Charter school movement gaining legitimacy in Oregon

PORTLAND, Ore. (AP) Another 15 charter schools may open in Oregon in the upcoming school year, the latest sign of the movement's growing presence in the state. Oregon is also expecting about $5 million in federal start-up money for charter schools next year, on top of $19 million since 1999, according to Joni Gilles, who specializes in charter schools for the Oregon Department of Education. Gilles, who will update legislators on the House Interim Education Committee on the status of Oregon's charter schools Wednesday, said the once-upstart movement is now firmly established in Oregon, with over 40 charters already up and running. Charter schools receive public funds through sponsoring school districts, but have their own governing boards and greater freedoms than regular public schools. Such schools have been criticized by teachers' unions, who say they siphon badly needed funds from the public school system. But advocates have countered that such schools can help children who might struggle in a traditional public school setting. Oregon still has far fewer charter schools than states that came early to the movement, like Ohio, where 42,000 students attend charter schools.

January is the start of the next legislative session. Once again
OAHPERD advocacy is launching a campaign to bring Health Education under the CIM umbrella. At a time of economic hardship, the call for adding this critical area of education into the CIM will surely meet with resistance. But the economic climate does not make the need for quality health education any less critical. Because we know that in many schools health education is not a priority and even worse just being ignored, it is imperative that awareness of this situation and accountability for quality programs become the focus of our advocacy. Fortunately, OAHPERD is not in this alone. There are many who recognize the critical importance of elevating health education to CIM status. Three very strong and helpful coalitions include the OCPPA (Oregon Coalition for Promoting Physical Activity), HKLB (Healthy Kids Learn Better) and The Oregon Governors Council for Physical Fitness and Sport. HKLB is planning an advocacy event at the state capitol on February 3rd. In addition to having information tables in the lobby area, the strongest advocacy strategy will be to have every Representative and Senator visited. The goal is to share the message that providing Oregon students with coordinated school health programs is not a luxury but an essential.To accomplish the goal of touching each legislator with our critical message will take a lot of people resources. Executive Summary
The pioneer spirit has long guided Oregon's journey in school improvement. Over the last decade, three Oregon Governors, five State Legislatures, business leaders, many public and private organizations and agencies, school boards and districts and thousands of citizens representing a wide variety of constituencies, have contributed to Oregon's vision of education for the 21st Century. Oregon's Goals 2000 State Plan is the result of this statewide, bipartisan effort. The Oregon education system developing from this plan provides all children with the opportunities and support necessary to meet high standards from their pre-kindergarten experience through their transition into the workforce as young adults. The goal in Oregon is to produce "the best educated citizens in the nation by the year 2000 and a work force equal to any in the world by the year 2010." The key elements of the Oregon Goals 2000 State Plan follow.
  • A Legislative Framework and Related Policies provide bipartisan support and a broad-based commitment to a quality education system based on high standards. Adopted and developed over a ten year period, this framework includes: The Oregon Action Plan for Excellence (1984), School Improvement and Professional Development Act (1987), 21st Century Schools Program (1989), the Oregon Educational Act for the 21st Century (1991), Workforce Quality Act (1991), Workforce 2000 Act (1993) and the State Commission on Children and Families established in 1993. The State Plan is also linked to the Oregon Benchmarks, a 20-year strategic vision for Oregon that includes the integration of economic development with education reform. Numerous policies enacted by the Oregon State Board of Education, the Oregon State Board of Higher Education and various public agencies support the improvement of the education system.

Vicki Phillips. (KGW Photo) Vicki Phillips, 46, was chosen by the school board Monday night to lead Portland's 53,000-student school district. She is expected to begin her new job in July. She will step down after just one year on the job as Pennsylvania's chief advocate for new programs to improve that state's public schools, instead returning to a familiar role as school superintendent. A former Lancaster, Pennsylvania school superintendent, Phillips said Tuesday that she had expected to return to school administration eventually, but never set a specific timeline for doing so. "This has kind of taken everyone by surprise — including, in some ways, me," she said during her school tour.

OHSU FOUNDATION ANNOUNCES NEW BOARD MEMBERS
PORTLAND
Brim, an active community and civic leader, is a retired nurse. She and her late husband, A.E. "Gene" Brim, received the Aubrey R. Watzek Award in 1997 for their community and business leadership. Brim serves on several community nonprofit boards, including the Oregon Symphony, Planned Parenthood (where she established the Evona Brim Education Fund), and the American Association of University Women. She also volunteers at the Portland Art Museum and the American Red Cross. Pelton is president of Willamette University and former dean of Dartmouth College. He serves on several national education boards including the American Association of Higher Education and the American Council on Education (Commission on Minorities in Higher Education). He is an active volunteer for his alma mater, holding positions on the Harvard University Board of Overseers and the Harvard Graduate School Alumni Association Council. He is also affiliated with several nonprofit organizations, including the United Way and the World Affairs Council. Eskildsen was re-elected to the OHSU Foundation board after a one-year hiatus. He is the retired president and CEO of U.S. Bank of Oregon and past director of the Portland Chamber of Commerce, and has served on numerous nonprofit boards, including the Portland-Metro Leadership Council of the Oregon Community Foundation, S.M.A.R.T. (Start Making a Reader Today), and the Medical Research Foundation. He is past chairman of the OHSU Foundation Board of Trustees and currently heads the board's Council of Past Chairmen.

339.250. Duty of student to comply with rules; discipline, suspension, expulsion, removal and counseling; written information on alternative programs required.
(1) Public school students shall comply with rules for the government of such schools, pursue the prescribed course of study, use the prescribed textbooks and submit to the teachers' authority. (2) Pursuant to the written policies of a district school board, an individual who is a teacher, administrator, school employee or school volunteer may use reasonable physical force upon a student when and to the extent the individual reasonably believes it necessary to maintain order in the school or classroom or at a school activity or event, whether or not it is held on school property. The district school board shall adopt written policies to implement this subsection and shall inform such individuals of the existence and content of these policies.
