The mission of Education Service Districts is based on the premise that cooperation is not only possible but desirable, and that one agency can provide services to several other agencies in a cost effective, competent manner so as to minimize duplication. This ESD serves as the administrative agent for more than 40 state and federal projects throughout Marion, Polk, and Yamhill counties. The resources are carefully applied to the benefit of school districts, statewide programs, and in substantial quantity, other service districts in the area. Special education programs, cooperative purchasing, audio-visual services, testing, migrant education, and administrative work could be accomplished in all local school districts, but where economy of scale makes for efficient or better quality the Education Service District provides the means. YEAR-ROUND GUN TURN-IN
The goal of the Ceasefire Oregon Education Foundation's Year-Round Gun Turn-In is to provide places throughout Oregon where gun owners can dispose of unwanted firearms without waiting for our annual Gun Turn-In. S ince 1993, Ceasefire Oregon has hosted an annual gun turn-in with locations in six to ten communities in the state of Oregon. In that time, over 6,000 Oregon families have been provided with an opportunity to remove unwanted guns from their homes. Over the years the number of people wanting to turn in unwanted guns during the year has increased and Ceasefire would like to offer to Oregonians the information needed to turn in a gun at any time during the year in any Oregon community. The Year-Round Gun Turn-In is an informational service with links to law enforcement agencies throughout the state. No gifts or certificates will be given for turning in a gun. Guns will become the property of the receiving agency, and each agency shall set forth the manner in which the gun shall be received and any process regarding the gun. The Ceasefire Oregon Education Foundation will work with law enforcement agencies to ensure that the mission and spirit of the gun turn-in is maintained. If you have a gun you wish to turn in, please call any of the agencies listed below or Ceasefire Oregon Education Foundation at 503.220.1669.

America's One Stop
Oregon's One Stop
America's One Stop Career Center System
What is it? An exciting innovation, America's One Stop Career Center System connects employment, education and training services into a coherent network of resources at the local, state and national level. This new system links the nation's employers to a variety of qualified applicants and provides job-seekers with access to employment and training opportunities in their own communities and across the country. It has led to the transformation of traditional Job Service and Job Training Partnership Act (JTPA) offices into One Stop Centers.
What caused the innovation? Job seekers, employers, educators and community service providers were asked what would be the most useful and time saving ways to improve the system. They emphatically responded:
  • Give us prompt and courteous service
  • Let us customize service without a lot of paperwork
  • provide us with convenient and easy-to-access information about jobs and career paths
That's what the strong alliances at the point of service delivery are beginning to do. Employment service, education and training agencies, vocational rehabilitation agencies, community colleges, and other for-profit and non-profit organizations furnish the customer with unified service. What are the access points?

Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. These responsibilities include the following:

Redmond, Oregon Environmental issues now affect almost all Americans. In Oregon, for example, the Umatilla Army Depot and the Hanford Nuclear facility have been designated Superfund sites by the EPA. Solid waste from many American cities are being shipped across state lines to huge rural landfills. Yet, many rural communities are facing the closure of their landfills. The USDA Cooperative Extension Service, with its mission deeply rooted in improving the quality of life for American citizens, seems the ideal agency to help provide information and education on local waste management. In July 1992, a survey was undertaken to measure the perceptions of local Extension faculty in Oregon regarding the role of the Oregon State University (OSU) Extension Service in waste management education. A pilot survey was sent to four agents and specialists who would not be involved in the final survey. In December 1992, the survey was edited and sent to 36 local Extension faculty in Oregon. Two follow-up telephone calls were made to each survey contact in January 1993 to encourage them to return their surveys. Twenty-seven surveys (75%) were returned by the end of January 1993. Clientele Needs The results of the survey show that waste management programs are perceived by county faculty to be of medium to urgent need. However, they felt waste management education is a medium to low priority compared with other educational program needs. Oregon county faculty indicated clientele are aware and interested, but sometimes have difficulty finally adopting waste management practices. Recycling and household hazardous wastes were the two areas described by agents where citizens are in the most need of education and information.

  • On a nationwide basis, approximately 3/4 of the college work of a preservice teacher is taken outside a school, department, of college of education. Thus, it is very important to identify potential preservice teachers before they enter a teacher education program that is, while they are Pre-Education majors. Good advising for these students can contribute significantly to their success in getting into a teacher education program, graduating from such a program, and then getting a teaching job. Such advising can help point Pre-Education majors toward well taught courses that are making good use of IT. Teacher education programs vary substantially in the nature and extent of IT knowledge and skills required of their students. They vary tremendously in the IT-oriented and IT-using courses that are required and/or available to students. Both of these situations provide opportunities for improving the IT education of students in a preservice teacher education program.
