore., Feb. 20 To assist state and local school improvement efforts, U.S. Secretary of Education Richard W. Riley today named Oregon as the first state authorized to waive regulations and statutory requirements of federal education programs. At a Willamette University legislative forum, Riley praised Oregon as a "pioneer in public participation and a national leader in the American effort to create an education system for the 21st century." Riley was joined by U.S. Sen. Mark O. Hatfield, R-Oregon, Gov. John Kitzhaber and State Superintendent of Schools Norma Paulus. "Ed-Flex" is a historic new partnership that will give Oregon and five other trailblazing states the authority to waive federal regulations and statutory requirements that can impede local and state efforts to improve teaching and learning. "Your leadership is being noticed and that's healthy and hopeful because you need to know that you are going in the right direction," Riley said. "Finding ways to improve teaching and learning are critical components of school change. And thanks to the strong leadership and foresight of Sen. Hatfield, we can now cut the red tape that impedes many prospects for learning."

Aimed at helping students make sound decisions about entering the teaching profession.

Ed 253 Southern Oregon University Learn and Serve (SOULS)
1-3 credits Students explore fields of interest and gain experience in a variety of community service placements. For every 1 credit, participants spend thirty clock hours working in a setting of their choice. Students must contact the SOULS office in the Student Access Center to discuss placement in a human service agency. For placement in the public schools, students must contact the Education Department. Course credit varies in proportion to the amount of time spent and the level of involvement.

Bar Counsel Sidebar Supreme Court OKs New MCLE Rules
The Oregon Supreme Court recently approved several amendments to the MCLE Rules. The basic 45 hour requirement and the types of credits that must be earned remain the same; the changes are designed to make the rules clearer for members and sponsors. The Board of Governors has also made some changes in the MCLE Regulations to correspond to the rule changes. The full text of the rules and regulations as amended is available online at www.osbar.org. Following is a brief overview of the changes. Another revision in the teaching rule clarifies that credit is allowed only for continuing education directed at lawyers. Credit is not allowed for activities for which the primary audience is nonlawyers unless there is evidence that the activity contributed to the professional education of the presenter. Similarly, participation in or teaching activities offered to members of other professions or occupations may be accredited if they meet the MCLE accreditation standards.

Oregon's new Mandatory Boater Education law was passed by the 1999 Oregon Legislature with implementation beginning in 2001. The Marine Board began issuing "Boater Education Cards" to power-boat operators in January, but no cards are required until the phase-in begins in 2003. The following information answers commonly asked questions about the program.
What is "mandatory education?"
This law requires boaters to take a course on basic boating skills and/or pass a test to demonstrate basic boating knowledge. Upon passing a test, the boater will apply for a boater education card which he or she will carry when operating a craft of more than 10 hp.
Why is this law necessary?
Safety is the primary concern , to reduce accidents, injuries, deaths and property damage, and to reduce conflict on the state's waterways. There are more variables on the water than on highways; for example, weather, waves, tides or currents. The number of registered Oregon boats has doubled since 1970. There are greater varieties of craft, faster and more powerful, and many are operated by inexperienced boaters. More than 90 percent of all motorized accidents are in boats with more than 10 horsepower.

Washington, D.C. Mr. Chairman and Members of the Subcommittee: I appreciate this opportunity to testify in support of the Goals 2000: Educate America Act . This hearing is taking place at a critical time, because education is more important to the Nation than ever before, and because we are starting to show important progress in education achievement and performance. SAT scores are up. Students are taking tougher courses and, as a result, math and science scores have gone up. But we still have a long way to go. Now is the time for those of us at the Federal level to do everything we can to help move education forward in this country. Supporting the continued implementation of Goals 2000 is one very important step.
