    A. Basic Requirements
    1. The following Rules and Regulations for State Aid Grants to public libraries shall take effect July 1, 1999 2. Libraries must meet the definition of a public library as given in the latest edition of the Oklahoma public library standards.
    (OLA/ODL Levels of Library Development, 4th ed., 1998, p. 2) 3. Libraries must be legally established and operating according to Oklahoma Statutes. Teacher Induction Programs: An Oklahoma Perspective. Action in Teacher Education In Oklahoma published an Entry Year Assistance Program Framework, along with program time lines and forms to guide mentors and mentoring programs in accomplishing the tasks required by the state program. To some extent this publication was an attempt to reduce some of the wide variations seen in mentoring programs across the state, but it also was an attempt to improve the quality of the programs because the framework, time lines, etc.which were provided were based on the lessons learned in the Oklahoma Entry Year Assistance Program since it had began ten years earlier. In In the State Dept. of Education published a "Resident Teacher Packet" which has about 12 pages of guidelines and at least as many pages of the forms for observation and reporting to the SDE. The packet provides time lines, regulations and role responsibilities for all parties to the program, including a page of the responsibilities of mentor teachers. Mentors are limited to the support of one Resident Teacher at a time. Mentors are required to invest at least 72 hours of time in support, observation, and consultation with resident teachers, for which they are paid $500.

    The State of Oklahoma converted from course/credit hour standards to “competency-based” programs in 1997. The Teacher and Administrator Preparation Programs were established as a result of Oklahoma statutes, rules and regulations of the Oklahoma State Board of Education, the Oklahoma Regents for Higher Education and endorsed by the Oklahoma Commission on Teacher Preparation. See the Oklahoma State Department of Education Oklahoma is on the forefront of school reform. The January, 1998, issue of Education Week magazine highlighted this progress in a Special Report entitled “Quality Counts” .     A. CLASSIFICATION
    Classifications for the 2004 regional tournament competition will be based on the 2002-2003 A.D.M. sheet received from the State Department of Education. Schools participating in wrestling will be determined by those that indicate participation on their returned OSSAA Membership and Entry Fees Form. This form should be returned to the Activities Association by Oct. 15, 2003. Classifications will not be made until Nov. 1. Any schools dropping or adding wrestling after this date will not affect any classifications. Wrestling classifications will be reviewed once every four years by the OSSAA Board of Directors.
    a) Class 5A will consist of the first 32 wrestling schools on the A.D.M. sheet. b) Class 4A will consist of the next 32 wrestling schools on the A.D.M. sheet. c) Class 3A will consist of the next 32 wrestling schools on the A.D.M. sheet. d) Class 2A will consist of the remaining wrestling schools on the A.D.M. sheet. Schools shall wrestle in the classification in which their A.D.M. places them.

    A.
    Practice without pads may begin twenty days prior to the opening of the current football season excluding Sundays (Tuesday, Aug. 10, for the 2004 season). Sundays shall not be counted when determining the starting date for the pre-season training period, nor shall practice be held on Sundays during the pre-season training period. B. Practice with pads may begin seventeen days prior to the opening of the current football season (Friday, Aug. 13, for the 2004 season). C. Schools must have a minimum of three days of conditioning without pads immediately preceding the beginning of practice with pads. D. During the first three days of the twenty-day pre-season training period, only footballs, shoes, and helmets can be used. No other protective equipment such as pads, guards, etc., and no training devices such as tackling or blocking dummies, charging sleds, or similar devices are to be used, nor shall players participate in drills that are designed to cause contact. Training aids such as air and stand-up dummies which are non-attached, tires, ropes, boards, and any other equipment not requiring body contact, may be used. E.

    Resolution to Support Head Start North Dakota - HCR 3076

    The Legislative Assembly in North Dakota adopted a concurrent resolution urging the United States Congress to recognize the success of Head Start, to maintain funding at the highest possible level, and to reject any proposal to move the Head Start program from the Department of Health and Human Services to the Department of Education and to limit the scope of the program.     The House of Representatives in Kansas adopted a resolution that urges local school districts, and parents, despite difficult financial times, to make every effort to continue to support and maintain early childhood education, pre-kindergarten through third grade.
