You Are Here: Home Analysis Key Points Analysis of K-12 Education Finance in Oregon Key Points Purpose of report: Review K-12 spending since the 1990 passage of Oregon’s property tax limitation measure and analyze how school districts were impacted by the legislative efforts to equalize spending per student in all Oregon districts. 1. Overall finding Complex changes in 1990s to K-12 funding makes simple statewide per student spending figures an incomplete way to compare and contrast how Oregon school district’s funding compares to other states. Two factors impact those state-to-state comparisons:
  • Equalization process Provides comparable funding to all school districts based on a per student formula.
    • Districts with weak local property tax support saw spending per student increase above the rate of inflation Districts with strong local property tax support saw funding slow and had to eliminate or scale back some programs
    Special Education funding increases Funding to meet federal special education mandates took money away from regular programs from both sides of the equalization formula.
    • Since 1992 spending per student on special education in Oregon’s public schools increased 14.3 percent annually while spending on regular classroom instruction increased 3 percent annually.

Oregon Mentor Program Handbook
Welcome to the Oregon Mentor Program Handbook. This handbook is designed to assist educators and districts in the successful development of a local mentor program. It offers an outline of best practices around mentorship programs, as well as helpful references and resources that a local design group can use when creating and implementing its own mentorship program. The handbook was conceived and written by a coalition of education partners in Oregon whose goal continues to be the development of statewide resources and funding for districts seeking to provide successful mentorship programs. The efforts of this group stem from the belief that mentoring programs not only positively affect the retention of educators, but also significantly enrich the learning environment of the school, the quality of its educators, and the learning gains of its students. Partners in the Mentor Advocacy Partnership include the Confederation of Oregon School Administrators, Lewis and Clark College, Mt. Appendix - Contributors to Document DISTANCE EDUCATION POLICY FRAMEWORK Executive Summary Introduction Distance Education extends the process of teaching and learning from the campus to one or more locations including classrooms on other campuses, worksites, community centers, and homes. For example, an instructor may teach a class in a room with "live" students, while simultaneously broadcasting the class session to students in another city or town. Typically, these "remote" students have access to the originating site via a two-way audio/video link and a computer conferencing channel, and are able to interact with the instructor and other class participants. A key strategy in OSSHE's vision of a restructured higher education system is to expand the System's learning opportunities on- and off- campus using multiple technologies. This Executive Summary provides a brief synopsis of a proposed policy framework to enact our distance education strategy.

    (St. Louis) Susan Massey
    , a nine year member of the Oregon State Board of Education, has been named a 2000 recipient of the Distinguished Service Award by the National Association of State Boards of Education (NASBE). The award, given annually to three state board members across the nation, will be presented during the group's annual conference.
    "The Distinguished Service Award recognizes the contributions of those who serve on state boards of education across the nation," said Brenda Welburn, NASBE Executive Director. "In highlighting the achievements of these very special board members, we honor the dedication of those men and women who give tirelessly of their time and energy to make the critical policy decisions affecting the education of the more than fifty-three million students in America's schools."
    Massey has been on the Oregon board since 1991, serving as its chairperson for three years. She has also represented the Northwest at the national level as a member of the NASBE Board of Directors for two years. Her service to education began in 1979 when she was first elected to her local board of education in Bend, Oregon. She held that position until her appointment to the state board in 1991. During her local board tenure she also served for four years on the Oregon School Boards Association. A native Oregonian, Massey taught third grade for four years upon her graduation from the University of Oregon.

    Administration About Administration
    The administration is responsible by policy, and direction of the Southern Oregon ESD Board of Directors, to admininster the total operation of the ESD. Administration provides leadership for education programs, fiscal services and all other functions of the district. The administration office formulates district goals, policies, plans and programs and prepares and present facts and explanations necessary to assist the board in its duty of directing the district. Administration is involved with the internal operation of the agency including personnel management, teacher licensure, budgeting, and facilities management. When requested, the superintendent's office provides information and assistance to component districts on matters of school law, personnel, school finance and collective bargaining. Home Schooling
    Home-schooling is an exemption to the compulsory school attendance law and as required in ORS 3389.035, parents must notify the ESD of their intent to home-school their children.     November 2003 Oregonians like schools; disagree on funding methods O regonians value family above everything else. They also want quality education and accessible/affordable healthcare but are divided on the best way to fund those services. McCaig provided attendees a comprehensive overview of study findings. Data were complied from approximately 2,600 randomly selected Oregonians obtained through opinion surveys and large group discussions and categorized by age, gender, income, education and region. Although family, education and healthcare were important to respondents in both studies, some changes have occurred since 1992. Oregonians feel safer today and are less concerned with crime and public safety issues. They also believe the state is doing a better job of providing K-12 education. Higher education has earned greater prestige and support. Increased concern was expressed for senior service issues—from providing adult daycare to funding government programs for the elderly. The volatility of Oregon’s economy has created enormous challenges for funding services. While a strong majority of Oregonians believe a change in the state’s tax system is necessary (66%) there were wide opinions, none supported by a majority, on what that change should be. When it came to predicting the state’s future, some respondents predicted a rosy picture while others painted a grimmer one.
