Sandra Kilander, assistant superintendent of instruction, and Peter Miller, ALO coordinator, presented an overview of ALOs found in the district, and an analysis of the administrative costs of the ALO program. The district has three types of alternative learning options. Magnet schools are district-run schools that offer unique educational approaches while following all the policies and administrative procedures of the district. Charter schools have a contract or "charter" with the district that is based on federal law. They are eligible for federal funding for planning and start-up, while receiving about 80% of the state per-pupil allocation for each student. Contracted alternative schools have been developed through two approaches. In some cases, the school district has recognized that there is a particular population of students that need special services. Rather than offer those services through the district, there is a contract with a private institution to provide what is needed. This includes educational opportunities for students that have been expelled from regular high schools, or have been ordered to attend special programs by the court. The other contracted alternative schools are programs that have been developed in the community, who apply to the public schools for funding to offer a program that is unique to the district. At this time, the only contracted alternative school of this nature funded by the district is Seven Peaks. Contracted alternative schools receive 96.5% of the state per-pupil allocation.

    In June 2003, Open Meadow Alternative Schools completed its 32nd year as a private, nonprofit, alternative school. Open Meadow is accredited by the Northwest Association of Schools and Colleges, registered with the Oregon Department of Education as a private school, and certified for the instruction of seriously emotionally disturbed and severely learning disabled adolescents. Services provided include assessment, education, counseling, advocacy, and case management. Open Meadow has five educational programs, which serve students between the ages of 10-21: Open Meadow High School (100 students), the Corps Restoring the Urban Environment (CRUE - 24 students), Open Meadow Middle School (60 students), The STEP-UP program at Roosevelt High School, and YO (Youth Opportunities). Open Meadow maintains a 1:8 staff/student ratio with an average class size of 12.

    Parents in the Eugene School District may choose their children's school. The district's open enrollment policy means that any student in the district may attend any 4J school, provided there is space available. 4J schools strive to maintain an innovative, high quality educational environment. The state and the district have established educational objectives for students that every school must address. However, schools may differ in philosophy and how they meet their objectives. Every district school has been encouraged to build upon its unique strengths and to develop innovative programs to meet student needs. No matter which school you choose, your student will receive an excellent education. When choosing a school, parents should consider several things: Choices and possibilities for parents: 1) Enroll in your neighborhood school. 2) Request a transfer to another neighborhood school. 3) Apply to a 4J alternative school. 4) Apply to a public charter school within the district.

I asked her why she had left her former high school to travel across town to a small alternative program. She thought for amoment then explained, 'At my other school everyone treated me like a geek; everybody thought I was kind of weird. Over here...it's like, I just disappeared into this really happy family..."
    Hope at Last for At-Risk Youth S tudents attending the nation's estimated 15,000 alternative schools come in all sorts of colorful packages. More than a few adopt hairstyles, wardrobes, street language, and attitudes that would make them stand out—or be kicked out—of mainstream classrooms. But what's most remarkable about this diverse student body isn't outward appearances. It's that these students, many of whom face obstacles ranging from poverty to teen pregnancy to long-term academic failure to chronic delinquency, are making an appearance in school at all. A growing body of research and years of anecdotal evidence show that students who have been labeled failures, troublemakers, or dropouts in traditional schools can thrive in smaller, more individualized settings. That may sound like plain common sense to any teacher who has worked to pull a struggling student back from the brink. It's especially timely news, however, as communities across the country wrestle with the staggering social and economic costs associated with undereducated youth. After years of operating on the margins of public education, alternative schools are getting a serious look from many different interest groups: proponents of school reform, corrections workers overwhelmed by juvenile caseloads, and employers concerned about finding enough educated young people to fill tomorrow's workplaces.

    O regon became the most recent Northwest entry into the charter school movement when it passed its charter school law in 1999 after two earlier attempts failed. There are 12 official charter schools up and running, ranging in enrollment from 40 to 100 students and in location from inner-city Portland to coastal Coos Bay to rural Southern Oregon burgs Phoenix and Talent. A few are start-ups, but most are public or private schools that have been converted to charter status under the charter school bill. Here's a glimpse of their broad educational array - everything from a semi-military academy for troubled teens to a Montessori school for little kids:
    • Armadillo Technical Academy Opened this year with an enrollment capacity of 60, this school near the Shakespearean mecca of Ashland is designed to provide service learning and technology training to at-risk middle school- and high school-aged kids and home schoolers. The school boasts a strong community involvement focus.
    • Destinations Charter School This public alternative school in Coos Bay switched to charter status before the current school year. Aimed at students in grades 6-12, the 70-student school brings project-based learning to at-risk kids in an environment that connects learning to real life.

    By day, Grant High School in northeast Portland pulsates with the energy of 1,500 teen-agers following the rhythms they've come to associate with school. Lockers slam, bells ring, basketballs bounce, textbooks open and close at predictable times. By night, a few dozen youth make their way downstairs to a corner of the Grant basement. There's a whole different rhythm when Portland Night High School comes to order. Most of these students have already put in a day's work before they slip into their wooden desk chairs. Those who are teen parents (about 15 percent of the group) have had their hands full all day, changing diapers, wiping noses, reading stories. Night school comes at the end of their day, but many of these students say it provides them with a new beginning in life. For 25 years, Portland Night High School has offered students a way to complete their secondary education even if they've already started a job or a family. "These are the students who used to be frozen out of an education if they had to go to work," explains David Mesirow, who directs the award-winning alternative program and is also one of its five teachers. Students must choose to enroll in this program, and choice remains a theme throughout their night school experience. The students themselves elect how fast they will move toward high school completion. Regular attendance helps them press ahead, but they aren't punished if work or family demands keep them away from class for a few days. "We're looking for ways to help students along," Mesirow explains, "not to punish them if they're absent." There's no assigned homework, although students can choose to do extra independent work to earn credits faster. "It's like pressing on the accelerator to help them get out faster," Mesirow says.

    In the first Indigo book, we supplied suggestions regarding two existing worldwide alternate schooling systems for the Indigo children. This page not only identifies each of them, but gives you many, many more from other sources. By "alternate," we meant an alternative choice from existing systems that are in-place but failing to see the changing needs of the new children. Not all public schools are poor for Indigos, and we have actually seen tremendous changes of awareness in isolated (usually smaller) schools due to an advanced thinking superintendent, or a system which allows the teachers great flexibility. We celebrate these efforts, but alas, this is not the norm. We told you that ultimately we'd like to have a list of schools all over the world, listed by country and city. This web page is a start to that, providing a way to view expanded or NEW information, NOW. This is where YOU come in. If you feel there are some existing systems that we should have included, or you have information about wonderful Indigo-type schools in your city, go ahead and Email us.
