Page worked for more than 30 years as a classroom teacher in the Lawton Public Schools. She retired from teaching in 1993.
She was elected to the LPS Board in 1996 and re-elected to a second term in 2001.
Page is a former member of the Lawton City Council, past-president of the Lawton-Fort Sill Arts Council, a member of Friends of the Library, member of the Mattie Beal Association, past-State president of Kappa Kappa Iota, and member of Delta Kappa Gamma.
She is a life member of the Oklahoma Education Association and a member of the Oklahoma Retired Educators Association.

PART TWO: HISTORY OF THE STATE SYSTEM
The first Oklahoma territorial legislature passed legislation creating three institutions of higher education in 1890 in order to fulfill a requirement of the Organic Act of Congress establishing the territory. Congress required the territory to establish three types of public higher education: liberal arts and professional education, agriculture and mechanical arts education to fulfill the land grant college provisions of the Morrill Act of 1862, and teacher training. Territorial Governor George Washington Steele signed the bill creating the University of Oklahoma , the institution designated to provide the liberal arts and professional education, on December 19, 1890.

Did not participate: Souter By 1984, demographic changes had led to greater burdens on young black children. More and more black students were required to be bused for longer and longer distances. After consulting with parent groups, the school board adopted a new Student Reassignment Plan (SRP) that allowed for increased neighborhood school assignments for children in grades K-4. In 1985, black parents filed a motion to reopen the case against the school board, claiming that the SRP would result in a return to segregation. The district court refused their request. The judge found that the school board, administration, faculty, support staff, and student body were integrated, and that transportation, extracurricular activities, and facilities within the district were equal and nondiscriminatory. A unitary system had been achieved; therefore, the district court concluded that court-ordered desegregation must end. After additional judicial hearings, the court of appeals reversed the district court.

Last update: How Are Board Members Chosen?* Voters in seven geographic election districts elect a school board member from their respective areas to serve a four-year term. School board elections, held each February, are subject to state election laws . County election boards generally serve as the best resource for answers to questions about state laws governing these elections. The filing period for school board elections begins on the first Monday of Decembe r and ends the following Wednesday. A candidate must file between the hours of 8:00 a.m. and 5:00 p.m. All required applications and notarized forms must be submitted before 5:00 p.m. on the final date of filing. Requirements for school board candidates are stipulated by Oklahoma law. In order to qualify, an individual for election or appointment to the Tulsa School Board, an individual:
  • must have resided within the geographical boundaries of the election district for at least six months prior to the first day of the filing period must have been a registered voter with the county election board at an address within the geographical boundaries of the election district for six months preceding the first day of the filing period must hold a high school diploma or certificate of high school equivalency

We are a nationally-recognized clearinghouse for information and advice to keep evolution in the science classroom and "scientific creationism" out. While there are organizations that oppose "scientific creationism" as part of their general goals (such as good science education, or separation of church and state), NCSE is the only national organization that specializes in this issue. When teachers, parents, school boards, the press and others need information and help, they turn to NCSE.

Tougher Graduation Requirements
Rebuffed in Oklahoma

By Andrew Trotter The House education committee of the Oklahoma legislature once again has swatted down Gov. Frank Keating's "4 x 4" plan for increasing the rigor of earning a high school diploma. The "4 x 4" concept, which the second-term Republican has championed since he took office in 1995, would require high school students to take four years each of English, science, mathematics, and social studies in order to graduate. Oklahoma now requires four years of English, three of science, two of math, and two of social studies. But, undeterred after five years of rejection by key Democratic legislators, Mr. Keating is trying harder than ever to get his plan passed this year, state politicians agree. "This year, the governor has made ["4 x 4"] more of an issue; he feels that it's the only way to go," Rep. Jack Begley, a Democratic member of the education committee and the chairman of its subcommittee on appropriations, said last week. "He's drawn a line in the sand," Oklahoma's secretary of education, Floyd Coppedge, said. "He's said there'll be no new dollars that aren't reform dollars."

1998 Legislative Actions and Budget Analysis for Common Education (K-12) Issue Background
A strong education program is essential to a state's economic and social development, according to national and local research institutions. With fewer per capita dollars to spend on education than the average state and a modest budget surplus, Oklahoma legislators faced a difficult task of setting education priorities that maximize the educational return on scarce state dollars. This Legislative Brief will provide an overview of the policy priorities for common education set by the Oklahoma Legislature this year with highlights of the more encompassing legislation and an analysis of the budget. Legislative Overview Early Childhood Education Literacy The Legislature showed an interest and a commitment to literacy in Oklahoma over the past two sessions. With the passage of SB 81 (Hendrick/Vaughn) and HB 2017 (Boyd B./Williams) some major policy initiatives to increase literacy levels and improve student learning were launched. HB 2017, The Reading Sufficiency Act, that was enacted in 1997 required that, beginning in the 1998-99 school year, second and third grade students be assessed for grade appropriate reading skills and a prescribed program of instruction. Reading assessment of students was expanded to kindergarten and first-grade students in HB 2878 (Boyd B./Williams) during the 1998 Legislative Session and an appropriation of $4.2 million in the FY-99 budget was made for the implementation of The Reading Sufficiency Act.
