Central Oregon Telecommunications Task Force The Central Oregon Telecommunications Task Force (COTel) is an ad-hoc group of representatives from K-12 education, higher education, health care, non-profit and social service agencies, the business community, and government. The group formed in 1995 to establish a leading-edge vision for telecommunications infrastructure in Central Oregon and to develop strategies for achieving that vision. COTel seeks to enact change by encouraging partnerships among communities of interest, and among telecommunications consumers and providers. COTel formed in 1995 in response to a number of problems that were evident throughout Central Oregon. First, COTel hoped to address the problem of Central Oregon’s technology being below the standard normally available in the more populated and urban areas of the state. The group felt that certain innovations in telecommunications capacity were being made in Central Oregon, but without regard to the region’s overall needs. Lack of route diversity needed to be addressed in order to prevent a catastrophic systems failure throughout the region. The group wanted to see what could be done about bringing more service providers to Central Oregon, and felt that an inventory of current resources and future needs was necessary. The group was also aware of the fact that Bend hosted a disproportionate amount of telecommunications infrastructure as compared to the other areas of Central Oregon, and felt that it could advocate better services for these outlying areas

Oregon State Agency Launches Year-Long Educational Initiative Aimed at Helping Student Loan Borrowers (OSAC) EUGENE, Ore. (4/26/2004) In celebration of 45 years of service to the higher education community in Oregon, the Oregon Student Assistance Commission (OSAC) is launching a series of default prevention activities aimed at helping students better manage the debt they incur when paying for college. The overall goal of the various activities is to educate students and families about the many options available to student loan borrowers when dealing with debt – from seeking deferments to applying for scholarships, from serving in AmeriCorps to making smart purchases. "We couldn't think of a better way to commemorate our longevity than offering to help student borrowers," said Jeff Svejcar, executive director. "Financial aid has changed since we began administering the first need-based grant in 1959, but our core mission to help Oregonians achieve their higher education goals hasn't changed. With this initiative, we're expanding the impact of our work so that after they reach their goals, and are out on their own, paying back their loans, they'll continue to be successful." Challenging academic standards, strong professional development, and meaningful parent and community support are all part of a comprehensive school reform program. What is the CSRD Program? The Comprehensive School Reform Demonstration (CSRD) program is part of the FY1998 Labor-HHS-Education Appropriations Act. Sponsored by Congressmen David R. Obey (WI) and John E. Porter (IL), the CSRD Program provides funding to help schools adopt effective, research-based comprehensive school reform models that will help all students reach high standards. The program makes funds available to state education agencies to provide competitive incentive grants to districts for schools pursuing comprehensive reform. Of these funds, a significant portion is earmarked for Title I schools and the remaining funds may go to any school under the Fund for the Improvement of Education. Nationwide, up to 3,000 schools may be eligible for grants of no less than $50,000 (renewable for two years).
