OKLAHOMA TEACHER CERTIFICATION
Out-of-State Applicants
If you hold a valid teaching credential in any state, you are eligible for Oklahoma certification in equivalent subject areas. If you do not have a valid certificate but (1) have previously held a certificate out of state, (2) have a master's degree and (3) have accumulated an additional 15 or more semester hours in a teaching field, you are also eligible for Oklahoma certification in equivalent subject areas. Based on evaluation of submitted material (detailed below), you may be granted one of the following Oklahoma teaching credentials.
Five-year Standard Certificate - if you have completed all Oklahoma requirements including testing.
Two-year Provisional II Certificate If you have completed all Oklahoma requirements, including testing, except for a two- semester-hour course in education of the exceptional child (statutory requirement).
Completion of the exceptional child course would be required for the Standard Certificate. - or - This certificate may be issued immediately even if all Oklahoma requirements have not been completed. During its validity you would need to pass the certification test(s) and complete a two-semester-hour course in education of the exceptional child (statutory requirement) if you have not already met these requirements. Certification is ultimately contingent upon successful employment (district-level evaluation) for one year in an accredited Oklahoma school district. During this year an administrator will provide supervision and a teacher or appropriate colleague will provide assistance as needed.

Oklahoma Teacher Certification Testing Program
To obtain an Oklahoma teaching license, candidates must pass the Certification Examinations for Oklahoma Educators (CEOE) and assessments described below. Certification Examinations for Oklahoma Educators (CEOE) The testing dates for these tests are provided in the CEOE Test Registration Schedule for the CEOE. These schedules can be found on the back of the test registration bulletins, bulletin boards in Gary Hall, and in the offices of the academic advisors.
  • Oklahoma General Education Test (OGET) ($65.00). Those students who have to take the Pre-Professional Skills Tests (PPST) may substitute the OGET once the OGET has been validated. Currently, meeting the PPST requirement is required for admission to an Oklahoma teacher education program. However, once the OGET has been validated, passing this test will be required for admission to teacher education.
    Oklahoma Subject Area Test (OSAT) ($70.00 plus $20.00 for each additional test). The number of tests students will have to take will depend upon their certification area.

Title II Report Card
In October 1998, Congress voiced its concern for the quality of teacher preparation by enacting Title II of the Higher Education Act (HEA). Title II includes new accountability measures in the form of new reporting requirements for institutions and states on teacher preparation and licensing. Section 207 of Title II requires the annual preparation and submission of three reports on teacher preparation and licensing: one from institutions to states, a second from states to the Secretary of Education, and a third for the Secretary to give Congress and the public. By law, these reports must be submitted annually. For the first reporting cycle, the Oral Roberts University School of Education was required to submit our report to the State of Oklahoma no later than April 7, 2001. The report consisted of the passing and failure rates of students who have completed their teacher preparation program at ORU and have taken the Oklahoma Teacher Certification Examinations. The Oklahoma law requires that teacher candidates entering the teaching profession receive an initial license only after passing the following exams:
  • OGET - the Oklahoma General Education Test
  • OSAT - The Oklahoma Subject Area Test
  • OPTE - The Oklahoma Professional Teaching Examination
    After the state aggregated the data from the twenty higher education units of teacher preparation located in the state of Oklahoma, the Unit received the results of the Oklahoma Title II Report. The Oral Roberts University School of Education had an aggregated pass rate of 98%. According to the Title II ranking system this pass rate places the Oral Roberts University School of Education in the first quartile among the Oklahoma Higher Education Institutions for teacher preparation. These scores will be reported to the U.S. Department of Education to be released as part of the National Title II Report Card.

    The Teacher Education Program offers professional education course requirements for teacher certification in other major disciplines. It should be noted that all requirements for Teacher Education listed herein are superseded by guidelines issued by the Oklahoma State Department of Education in compliance with House Bill 1706 or 1980, the Oklahoma Commission for Teacher Preparation, and subsequent legislation pertinent to Teacher Education.
    Currently, teacher certification is based on completing a state-approved teacher education program, earning a passing score on the Oklahoma Teacher Certification Test which qualifies one for a teaching license, and being recommended for certification by a Residency Committee at the end of one year of successful teaching.
    In addition to providing course work for major requirements, the School provides courses in General Education and thus contributes to the institutional program.
