Oklahoma State Regents for Higher Education
The Oklahoma State Regents for Higher Education is the coordinating board for all public institutions of higher education in the state. The board consists of nine members who are appointed by the governor and confirmed by the state senate for nine-year terms, one expiring each year. The coordinating powers of the board include the right to prescribe standards for higher education, to approve programs of study and functions for public institutions of higher education, and to establish minimum standards for admission to public institutions in the state. Meet the State Board of Career and Technology Education Harold Anglin Mary Sue Arnn Mrs. Sue Arnn graduated from Alamo Heights High School, in San Antonio, Texas. She received a B.S. from Southwest Texas State, San Marcos, Texas, and attended summer school in 1951 at the University of Fribourg, Fribourg, Switzerland. From 1955 to 1957, Mrs. Arnn taught 4th grade in Barrow, Alaska, and from 1957 to 1963, she was financial secretary for the Episcopal Mission on the Pine Ridge Indian Reservation in South Dakota. In 1968, she moved to Ardmore, Oklahoma and has served on many boards of nonprofit organizations. This includes serving on the Ardmore Public Schools Board of Education and Oklahoma State School Board Association Board of Directors. Mrs. Arnn and her husband have one son and three granddaughters. Dr. Debbie Blue Dr. Debbie Blue is a graduate of Shawnee High School. She received her B.S. in mathematics with a minor in secondary education from Oklahoma Baptist University, her M.S. in mathematics from The University of Tulsa and her Ed.D. in Curriculum and Instruction from Oklahoma State University. She has taught in the Sapulpa, Jenks, and Shawnee public school systems and is currently the Dean of the College of Arts and Sciences at Oklahoma Baptist University. She is on the Board of Directors for the Oklahoma Council for Teachers of Mathematics, the American Statistical Association and the National Council for Supervisors of Mathematics.

CURRICULUM AND INSTRUCTION
Health Education
Schools in Oklahoma are not required to provide instruction in health education, nor are students required to complete a specified number of courses in health in order to graduate from high school.
The state has formally approved standards for what students should be able to learn and know called the Priority Academic Student Skills (PASS) Integrated Curriculum: Health, Safety and Physical Education (2002). The state does not require schools to follow a specific curriculum, nor does it provide a suggested framework.
Students in Oklahoma are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
Statute (1987) requires students to receive instruction on AIDS prevention education at least once during grades 5-6; 7-9; and, 10-12. The state does not require schools to follow a specific curriculum framework, however, any locally developed curriculum must be approved by the state. In addition, the state education agency provides a resource guide (no direct link available) for teachers to follow, as required by Statute . The statute also requires teachers to instruct students that "engaging in homosexual activity or promiscuous sexual activity is now known to be primarily responsible for contact with the AIDS virus, and that sexual intercourse, with or without condoms, with any person testing positive for HIV antibodies, or any other person infected with HIV, places that individual in a high risk category for developing AIDS." The program must also teach that "abstinence from sexual activity is the only certain means for the prevention of the spread or contraction of the AIDS virus through sexual contact." Further, it must teach that "artificial means of birth control are not a certain means of preventing the spread of the AIDS virus and reliance on such methods puts a person at risk for exposure to the disease."

a. Membership in the Association shall be open to public schools under the supervision and direction of district boards of education, Government Indian Service Schools, Oklahoma School for the Deaf, Oklahoma School for the Blind, and other schools as approved by the members of the Association. b. Any secondary school desiring to become a member of the Association is to file with the Executive Secretary a resolution, adopted by the board of education or by the governing authority for the school applying for membership, authorizing such membership and directing the administrative head of the school to comply with the requirements for member schools. Upon submitting the resolution, and all entry fees or other reports required by the Association, a public school, Government Indian Service School, Oklahoma School for the Deaf and Oklahoma School for the Blind shall be admitted to membership. All other schools must be approved by a majority vote of the existing membership and, if approved, must submit all entry fees and reports required to establish membership. c.

Welcome ! to the Oklahoma Association of School Library Media Specialist’s web page! OASLMS Annual Report OASLMS has had a busy year with its focus clearly aimed at supporting Oklahoma’s school library media specialists and ensuring Oklahoma’s students have access to quality library programs and services. As many of you know, in spring 2003, several Oklahoma legislators sought to reduce requirements for School Library Media Certification. Although the measure was defeated, the OASLMS Executive Board felt the need to take action in response to that potential threat. We have undertaken two long-term projects to better define the benefits of quality library media programs for Oklahoma’s students. Working closely with Oklahoma State Department of Education Instructional Media Library Staff, OASLMS has developed expanded program standards and a rubric for evaluating school library media programs. By defining “exemplary” library media programs we hope to set goals for Oklahoma legislators and school administrators who seek to provide more for their students than just the current minimum “Standard VII” requirements. Proposed standards are now under review and will be soon published. In addition, OASLMS has undertaken a long term research project to study the relationship of quality library programs and student achievement in Oklahoma. We have submitted a grant proposal to partially fund that research. By specifically demonstrating the impact of quality programs in Oklahoma, we hope to be well prepared to respond to legislators and administrators who question their investment in school library professionals and services.
