PRESS RELEASES BAPS Media Centers receive donation from Zarrow Foundation Media Centers at secondary schools in the Broken Arrow school district will benefit from a $10,000.00 donation from The Anne and Henry Zarrow Foundation. The purpose of the donation is to support the programs and efforts of the BAPS secondary media centers to target at-risk, learning disabled, non-readers, and other special needs students.
"We are thrilled that the Zarrow Foundation has honored our secondary schools Media Specialists’ request to support our programs designed to meet the special needs of some of our students," said Dr. Brian Beagles, Assistant Superintendent of Broken Arrow Public Schools. "Our Media Specialists do a superb job of providing an environment that provides assistance and support for at-risk, learning disabled, non-readers, or other special needs students, and I know that this generous donation will only enhance their already strong efforts in this area."
The BAPS Media Specialists have earned a statewide reputation for developing innovative programs that produce reading excellence among all students. An example of the high regard that other school districts in Oklahoma have for the BAPS Media Specialists occurs at the statewide conference, Encyclo-media. Each year at the conference, Broken Arrow Media Specialists present "Best Bets for Young Adults," a seminar that BAHS Media Specialist Nancy Remus and 8 other BAPS Media Specialists deliver to recommend the best new fiction books for students in grades 7-12.

Education Legal Provisions Individuals with Disabilities Education Act
First enacted in 1975 as P.L. 94-142, the major federal law affecting educational services for children with disabilities is now called the Individuals with Disabilities Education Act (IDEA)
IDEA sets forth the rights of children with disabilities to receive a free, appropriate public education in the least restrictive environment. The law authorizes federal financial assistance to states so that they can help local school districts cover the cost of providing full educational opportunities to children and youth with disabilities.
IDEA has been amended repeatedly over the years, with the most recent changes enacted in 1997. For information on IDEA and a summary of changes made by the 1997 Amendments, visit the NICHCY web site at http:// www.nichcy.org/publist.htm . Select the publication "Education of Children and Youth with Special Needs: What Do the Laws Say?" and "IDEA Amendments of 1997."

    Senate votes to update 1975 special education law

    WASHINGTON The Senate voted Thursday to make the first major changes in special education law in seven years, aiming to get help earlier to struggling children, give teachers more freedom to discipline students and reduce tensions between parents and schools. The only main point of contention was money, as senators overwhelmingly agreed to allow accelerated spending in coming years but rejected an attempt to make the increases mandatory. The Senate voted 95-3 to renew and update the Individuals with Disabilities Education Act, the 1975 law guaranteeing equal education to, by last count, 6.7 million children with disabilities. "It's our statement as a nation that these children matter, and that we will do our part to help their parents and teachers and communities meet their education goals," said Sen. Edward Kennedy, D-Mass.
