Mineral Resources : Oklahoma is a mineral rich state producing petroleum, natural gas, and coal; these products account for more than 95 % of the states mineral production. Other important minerals are gypsum, bentonite, pumice, and helium, building stones, sand, gravel and feldspar. Agriculture : Oklahoma’s agricultural industry includes beef cattle, dairy farming, poultry, sheep and hogs. Wheat is the leading cash crop followed by cotton, broom corn, grain sorghum, peanuts, soybeans, fruits, nuts and vegetables. The number of ranchers and farms in the state is declining. The People : Oklahoma’ population (1980) was composed of "85.9% white, 6.8% black, 5.6% Indian, and 1.9% Hispanic" (A. A. E. pg. 367). With less than 1 % foreign-born from Germany, United Kingdom, and Canada. Structure of Government : The state possesses three branches of government: executive, legislative, and judicial. The Chief executive is the governor, who is popularly elected; he along with the lieutenant governor, and heads of executive departments (the attorney general, treasurer, secretary of state, and superintendent of public instruction) to serves a four year term and can only serve two consecutive terms. The state has 77 counties. In presidential elections, it has eight electoral college votes.

Exposed the Failure of Dept. of Agriculture to Effectively Regulate Animal Feeding Operations Factory Pig Farms.- Exposed Data Showing Groundwater Pollution by Nitrates We helped uncover and publicly disclose that there is widespread contamination of groundwater by nitrates associated with swine farms in the state. Nitrates in drinking water pose a health threat including blue baby syndrome. The data we based the allegations on were new sampling results from monitoring done by CAFOs, which was being “hidden” in the depths of the ODA’s files. Additional sampling to verify contamination and determine sources was begun by ODA under contract with USGS. The EPA came in to take enforcement action regarding at least one of the facilities - one well was being used by a pregnant woman as a drinking water supply. Chicken Litter Problems - Exposed Department and Poultry Operators’ Failure to Obey Law Requiring Animal Waste Management Plans (AWMPs). Data was collected from ODA files that showed that a recent legal requirement for AWMPs was not being enforced – that few poultry operators had such plans even in the watershed of Lake Eucha, Tulsa’s Water Supply which has been shown to be polluted from chicken litter and excess nutrients. Media was provided with packets including a press release and copies of pertinent information showing noncompliance. ODA responded in the newspaper by trying to defend and dispute our allegations, other LTEs published as well.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Keating Signs Appropriations Bills, DA Pay Raise
By Thomas Larson, Staff Writer (GIT)  Governor Frank Keating signed 36 bills on Tuesday, including one bill approving a pay raise for district attorneys and several appropriations measures, including the $2 billion appropriation to the Department of Education. Keating also vetoed three bills.             SB 1368, by Sen. Stratton Taylor, D-Claremore, and Rep. Jari Askins, D-Duncan, provides a salary increase for district attorneys and allows assistant district attorneys to act as a municipal judge or prosecutor.             The bill states that district attorneys will receive a salary equal to 98 percent of the salary of a district judge. The bill will increase DA pay from $85,000 a year to around $94,000 a year. The bill also ties the pay of Tax Commission officers to that of a judge of the Workers’ Compensation Court.             Keating also signed SB 1002, by Sen. Enoch Kelly Haney, D-Seminole, Sen. Cal Hobson, D-Lexington, Rep. Jack Bonny, D-Burns Flat, and Rep. Mike Mass, D-Hartshorne, which makes an appropriation of $2.002 billion to the State Board of Education.
