    Teacher Certification TEACHER CERTIFICATION Certification to teach in the public schools of Oklahoma is granted by the Oklahoma State Department of Education. East Central University assists those seeking certification by developing and maintaining programs and certification options which meet the criteria for certification in Oklahoma and by providing assistance in the process of application. Individuals who complete East Central programs are guided by the Certification Officer, Dr. Bill Osborne, Dean of the School of Education and Psychology. Typically, students complete the degree program successfully, then take and pass the Oklahoma certification exams before they can be certified by the State Department. For more details on testing, see the Testing Page. For information concerning program and certification options see Education Programs page. Those who are entering the profession for the first time will be granted a license. During their first year of employment in a district, they will be assisted by a the Residency Year Committee comprise of a school administrator, a mentor teacher in the school to which they have been assigned, as well as a University faculty member. East Central University faculty members are actively involved in the Residency Year program in schools throughout the region. Upon completion of the first year of teaching, beginning teachers may be recommended for a standard certificate or may have additional time in the Residency Year program if needed.

Action in Teacher Education In Oklahoma published an Entry Year Assistance Program Framework, along with program time lines and forms to guide mentors and mentoring programs in accomplishing the tasks required by the state program. To some extent this publication was an attempt to reduce some of the wide variations seen in mentoring programs across the state, but it also was an attempt to improve the quality of the programs because the framework, time lines, etc.which were provided were based on the lessons learned in the Oklahoma Entry Year Assistance Program since it had began ten years earlier. In In the State Dept. of Education published a "Resident Teacher Packet" which has about 12 pages of guidelines and at least as many pages of the forms for observation and reporting to the SDE. The packet provides time lines, regulations and role responsibilities for all parties to the program, including a page of the responsibilities of mentor teachers. Mentors are limited to the support of one Resident Teacher at a time. Mentors are required to invest at least 72 hours of time in support, observation, and consultation with resident teachers, for which they are paid $500.

    Applications for positions in Sapulpa Public Schools shall be submitted on the forms provided by the Personnel Office or available online. Please recognize the importance of completeness and accuracy in preparing these forms. Directions should be followed carefully in regard to the request for transcripts and credentials. The following items are required before an applicant is considered: 1) A completed application form, 2) A copy of transcript, and 3) A copy of Oklahoma Certification. The acting classes are team-taught with Mr. Randy Hemphill. Dr. Ballard received her Bachelor of Education Degree at East Central State University in 1973, and her Master's Degree in English from the University of Oklahoma in 1975. She continued her education at OU and earned her Ph.D. in English in 1989. Affectionately known as "Doc" to her students, Dr. Ballard is a former Norman Public Schools Teacher of the Year.     Performance Assessment Click here for .pdf Section 207 of Title II of the Higher Education Act mandates that the U.S. Department of Education collect data on state assessments, other requirements, and standards for teacher certification and licensure, as well as data on the performance of teacher preparation programs. The law requires the Secretary to use these data in submitting an annual report on the quality of teacher preparation to the Congress.
    Upon admission to the Teacher Education Program, candidates may begin taking courses that give them basic teaching skills and necessary professional knowledge. Student teaching is the last phase of the teacher preparation program. During this phase, candidates are placed in the classroom for twelve weeks. In 2001-2002, OBU had 53 student teachers placed in various public schools in the surrounding area. Student teachers are supervised by full-time and part-time faculty. During the 2001-2002 school year, these 53 student teachers were supervised by 46full-time and 7part-time faculty.
    The State of Oklahoma requires teacher candidates to pass a minimum of three competency-based assessments and develop a portfolio documenting their knowledge and skill levels. This portfolio provides a description of the activities in which the teacher candidate has been involved as a part of the teacher preparation process. The competency-based assessments, which were fully implemented in September 1999, include:

The 2001 National Teacher of the Year, Michele Forman of Vermont , will highlight the OSU College of Education’s 12th Celebration of Teaching on April 8.

    Introduction The National Board for Professional Teaching Standards (NBPTS) was established in 1987. Funded principally by the Carnegie Foundation, major teacher unions, and the U. S. Department of Education, its mission is to set advanced proficiency standards for teachers and to certify teachers who meet those standards. Teachers pay $2,300 to be evaluated by the NBPTS. They prepare a lengthy portfolio, make videotapes of themselves, and take an all-day written exam. Only fully licensed and experienced teachers may apply. States and school districts have offered powerful incentives, such as salary increases in the $5,000 to $7,500 per year range for successful applicants. As of January 2002, the NBPTS has certified 16,037 teachers in 19 areas of teaching. Over 20,000 more have applied. The NBPTS says certified teachers are "highly accomplished," and it anticipates that only 10% of all teachers will eventually be so designated. NBPTS standards are closely linked to the National Council for the Accreditation of Teacher Education's (NCATE) teacher training standards and the Interstate New Teacher Assessment and Support Consortium's (INTASC) teacher licensure standards. All are based on research, teacher opinion, and expert judgment; however, all reflect the same ideas about teaching that have dominated education for decades.
