State and Local Partnerships The National Trust in Oklahoma
The National Trust works to save historic places and build livable communities in Oklahoma through direct intervention in preservation projects, technical assistance, financial assistance, advocacy and building the capacity of local, regional and statewide organizations. This report summarizes activities through calendar year 2002. Saving Historic Places and Revitalizing Communities Staff from the Southwest Office (SWO) joined local and statewide efforts in a fight to save the Citizens Bank Dome in Oklahoma City, a building based on a design by Buckminster Fuller. Situated along old Route 66 on the west side of Oklahoma City's downtown, the futuristic geodesic dome, eligible for the National Register (c.1958), was threatened with demolition by Bank One in favor of its own corporate-model architecture and a Walgreen's drug store. In 2002, the SWO held a press event in Oklahoma City to announce that the Gold Dome was listed on the America's 11 Most Endangered Historic Places by the National Trust, bringing it nationwide media attention.

    The seven-member Board of Directors is responsible for directing the earnings from the Trust to fund programs to improve the health and well-being of all Oklahomans, especially children and senior adults. Initial appointed members serve staggered terms of office, and subsequent appointed members serve seven-year terms.
    As specified in the Constitution, at least one appointee must be appointed from each Congressional district, and not more than two appointees may be appointed from any single Congressional district. In addition, not more than four appointees may be from any one political party. All appointees must have demonstrated expertise in public or private health care or programs related to or for the benefit of children or senior adults.
    Chair Susan Walters Bizé, appointed by the State Auditor and Inspector McCaffree
    Vice Chair Robert McCaffree, M.D., appointed by the Attorney General , was elected Vice Chair in February 2004 after having served two terms as founding Chair from August 2001 to November 2003. Dr. McCaffree is a physician specializing in diseases of the lung and critical illness. He is Professor of Medicine in the Pulmonary Disease and Critical Care Section of the OU College of Medicine. Administratively, Dr. McCaffree is Chief of Staff at the Oklahoma City VA Medical Center and Associate Dean for Veterans' Affairs for the College of Medicine. He is Past-chair of the Oklahoma Coalition on Health and Tobacco. He is also Past-President of the American College of Chest Physicians, in which role he was a member of the Koop-Kessler Congressional Advisory Committee on Health and Tobacco and has testified before Congress on tobacco issues. Dr. McCaffree is also a member of the Board of Directors of the American Lung Association of Oklahoma and has recently been appointed to the national ALA Council.

When Oklahoma Governor Frank Keating vetoed the state mandate for School-to-Work (STW) in May 1995, supporters of traditional education considered it a victory. However, he later approved a state STW plan and appointed a STW Council by executive order in an attempt to oversee and alter the plan according to the Council's direction. I served on the STW Council in 1996 while also serving as Deputy Commissioner of Labor. Previously, I served as the Governor's education advisor from January through December 1995. In 1994, I ran as the Republican candidate for State Superintendent of Public Instruction on a platform that focused on academics and rejected OBE. I received 49.5% of the vote. After the election, Governor Keating appointed me to his Cabinet as Secretary of Education. This infuriated the Democrat leadership, who perceived that their tight control over the education establishment and its allies was threatened. They refused to confirm my cabinet appointment, and waged a battle in the media against the STW Councilmembers who were advocating change. They appealed to the Democrat Attorney General, who stopped the Council and declared that the Governor's executive order was an unauthorized use of power. The end result is that Oklahoma's STW plan remains in place and is moving forward.

Laws *70 O.S. § 17-101. Definitions The following words and phrases as used in this act, unless a different meaning is clearly required by the context, shall have the following meanings: "Retirement system" shall mean the Teachers' Retirement System of Oklahoma, as defined in Section 17-102 of this title. "Public school" shall mean a school district, a state college or university, the State Board of Education, the State Board of Career and Technology Education and any other state educational entity conducted within the state supported wholly or partly by public funds and operating under the authority and supervision of a legally constituted board or agency having authority and responsibility for any function of public education. "Nonclassified optional personnel" shall include cooks, janitors, maintenance personnel not in a supervisory capacity, bus drivers, noncertified or nonregistered nurses, noncertified librarians, and clerical employees of the public schools, state colleges, universities or any state department, board, board of regents or board of trustees, the functions of which are primarily devoted to public education and whose salaries are paid wholly or in part from public funds. "Employer" shall mean the state and any of its designated agents or agencies with responsibility and authority for public education, such as boards of education of elementary and independent school districts, boards of regents, boards of control or any other agency of and within the state by which a person may be employed for service in public education.

Letter from President Harry S. Truman thanking Governor Roy Turner for his support during the president's re-election campaign. (please click on image for readable document Record Group: 8-M Roy Joseph Turner, Democrat. Served from 1947 to 1951. Turner was born November 6, 1894, in Lincoln County, Oklahoma Territory. Upon completion of his high school education, he attended Hill's Business College in Oklahoma City. He was a bookkeeper for Morris Packing Company in Oklahoma City from 1911 to 1915; salesman for the Goodyear Tire and Rubber Company there, and after his service in World War I, he was a dealer in real estate, principally in Oklahoma, Florida and Texas. By 1928 he had become an independent oil producer. In 1933, he established the Turner Ranch at Sulphur, but he maintained a residence in Oklahoma City where he served on the Board of Education from 1939 to 1946. His term as Governor of Oklahoma was from January 13, 1947, to January 8, 1951. He lived in Oklahoma City until his death June 11, 1973, and is buried in Rose Hill Cemetery there.

MISSION STATEMENT
The mission of the Board of Chiropractic Examiners is to enhance public health and safety by regulating the practice of Chiropractors in the State of Oklahoma to insure that only properly qualified chiropractors practice in the state and that the profession as a whole is conducted in the public's best interest.
THE BOARD
The Board is composed of three licensed Chiropractors and one lay member representing the public who participates only for the purpose of assisting in the review of consumer complaints and in rules and decision making. Members are appointed by the Governor to serve a term of three years.
