Journal articles focus upon concepts, practices, and research that have implications and applicability for practitioners involved in teacher education. The journal is thematic and refereed.

An Act relating to schools; recognizing the role of public school paraprofessionals; stating legislative intent that the State Board of Education adopt a program for public school paraprofessionals; defining certain term; providing for codification; providing an effective date; and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 6-127A of Title 70, unless there is created a duplication in numbering, reads as follows: For the purposes of this section, a public school paraprofessional is an employee of a school district whose position is either instructional in nature, or who delivers other direct services to students and/or their parents. A public school paraprofessional serves in a position for which a teacher or another professional has the ultimate responsibility for the design, implementation, and evaluation of the individual educational programs or related services and student performance. SECTION 2. This act shall become effective July 1, 1999.

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

Bill Pulte, Ph.D.
Associate Professor
Dr. William Pulte was born at Gainesville, Texas on January 13, 1941. He received the B.A. and M.A. degrees in Spanish at North Texas State University and the Ph.D. in linguistics from the University of Texas at Austin in 1971. Dr. Pulte served as staff linguist for the Cherokee Bilingual Education Program at Tahlequah, Oklahoma from 1971-73. Dr. Pulte joined the faculty of the Department of Anthropology at SMU in 1973. In collaboration with Durbin Feeling, Dr. Pulte has done extensive research on the Cherokee language. He is editor of the Cherokee-English Dictionary, compiled by Durbin Feeling, and the co-author of with Feeling of the Outline of Cherokee Grammar. He is also the author of over twenty articles and papers on Cherokee and other American Indian languages. Dr. Pulte has coordinated the teacher certification program in bilingual education at SMU since 1975, and has been the director of nine teacher training projects in bilingual education funded by the U.S. Department of Education.

Information Bulletin No. 200112 (Replaces 979811 989913 990001 and 990024) July 2001 TABLE OF CONTENTS INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). HIGHLIGHTS
  • Certification may be achieved in six ways: through the completion of an approved program; through individual assessment of a candidate's educational background; through Interstate Agreements, including the Northeast Regional Credential; through completion of a new alternative certification program, and new regulations for out-of-state teachers.

MRS. COOLLEY EARNS NATIONAL BOARD CERTIFICATION Mrs. Jackie, Hoover third grade teacher, received notification in November that she achieved National Board Certification. The national board certification process is recognized as a powerful professional development experience available to teachers interested in improving their teaching practice. The process is twofold; teacher must develop a portfolio and pass a set of written assessments over content knowledge as well as age-appropriate and content- appropriate teaching strategies. Mrs. Coolley has taught third grade at Hoover for the past 14 years. She has been teaching in Bartlesville Public School System for the past 21 years. We are all extremely proud of Mrs. Coolley's huge accomplishment! Mrs. Coolley Mrs. DesLauriers Mrs. McQuillen National Board Certification, a nationally recognized program that sets rigorous standards for educators seeking certification, has been awarded to five Bartlesville teachers. The Bartlesville teachers were among several thousand educators across the nation, who completed an extensive two-part assessment. It determines whether they possess the attributes of accomplished teaching based on the National Board for Professional Teaching Standards.
