(From At the Crossroads - Winter 2003 Critical Issues Oregon’s commitment to providing a free public education for all its children started in the 1830s when Oregon pioneer John Ball opened the first school for “half-blood” children of fur trappers who frequented Fort Vancouver. That commitment to a free public education, with local control and permanent funding, was written into territorial law by the Rev. George Atkinson in 1849 and became a part of the Oregon Constitution in 1859. Oregonians at that time not only provided for “a uniform, and general system of Common schools” (Article VIII, Section 3), they also established a mechanism to pay for those schools the Common School Fund. The Common (Irreducible) School Fund (Article VIII, Section 2) provided for the distribution of income to school districts from the sale of land given to the state by the federal government. According to the 1868 Report of the Board of Commissioners for the sale of school lands and the management of the fund: “If the state school lands are all sold, and the funds carefully managed, in a few years it (the Common School Fund) will fully support a free public school system.”

NEW IDENTITY THEFT LAWS WILL PROVIDE ASSISTANCE TO VICTIMS AND LAW ENFORCEMENT
On June 7th, 2004, Attorney General William H. Sorrell and Senators Dick Sears (Bennington) and John Bloomer (Rutland) announced at a press conference in Manchester today that a bill to protect consumers from identity theft has been passed by the Legislature. Governor Jim Douglas is expected to sign the bill into law tomorrow. The bill creates a new crime of identity theft, and provides new tools to assist victims. “Identity theft is a big problem getting bigger both here in Vermont and nationally. The financial losses to victims, both individuals and businesses, are staggering,” said Attorney General Sorrell. Identity theft occurs when a thief takes over a consumer’s entire identity by stealing critical private information (such as SSN, driver’s license number, address, credit card number or bank account number) so that the thief can use the stolen information to obtain illegal loans or credit lines to buy goods or services under the stolen name. Usually the identity thief changes the consumer’s mailing address on new or old accounts to hide his or her illegal activities.

Oregon Wins Case Against Ballot Racketeer
A state circuit court jury awarded more than $800,000 in damages to AFT-Oregon and the Oregon Education Association in September. The jury found an anti-union taxpayer group guilty on three counts of fraud and racketeering for activities surrounding the 2000 general election. Specifically, the jury found affiliates of Oregon Taxpayers United (OTU), headed by executive director Bill Sizemore, liable for damages in counts of forgery on statements of sponsorship petitions and filing false tax returns and campaign finance reports. AFT-Oregon was awarded $170,000 and the OEA was awarded $671,658 in damagesthe amount the unions respectively spent fighting two Sizemore-sponsored ballot measures in the 2000 election. The ballot measures, numbered 92 and 98, would have limited or banned payroll deduction for union dues. Voters rejected the measures. "The jury agreed that in the course of qualifying Measures 92 and 98 for the 2000 general election ballot, [Sizemore's group] violated the Oregon anti-racketeering statute by forging signatures on sponsorship petitions, forging signatures on initiative petitions, and filing false reports with Oregon government agencies" regarding money raised and spent in placing the measures on the ballot, says Gene Mechanic, the attorney representing AFT-Oregon. The jury chose not to award damages for the forged petition signatures.

Oregon Out Front
As the first Northwest state to climb onto the dizzying roller coaster of standards-based education, Oregon offers an early look at the ups and downs of this accelerating reform effort.
John Vingelen, principal, Benson Polytechnic High School By Catherine Paglin "What?" says her 79-year-old grandpa, unfamiliar with the terminology. "Oh," he says after it's been explained to him, "I always got the best." Today, according to Education Week Education Week 's analysis, Oregon has clear and specific standards in more core areas and at more grade levels than Alaska, Idaho, Montana, and Washington. It has criterion-referenced tests aligned to state standards in more subjects and at more grade levels. It has a greater number of accountability measures such as school report cards and school ratings. "School districts in Oregon are making good progress because of the state's long-standing commitment to competencies," Blum asserts. All this change has been accomplished with resources that Education Week , in the same report, graded C-minus for adequacy. "It's like asking to produce a Rolls Royce product on a Yugo budget," says James Sager, president of the Oregon Education Association. Only eight states ranked lower in the funding category.
