Three state nursing boards examine continued competency by Alexia Green, PhD, RN, and Benni S. Ogden, MSE, RN Consumers, legislators and regulatory agencies continue to raise questions regarding how nurses maintain competence in a rapidly changing health care environment. These questions are forcing the profession to reexamine the traditional methods of assuring accountability to the public: the initial licensure exam (NCLEX), continuing education and certifications. The Kentucky Board of Nursing (KBN) held a series of open forums during 1997 to provide opportunities to examine competency issues. This has resulted in the development of a model for determining initial and continuing competency. At present, graduation from an approved school, passing the NCLEX and effective communication in English constitute the state's requirements for initial competence. Kentucky is considering a clinical internship in which the student would demonstrate predetermined clinical standards before taking the NCLEX exam. The state is also considering the development of a professional portfolio as a tool to demonstrate continued competency. Currently, continued competency is measured by having no history of disciplinary action and earning required continuing education hours. The professional portfolio would include skill assessment inventories, peer reviews, formal nursing courses and continuing education courses.

OKLAHOMA - THE SOONER STATE
Geography Oklahoma, one of the Great Plains states, is slightly south of the geographic center of the U.S. Most of the state is a great, rolling plain, sloping gently from northwest to southeast. Highest elevation is 4,973 feet above sea level at the Black Mesa in the northwestern corner of the area known as the Panhandle; lowest, 287 feet, is near Idabel in the extreme southeast. Approximately 24% of the state’s total area is forested, principally the region bordering Missouri and Arkansas. Although part of the Great Plains, Oklahoma has four mountain ranges: the Ouachita in the southeast, the Ozark Plateau in the northeast, the Arbuckle in the south central part of the state, and the Wichita in the southwest. Throughout the northwest and the Panhandle are sudden outcrops of sandstone and gypsum, sharp ravines and stark hills. In the north central region are several salt flats. Largest is the Great Salt Plains, covering about 25 miles near Cherokee. The state’s major rivers are the Arkansas and the Red; the Red River forms the state’s southern boundary with Texas. Other large streams, all flowing into either the Arkansas or the Red, are the Illinois, Grand (or Neosho), Verdigris, Poteau, Canadian, Cimarron, Salt Fork of the Arkansas, and the Washita. On most of the larger rivers, great lakes ranging in size from 890 acres to over 102,500 acres, have been impounded. Largest of more than 60 such reservoirs are Eufaula, Texoma, Grand Lake O’ the Cherokees, Fort Gibson, Oologah, Kerr, Pine Creek, Broken Bow, Tenkiller, Hudson, Keystone, Foss, Fort Cobb and Great Salt Plains.

Oklahoma City, Oklahoma 73105 For Immediate Release: March 4, 2003 Audio Clip Hobson’s Obstruction Leads to Teacher Layoffs State Capitol, Oklahoma City – The decision by Senate President Pro Tempore Cal Hobson , D-Lexington, and other Democrat leaders to obstruct education funding in the Legislature is now leading to teacher layoffs. “Republicans warned early on that if the Legislature failed to pass education funding before March 1st, school boards would be forced to assume the worst and start issuing pink slips to teachers. Senator Hobson and the Democrat leadership have obstructed efforts to fund education first, and we’re now seeing teacher layoffs that are a result of their obstruction,” stated Senator James Williamson , R-Tulsa, the Senate Republican leader. In Hobson’s own backyard, the Norman Public Schools Board of Education voted unanimously Monday evening to approve $1.69 million in budget reductions for the next school year. As a result, ten middle school teachers are being laid off, according to the Norman Transcript. This scene is being repeated across Oklahoma as school boards meet to consider laying off teachers, eliminating programs, and closing schools to meet next year’s budget.
