oregon Educational Act for the 21st Century, it would probably be dead, says JohnMarshall, the director of legislative services for the oregon School boards

onetheless, the law underwent some major changes in 1995. And today, many think that it's better as a result. "If the legislature in 1995 had not amended the original Oregon Educational Act for the 21st Century, it would probably be dead," says John Marshall, the director of legislative services for the Oregon School Boards Association.
egislators specified that the certificates must be based on "rigorous academic content standards" in English, math, science, social studies, foreign languages, and the arts. They required that young people be able to move easily among career pathways. They also pushed back the time lines for carrying out the law and delayed indefinitely the implementation of a longer school year. "The legislature removed the fuzzy language that some people were misinterpreting," Ms. Paulus says. "It spelled out very specifically the high academic standards we are trying to reach." Last September, the state board of education officially adopted the standards through grade 10, which already had been reviewed by thousands of Oregonians in draft form. In a report released last August, the American Federation of Teachers describes the content standards as a "good start," although they are not clear or specific enough to meet the union's criteria for approval. A separate team of experts, brought in by Ms. Paulus to critique the unfinished documents, also praised the state for its "excellent work," although it too noted that the draft content standards were not specific enough. The standards have since been refined and adopted by the state board.

Jarvis, effective June 30 of this year. Appointed in May 2002, Jarvis began his service in Oregon in August 2002 as the System’s 11th Chancellor. Jarvis took over management of Oregon’s public higher education System during a period of successive budget reductions and enrollment growth at the seven System campuses. “Speaking for the Board, the System has benefited from the contributions and sound administrative oversight of Chancellor Jarvis during his tenure with OUS,” Board President Neil Goldschmidt said, in announcing Jarvis’s departure. “He is an outstanding educator whose contributions are well regarded.”
