III. Presentation of Independent School District No. 89 Official Statement for Issuance of General Obligation Bonds of 2002 and General Obligation Equipment Bonds of 2002 - John Waldo, Senior Investment Banker - Oppenheim. Mr. Waldo commented on the Financial Advisor's Report given to the Trust and School District. This is a post-sale report of the two school bonds just sold. Mr. Waldo said state law mandates the bonds be issued over a four to five year period, depending upon interest rates, construction, etc. The first two bonds issued were for $16.7 million (equipment bonds) and $66 million (building bonds). The bonds are sold on a competitive, public sale basis. This was the first bond issue from the School District that was put on the internet. All official statements and offering documents were posted on the internet. An internet process was also used for bidding. A change in State law eliminated the requirement for individual bidders to put up a 2% cashier's check. They were instead able to use a surety bid process. Mr. Waldo estimates this approximately doubled the amount of bidders.

Nashala Hearn was allowed back to school in October The US justice department has filed a complaint on behalf of a Muslim girl who was twice sent home from school for wearing a headscarf.
The education authorities said the hijab breached the dress code of the school in Oklahoma. But the justice department says it amounts to religious discrimination. The case of 11-year-old Nashala Hearn follows rows in France and elsewhere about whether the school is a suitable place for religious symbols. Discrimination? Nashala Hearn was suspended twice last year from Benjamin Franklin Science Academy in Muskogee, Oklahoma. The school allowed her back in October, in her headscarf, but the local authorities stood firm on their dress code policy, which bans all forms of headgear. The justice department believes banning headscarves violates the equal protection clause of the US Constitution. Religious discrimination has no place in American schools.

Seminole Nation of Oklahoma
The Seminoles are a very proud people, devoted to their heritage and traditions. They believe strongly in their culture, which is displayed in many ways, including Stomp Dances Art, Storytelling, Music, and the devotion to their loved ones who pass on. The original Muscogee language is still spoken by many Seminole elders, but is slowly fading away, possibly due to the younger generation's lack of interest in the language. However, this may change as efforts are being made to implement the language into the public school system, where it can be learned by young children. ABOUT THE SEMINOLES POLITICAL CULTURE : The Seminole Tribe of Oklahoma consists of fourteen individual bands or groups, two of which are Freedmen bands (descendants of slaves who found refuge and freedom with the tribe before the tribe's removal from Florida). Individuals are inherited into their respective band through their mother (they must be a member of the band their mother belonged to). Each band has an elected Chairman and Vice Chairman. Each band meets once a month to discuss tribal matters of importance. The Seminole Nation of Oklahoma has an elected Chief and Assistant Chief, who both represent the tribe as a whole. Their role is very important in administering to the people of the Seminole Nation. The current Chief is Jerry G. Haney, of Shawnee, OK. The current Assistant Chief is James Factor, of Cromwell, OK.

County Government Property Taxes a Small Part of Your Tax Bill If you are a property owner in Oklahoma County, you are probably aware of the role of Oklahoma County government in the valuation of property and the collection of property taxes. However, you may not know that the County itself retains only a small portion of the total property taxes collected each year. Constitutional and statutory provisions place limits on the County's share of property taxes levied, as well as the amount of growth allowed each year. Like most county governments in the United States, Oklahoma County government derives its operating revenue primarily from a county-wide property tax levy. Last year, property taxes made up 60% of the County's General Fund revenue. For the 2000 tax year, the Oklahoma County Assessor certified total property tax levies of $329.4 million for all taxing entities in Oklahoma County, representing levies for public schools, cities and towns, vo-tech schools and community colleges, the City-County Health Department and Libraries, and County government. Of this total levy, $190.5 million, or 58% is for public school districts. Vo-tech schools and community colleges will receive $45 million, or 14%, while cities and towns account for $36.9 million, or 11%. Oklahoma County government's share is $32.5 million, or 10%. Levies for the City-County Health Department and Libraries comprise the balance of total county-wide property tax levies. To better illustrate how your property tax bill is distributed to the various taxing jurisdictions in Oklahoma County, let's consider the example of a homeowner living in Oklahoma City, and also residing within the boundaries of the Oklahoma City Public Schools and the Metro Area Vo-Tech District. For our example, we'll use a house valued for tax purposes at $100,000. Based on 2000 tax rates, the total annual property tax on this homeowner would be $1,017. Of that total tax bill, $488, or 48% would go to the Oklahoma City Public School District, while Oklahoma City and the Vo-Tech District would each receive $152, or 15%. Oklahoma County government's share would be $102, or 10% of the total. The remaining $123, or 12% would be apportioned to the City-County Health Department and Libraries and all other public schools in the County.

History
The history of Cameron University corresponds to the history of the area it serves in Southwest Oklahoma. It was founded by the Oklahoma Legislature in 1908 as Cameron State School of Agriculture, one of six agricultural high schools in the state and placed under the jurisdiction of the State Commission of Agriculture and Industrial Education. The institution was named for E.D. Cameron, first State Superintendent of Schools. Baccalaureate degrees were authorized in 1966 by the Oklahoma State Regents for Higher Education, following action by the Legislature. In May of 1970, the first bachelors degrees were awarded. The institution's name was changed to Cameron College in 1971, and was further amended to Cameron University in 1974. In 1988, the State Regents expanded Cameron's functions to include offerings at the master's degree level. This change in function was the first granted to an Oklahoma institution since Cameron was given authority to offer bachelors degrees more than 20 years earlier. The first master's degrees were awarded to forty-one graduates in May of 1990. In May of 1992, an act of the legislature transferred the governance of Cameron University to the board which had previously governed only the University of Oklahoma. This new relationship with the University of Oklahoma has been hailed as the opportunity to underscore the emergence of Cameron as an interactive multi-purpose University. Today, Cameron is viewed as a technologically progressive higher education center of Southwest Oklahoma positioned to fulfill the requirements of its interactive philosophy and mission.
