Does state regularly conduct its own data collection? Yes. The state's technology plan for K-12 schools was written in 1996-97. The state wrote another technology plan this year to include higher education and vocational education; however, it is unclear if the legislature will approve the plan. The state has conducted a cost analysis only of the latter plan. The state will revise the K-12 technology plan on an ad hoc basis. Yes. Oklahoma conducts an annual district survey of technology. The survey focuses on hardware, connectivity, and professional development. The state also works with the Milken Exchange in its data-collection effort. (all revenue sources) klahoma pressed ahead last year in its slow-moving effort to edge statewide academic achievement above the middle ranks of the states. New state money will support improved teacher training, enhanced school technology, and additional Advanced Placement and reading programs. The state's main accountability tool remains Superintendent of Public Instruction Sandy Garrett's lists of "low performing" and "high challenge" elementary schools. A school is labeled low-performing when it scores below the national average on the Iowa Tests of Basic Skills and in the bottom 25 percent of state schools on Oklahoma's own test. A school that remains on the list for three years is moved to the high-challenge list. Ultimately, schools that fail to improve face state takeover. Oklahoma continues slow progress toward statewide academic achievement.

K-12 Schools Make Microsoft Windows the #1 Choice in Education Market Data Confirms the Continuing Shift to PCs; Microsoft Launches New Programs to Support Schools Making the Move REDMOND, Wash. - Feb. 3, 1997 New market data confirms that record numbers of K-12 schools are choosing the Microsoft Windows operating system for the foundation of their technology. A recent national survey by IDC/LINK, Framingham, Mass., reports that 56 percent of new computer purchases during the 1996-97 school year will be PCs running Windows. The survey findings support the shift in school preferences first reported last school year and accelerated by the growing popularity of Windows 95 among educators. During a recent six-month promotion, K-12 educators ordered more than 200,000 units of Windows 95. As testament to its importance in education, Windows 95 was voted a top teacher tool in the 1996-97 Software Awards. And to support educators move to Windows, Microsoft donated more than $1 million in Windows 95 software and instructional materials to teacher training programs nationwide.

Nebraska Falls Further Behind
as Southern Neighbor Votes Teachers a Pay Hike
Lincoln, 2/15/00 — Nebraska is being left in the dust as other states continue their race to raise teacher salaries, according to Duane Obermier, president of the Nebraska State Education Association.
Oklahoma State Senators voted 47-0 Monday for a $3,000 across-the-board pay hike for Oklahoma teachers. The package would cost the Sooner State $167 million for the year beginning Sept. 1.
"Given Oklahoma’s initiative, we can safely say Nebraska has fallen from 43rd to 44th nationally in average salary for teachers," Obermier said. "We’re being left in the dust as other states move to enact sweeping salary initiatives to boost teacher pay."
Nebraska lawmakers are considering legislation that would earmark $40 million in state funds in the coming year for teacher salary increases. Supporters say Nebraska will continue to suffer from the growing national teacher shortage without state help to boost teacher salaries.

Distance K-12
For parents, particularly homeschoolers, distance education provides the opportunity to supplement a child's learning experience with a subject which might be out of the normal realm of expertise. For instance, if your daughter wants to take trigonometry but math was never your strong point, she could enroll in a distance learning math class. You could go beyond course supplements and use a distance program as your child's complete educational framework. Furthermore, since distance classes can either be high-tech independent studies taken whenever is convenient or a group class with a fixed schedule, you can choose which fits with your circumstances and your child's learning style.
Accreditation
Accreditation is a different animal on the K-12 level than on the higher education one. Because of the varied state regulations concerning homeschooling (or any form of non-traditional learning) accreditation isn't critical as with colleges and universities. Furthermore, most of the regionals aren't particularly equipped to handle the uniquenesses of distance primary and secondary schools. To address this issue, the regional accrediting agencies have created a new accrediting agency called The Commission on International and Trans-regional Accreditation (CITA). (You can find a list of CITA and regionally accredited K-12 schools by searching the
