They required that young people be able to move easily among career pathways. They also pushed back the time lines for carrying out the law and delayed indefinitely the implementation of a longer school year. "The legislature removed the fuzzy language that some people were misinterpreting," Ms. Paulus says. "It spelled out very specifically the high academic standards we are trying to reach." Last September, the state board of education officially adopted the standards through grade 10, which already had been reviewed by thousands of Oregonians in draft form. In a report released last August, the American Federation of Teachers describes the content standards as a "good start," although they are not clear or specific enough to meet the union's criteria for approval. A separate team of experts, brought in by Ms. Paulus to critique the unfinished documents, also praised the state for its "excellent work," although it too noted that the draft content standards were not specific enough. The standards have since been refined and adopted by the state board.
