614.728.8100 x.228 The Internet is on its way to Ohio's rural and underserved communities with the development of a transportable satellite system that provides connectivity where no Internet has gone before. The deployment of this new system will provide substantial educational, human services, and governmental opportunities to areas where standard Internet connectivity is currently limited. The Ohio State University, OARnet and ITEC-Ohio, have partnered with the American Distance Education Consortium, to design and construct a trailer-mounted Transportable Satellite Internet System (TSIS) for developing advanced satellite Internet technology. This project is partly supported by funding from the National Science Foundation, and the Ohio Technology Action Fund (through the Ohio Department of Development). These institutions were selected to develop this system because of their combined expertise in wireless and satellite technology, radio frequency, Internet and telecommunications research. ITEC-Ohio is a division of OARnet; OARnet is a division of the Ohio Supercomputer Center, a technology initiative of the Ohio Board of Regents.

Narrative Description
Natural resources utilization and water quality protection offer unique opportunities for students to gain exposure to agricultural systems with their complex mosaic of interactions. The development of Internet-based interfaces, supporting databases and information for natural resources and water quality models will provide students effective tools to learn about natural resources utilization and water quality protection. The overall objective of this project is to improve student understanding of complex natural resources/water quality systems. The interactive, Internet-accessible natural resources modeling systems, developed at Purdue University, will be used to analyze real world case-based scenarios developed by the collaborating institutions. This project builds on several on-going projects. The specific objectives are to:
  • Develop case studies with collaborating institutions based on real world problems. The GRASIM and GLEAMS models and supporting multimedia tools will serve as teaching modules in soil and water conservation courses.

    INTRODUCTION A recent issue of the Journal of the American Society for Information Science (November 1996) is devoted entirely to the "Perspectives on ...Distance Independent Education." Among the important issues raised is the instructional challenge of transforming passive classroom students into active, self-directed learners capable of benefiting from the special advantages of the new online technology that is now becoming available in traditional instructional settings. In an article focusing on "Cognition and Distance Learning" Linn [1] describes passive learners as expecting to "absorb information," failing to "identify connections between ideas," and "frequently forget what they learn" (p.827). In contrast, "autonomous learners" use books, electronic media, networked communication, even computer manuals to gain a linked, connected, integrated and cohesive understanding of a topic. Linn [1] identifies some features of an online environment that would support the development of autonomous lifelong learners: (1) Helping students make effective decisions and creating new ideas;
