Match Nursing Education Scholarships with Eligible Oregon Candidates Workforce Information: The OCN collects, analyzes and disseminates data and information regarding the status of local, state and national nurse workforce trends. This includes working collaboratively with a wide range of agencies, groups and organizations to share information and analyses. Here are recent highlights:

As consensus grows that the current educational system is largely unable to keep pace with the nation's changing needs, more attention is being devoted to reform. Areas touched by reform efforts include school choice, school-based management, teacher effectiveness, national goals, and student assessment, to name a few. Recently, school governance has also come under scrutiny. Local school boards"the traditional linchpin of American educational governance" (Twentieth Century Fund 1992)are encountering criticism from several sources: state governments, educational experts, and the very populations they attempt to represent.

Piecemeal reform efforts of the past, some suggest, have been tantamount to applying a bandaid to assuage schools' ills when what is needed is major surgery. Systemic reform is proposed as an alternative to tinkering and add-on programs that, critics say, will not meet the demands of business, parents, communities, and students for fundamental change and significant improvement in schools. Although support for systemic reform has been growing, change is never easy. Many superintendents, school boards, and principals harbor concerns about how the roles that are familiar to them will be affected by systemic reform.

RELATED Oregon Department of Education PORTLAND, Oregon (AP) Across Oregon, schools struggling to save money in this year of budget woes have come up with a reflexive response: Slash the academic year. No other states have gone that route, national education watchdog groups said this week. Laws in most states require students to be in school for 180 days. But a loophole in Oregon's laws allows its districts to deviate from the requirements for a maximum of two school years, and that's led superintendents around the state to consider chopping as many as 15 days from the academic calendar for a quick budget fix. Other cash-strapped states are cutting teacher pay, increasing class size, leaving positions open and laying off staff, said Dave Griffith, the director of public affairs for the Washington, D.C.-area National Association of State Boards of Education. "They are looking at the curriculum, postponing the kinds of things that are seen as extraneous, like school construction, increasing student fees for extra-curriculars it runs the gamut," he said.

Press Release November 13, 2003 Governor Kulongoski announces postsecondary education initiative, appointment of former Governor Neil Goldschmidt as new member of Board of Higher Education (SALEM, OR) - Governor Ted Kulongoski today announced his new postsecondary education initiative and announced the appointment of former Governor Neil Goldschmidt to serve on the Board of Higher Education.
Noting that the state has been disinvesting in postsecondary education for too long, the Governor announced that he intends to create a new era of economic vitality in Oregon by reinvesting the state in access to a quality postsecondary education.
The Governor outlined the following four objectives of his postsecondary education initiatives:
  • First , the Board must reconnect postsecondary education to its statewide mission: Access . First and foremost, we must provide an opportunity for every Oregon citizen to go to a college or university in Oregon of their choice. Second , that access must be to postsecondary education programs that achieve an Excellence Third , this means that we must spend state dollars effectively by targeting investment to programs that drive economic growth and that give us a return on our investment that aligns with our goals of access and excellence.
