What do Oregon's public schools, businesses, workforce, state parks and salmon all have in common? They all receive Lottery profits to help them prepare for the future!
Prior to the current biennium (2003-05), all Lottery profits went to helping fund Oregon's K-12 schools, and to strengthening Oregon's economy. Constitutional amendments approved by Oregon voters in 1984 and 1995 earmarked Lottery profits for economic development and public education. In November 1998, 65% of Oregon voters approved another Constitutional amendment that added parks and salmon restoration to that list of allowable uses of Lottery proceeds.
Since the Lottery began in 1985, over $3.4 billion in Lottery profits has gone to public education and economic development programs throughout Oregon. During that same time, players have won over $8.5 billion in prizes, and almost $2 billion has been paid to Oregon businesses for services and supplies needed to operate the Lottery.

Oregon Attorney General
hits Electrodermal Testing
Stephen Barrett, M.D.
Oregon Attorney General Hardy Meyers has obtained a consent agreement under which two practitioners have agreed not to misrepresent that electrodermal testing (EDT) can diagnose food allergies, "weak organs," certain viruses, lead levels in children, and various other health problems. The stipulated judgment also requires the defendants to pay $15,000 for costs and to offer refunds to people they have tested during the past three years [1]. The Attorney General's complaint was filed November 15, 2001 against Monte Kline of Bellevue, Washington; Shirley Hancuff of West Linn, Oregon; and Pacific Health Center, Inc., an Oregon corporation. Hancuff, who had until 2000 directed operations at the West Linn clinic, is now owner/franchisee of that facility. Kline, who is president of Pacific Health Systems, owns two other similar clinics under that name in Washington and continues to operate the West Linn clinic. The company's Web site has stated: Pacific Health Center is a non-medical health practice working with natural healing methods from a Christian perspective. More specifically, we integrate biblical principles of health in body, mind and spirit with computerized Electro-Dermal Testing for nutrient deficiencies, food sensitivities, toxicities and other health factors [2].

POLITICAL SCIENCE MINOR
(This minor is also available via the Division of Distance Education. See Philosophy, Politics and Economics)
PROGRAM OBJECTIVES
All societies develop institutions of political authority as a means of allocating material goods and social values. The study of how authority is created and utilized is the essence of political science. Awareness of the political process is a necessity for all citizens. Not only are Americans affected by government at the local, state, and federal levels, but increasingly they must also act as knowledgeable citizens of the world. Courses in political science are valuable for students in education, business, social sciences, the liberal arts, and the natural sciences. Political science is also strongly recommended for those with career interests in law, law enforcement, government agencies, and planning. At EOU political science is an integral part of the (1) major in Philosophy, Politics, and Economics, and (2) the preapproved Liberal Studies programs in Small City and Rural County Management and Environmental Studies. Students in the five year education program who are interested in teaching government at the elementary or secondary school level are encouraged to major in one of the above programs.
