Oregon is among 40 states that allow charter schools, which receive public funds but are exempt from many governing traditional public schools. Oregon received a $15 million, three-year federal grant as part of the No Child Left Behind Act to support charter schools with start-up and initial implementation costs. The state Department of Education will distribute $4.35 million to charter schools for the 2002-03 school year. Charter schools compete for an initial $50,000 development grant. Once that is awarded, they receive $150,000 each of the next two years for implementation.

Lawmaker advocates return of spanking in schools

SALEM, Ore. (AP) Saying that educators must be given the ability to deal with severely disruptive students, a lawmaker is proposing to end Oregon's ban on corporal punishment in public schools. "When children control classrooms, learning stops," Rep. Jeff Kropf, R-Halsey, said Monday of the bill he's introduced to make it legal to spank misbehaving children as long as their parents consent. Groups representing Oregon's teachers and school boards said Monday they want no part of a return to corporal punishment. "Caning students or whacking them with a ruler is not going to bring them around. There are better ways to deal with problems," said James Sager, head of the Oregon Education Association, the state's largest teachers union. The 1989 Legislature outlawed corporal punishment after proponents said that having teachers or other school officials resort to physical force to get an unruly student's attention sets a poor example for other children. John Marshall of the Oregon School Boards Association uses the same argument in opposing Kropf's measure, HB2828.

School Discipline
By Joan Gaustad School discipline has two main goals: (1) ensure the safety of staff and students, and (2) create an environment conducive to learning. Serious student misconduct involving violent or criminal behavior defeats these goals and often makes headlines in the process. However, the commonest discipline problems involve noncriminal student behavior (Moles 1989). These less dramatic problems may not threaten personal safety, but they still negatively affect the learning environment. Disruptions interrupt lessons for all students, and disruptive students lose even more learning time. For example, Gottfredson and others (1989) calculate that in six middle schools in Charleston, South Carolina, students lost 7,932 instructional days44 years!to in-school and out-of-school suspensions in a single academic year. It is important to keep the ultimate goal in mind while working to improve school discipline. As education researcher Daniel Duke (1989) points out, "the goal of good behavior is necessary, but not sufficient to ensure academic growth." Effective school discipline strategies seek to encourage responsible behavior and to provide all students with a satisfying school experience as well as to discourage misconduct. regon lawmakers last year continued a tradition of devoting ample attention to education. In an action-packed six-month session, the legislature replaced the teacher-tenure system with renewable contracts, directed the state school board to create a process to reward high-performing schools, expanded the state's alternative education act, and consideredbut didn't passa charter school law. The legislators also kept the topic of funding on the front burner, debating both whether and how to continue subsidizing schools at the same level they enjoyed before the passage of two property-tax-limitation laws. Hundreds of parents and children regularly descended on the Capitol in Salem, keeping the pressure on legislators to maintain a relatively high level of school funding. Both the governor and the speaker of the House formed task forces to study how much it would cost for a child to receive a high-quality education. One of the most dramatic policy shifts the state executed last year was in tenure reform. Lawmakers eliminated lifelong teacher tenure, which was awarded after three years of employment, and replaced it with renewable two-year contracts.

Multnomah County Community and Family Services
Multnomah County Juvenile and Adult Community Justice Portland Public Schools, the largest district in the Pacific Northwest, serves 55,831 students from inner-city, suburban, and rural communities, in 90 elementary, middle, and high schools; 11 special focus and alternative schools; and 24 support facilities. Minority students comprise 35% of the enrollment, and 38% qualify for federal free or reduced-price meals program. This area is home to Oregon's largest concentration of African-American families, with a significant influx of students from Latin America, southeast Asia, and the former Soviet Union. Over 60 different languages are spoken in the district, and students whose home language is other than English represent 8% of the enrollment. A sampling of the organizations actively involved in this initiative include: Portland Police Bureau; Multnomah County Children's Mental Health Partnership; the Multnomah County Behavioral Health Division Advisory Council; Child and Adolescent Mental Health and Substance Abuse; SuperSAC, the school district superintendent's student advisory council; the Portland Public Schools Board of Education; and the Portland Public Schools Student Services Advisory Committee and the Regional Drug Initiative. The evaluation plan will be a collaborative effort between the Portland Public Schools Research, Evaluation, and Assessment Department and external evaluation contractors in the Multnomah County Program Design and Evaluation Services and Department of Support Services, Budget and Quality Assurance Office.

What is the America’s Schools Program? The America’s Schools program is an innovative approach for corporations to provide schools with discretionary funding for K-12 educational programs. The Oregon School Boards Association and the International School Licensing Corporation (ISLC) have jointly developed this program to ensure that new funding goes directly to school districts throughout Oregon. The core component of the program is the official America’s Schools Symbol, which provides schools and corporations a unifying platform they can support both philosophically and financially. How does the Program Work? Participating corporations pay sponsorship fees to display the Symbol on their products and/or marketing materials, sending the message that they support public education.
