Foreign Language Teacher Certification. ERIC Digest.
Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

Oklahoma's Master Teachers Project Leads Teacher Along a Professional Path

Current System

The current education system is complex and multifaceted. School Finance, Teacher Preparation, Teacher Pay, and National Standards and Certification make up some of the factors considered in this section that reflect Oklahoma's education community.
In Oklahoma, schools are organized by grades: independent districts offer pre-kindergarten through 12th grade; elementary districts offer pre-kindergarten through 8th grade. The smallest elementary district had an enrollment of 17 students, and the largest independent school district had 42,690 students. The top 37 districts (less than 7 percent of all districts) account for 50 percent of the educator workforce.
School Finance
Across the state, 58 percent of district budgets come from state appropriated funds, while 23 percent are local and county sources. State dedicated funds make up 11 percent of the revenues leaving the federal government to contribute the remaining 8 percent of the revenues. Operating expenditures for each student in Oklahoma in 1999-2000 averaged $5,634 per student, ranking Oklahoma 40th in the nation for its student expenditures.
Teacher Preparation
In 1997, the Oklahoma Commission for Teacher Preparation (OCTP) was established as an independent standards board, charged to develop a competency-based teacher preparation system, a rigorous new assessment system for new teachers, and a system of professional development institutes. According to the National Commission on Teaching and America's Future, the OCTP's accomplishments since then include:

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
