Like many other states, Oregon is on the road to school reform. Here the journey is well underway. In 1991 the Oregon legislature passed a sweeping reform bill, the Oregon Educational Act for the 21st Century. The law mandated changes in all sectors of the K-12 system, with particular emphasis on high schools. The school reform culminates in a formal recognition of student performance, with the awarding of the Certificate of Initial Mastery (CIM) at approximately age 16, and the Certificate of Advanced Mastery (CAM) at approximately age 18. The original intent of these certificates was to specify what students needed to know and be able to do to be effective citizens and productive workers in the 21st century to reach "world class" levels. The law was amended in 1995 to establish rigorous academic content standards and accompanying assessments in English, mathematics, science, second languages, social science, and the arts. To receive a CIM, students demonstrate these rigorous academic content standards via criterion-referenced tests as well as through performance-based assessments or work samples. Higher order skills such as analysis, synthesis, problem-solving, and teamwork are developed along with this rigorous content knowledge. In many schools, students demonstrate their attainment of required knowledge and skills by way of a culminating project or exhibition.

Class Action Lawsuit Charges that School Assessment Tests Discriminate Against Learning Disabled Students in Oregon Schools
The Advocates for Special Kids (ASK), comprised of parents of children with learning disabilities, filed a federal class action lawsuit today against the Oregon State Board of Education and the Portland Public School Board charging that Oregon's new Certificate of Initial Mastery ("CIM") testing system is discriminatory and violates the Americans with Disabilities Act. The lawsuit is apparently the first of its kind in the nation and charges that the school officials did not take into account the needs of children with learning disabilities when it devised the tests, and it is now implementing a testing system that will destroy educational attainments and self esteem, violate federal and state rights, and damage academic opportunities. The lawsuit was filed in federal district court in Portland on behalf of parents and their children by Disability Rights Advocates (DRA) and Trial Lawyers for Public Justice (TLPJ). It is estimated that tens of thousands of children with learning disabilities will be affected by the new testing system. Implemented for the first time during the 1998-1999 school year, the new system requires all tenth graders in Oregon's public schools to pass a series of tests to achieve a "Certificate of Initial Mastery." A student who fails any of the tests may be required to repeat tenth grade or attend summer school, may be shut out of the school's honors programs, may not graduate from high school, may be denied admission to Oregon's state colleges, and may be disadvantaged in seeking employment.

Qualifications of applicants
1) Every person desiring to commence the practice of optometry in this state must show satisfactory evidence of graduation from a school of optometry that is approved by the Oregon Board of Optometry and that maintains a standard of four school years of at least nine months each. (2) Every person desiring to commence the practice of optometry or employ the use of pharmaceutical agents shall in addition to the requirements of subsection (1) of this section have satisfactorily completed a course in pharmacology, as it applies to optometry, by an institution accredited by a regional or professional accreditation organization that is approved by the board with particular emphasis on the topical application of pharmaceutical agents to the eye for the purpose of diagnosis and treatment in the human eye, approved by the board.

    John Vingelen, principal, Benson Polytechnic High School By Catherine Paglin "What?" says her 79-year-old grandpa, unfamiliar with the terminology. "Oh," he says after it's been explained to him, "I always got the best." Today, according to Education Week Education Week 's analysis, Oregon has clear and specific standards in more core areas and at more grade levels than Alaska, Idaho, Montana, and Washington. It has criterion-referenced tests aligned to state standards in more subjects and at more grade levels. It has a greater number of accountability measures such as school report cards and school ratings. "School districts in Oregon are making good progress because of the state's long-standing commitment to competencies," Blum asserts. All this change has been accomplished with resources that Education Week , in the same report, graded C-minus for adequacy. "It's like asking to produce a Rolls Royce product on a Yugo budget," says James Sager, president of the Oregon Education Association. Only eight states ranked lower in the funding category.

    The seven-member Board of Directors, which is the policy making body of the school district, derives its legal authority from the statutes of the State of Oregon. The board selects the superintendent as the district's executive officer and delegates the responsibility for implementing its policies and plans to the superintendent. The board also has the annual responsibility of adopting a balanced school district budget.
    Policies: Copies of school board policies and the district's administrative rules can be reviewed at each school and in the Education Center at 200 North Monroe Street. School board policies can also be reviewed at the Eugene Public Library and are also available online at http://policy.osba.org/eugene
    Elections: Board members are elected from the district at large to serve four-year terms. Board elections occur in March of each odd numbered year. The next election for board members will be in 2005. To be eligible for election to the board, a person must be a registered voter in the school district, and have been a resident of the district for one year immediately preceding the election. Board members serve without pay. The term of office for board members begins on July 1 immediately following the election.
    Meetings: The school board usually meets in regular public sessions on the second and fourth Wednesdays of each month at 7 p.m. at the Education Center, 200 North Monroe, Eugene. Special meetings and work sessions are scheduled as necessary. Copies of the agenda for school board meetings and background information about the agenda are available at each school board meeting and at least two days before the meeting from 4J Communications Office at the Education Center.
