US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Many states are implementing legislation requiring early assessment of reading in grades K-2. These laws typically require "ongoing" assessment to be given to each child individually. A few states (LA) require that districts use a specific assessment or set of assessments, but most states do not stipulate a specific assessment that must be given, but instead require that each district select an assessment (or assessments) that tests the child's knowledge in certain areas (e.g. phonics decoding, phoneme awareness, or reading comprehension). In some states (AR, TX), a list of specific assessments is "recommended" (but not required) , and in other states, while there is no explicit list of assessments that the state recommends or endorses, teachers are provided with state-funded training in administration of certain assessments. Teachers are not required to use those assessments in their classrooms, but the state implicitly endorses those specific assessments by ensuring teacher training in the administration and interpretation of those assessments. M ental Illness is the second leading cause of disability and premature death in the United States. Depression, anxiety, and other mental health problems affect at least one in four people at any given time. That's more than 200,000 people in the Tulsa metropolitan area. Sadly, only a fraction ever seek treatment. Social stigma misunderstanding, embarrassment, and fear keep people from getting the help they need. The good news is mental illness is treatable. Recovery is possible. The Mental Health Association in Tulsa offers a variety of programs and outreach efforts to get people connected with the information, resources and help they need. Community Action Agency of Oklahoma City and Oklahoma/Canadian Counties, Inc., established in 1965, serves the communities with programs designed to “promote the self-sufficiency of the socially, economically, and culturally disadvantaged citizens of our service area.” CAA partners with private businesses and other Agencies to provide comprehensive programs that address substance abuse, home repair, child-care, economic development, and home ownership to name a few. Currently CAA addresses the needs of the community by administering the following programs:
Community Services
Community partnership program providing services for senior citizens, the homeless populace, and neighborhood needs to promote the self-sufficiency of individuals and our communities.
Turning Point
An Outpatient substance abuse treatment center that provides comprehensive services to support the recovery of individuals and families struggling with substance abuse and addiction.
Head Start
Full and part-time day care and preschool services with emphasis on the areas of child development, health/safety, nutrition, mental health, disabilities, family partnerships, parent involvement and literacy. These programs advocate for a community that shares responsibility for the healthy development of children and families.

OU Educators Awarded Federal Grant to Improve Children's Literacy NORMAN -University of Oklahoma early childhood educators and advocates are among only eight recipients nationwide of a new U.S. Department of Education grant program to improve children's early reading and language skills. The $1.52 million award supports Early Steps to Literacy Project, a collaboration of the Center for Early Childhood Professional Development in the College of Continuing Education, and the Department of Instructional Leadership and Academic Curriculum in the College of Education. Project director Ruth Ann Ball said the goal of Early Steps is to prepare early childhood educators to foster language and literacy competencies in low-income children in 14 of Oklahoma's counties with the highest poverty and illiteracy rates. Belinda Biscoe, interim assistant vice president for outreach, explained that this affords both OU colleges an opportunity to provide enhanced early literacy training to early childhood educators both within and outside the walls of the traditional university.
