What are Charter Schools?
Charter schools are public schools established by contract with sponsors. They are allowed in 37 states and exempt from many regulations. They often promote a specific curriculum and learning style and are operated by parents, teachers and other interested community members. State law authorizes these schools in 13 school districts: Bartlesville, Broken Arrow, Edmond, Jenks, Midwest City/Del City, Moore, Mustang, Oklahoma City, Owasso, Putnam City, Sand Springs, Tulsa and Union public schools. Only these districts' boards of education or the area vocational-technical school board serving them may sponsor a charter school. The law allows "a board of education of a public school district, public body, public or private college or university, private person, or private organization...to establish a charter school." There are no restrictions on the number of charter schools with which sponsors may contract.

  • Local school boards of education should be encouraged to explore the potential benefits of local foundations and public school/business partnerships as supplements to basic programs publicly funded.
    No local foundation, as defined in subsection C of this section, shall make, and no public school, public school personnel, or school district shall accept, any gift, grant or donation of real or personal property form any local foundation unless the local foundation complies with the requirements of this section and with such other requirements for such organization as are required by title 18 of the Oklahoma Statutes.
    As used in this section, "local foundation" means any company, trust, corporation or association:

    Ready to File for School Board Positions? The first week in December is when local communities find out who is willing to step up and assume leadership in their school district by filing for a position on the school board. This year, that time will be Monday, December 1, through Wednesday, December 3. If you are seeking office, you must file at the county election board office of the county wherein supervision of the school district is located, between the hours of 8:00 a.m. on Monday, December 1, and 5:00 p.m. on Wednesday, December 3. It is important to remember that filing does not occur at the local board of education office or superintendent’s office. However, the local superintendent has received a School Board Election Packet from the Oklahoma State School Boards Association. Please contact your local superintendent to review this material.

Award Winners State Superintendent of Education Sandy Garrett Sandy Garrett has served as Oklahoma's elected Superintendent of Public Instruction since January 1991, and has remained an outspoken advocate for school reform in Oklahoma. Overseeing the daily operations of the State Department of Education, she implemented the reforms of House Bill 1017 on schedule, and downsized the Department saving millions of tax dollars.
    Superintendent Garrett received her bachelor's and master's degrees from Northeastern State University, Tahlequah, Oklahoma. She performed postgraduate work at the University of Oklahoma; and she attended the John F. Kennedy School of Government at Harvard University. Garrett holds various teaching, administrator and superintendent certificates.
    Garrett has 15 years experience as a classroom teacher in Muskogee County. She served as Coordinator of Gifted Programs and executive director of educational programs at the Oklahoma State Department of Education, as well as administrator of programs in rural education, technology, satellite education, gifted education, media applications and library resources.
    She played a key role in implementing the state's Learning by Satellite program and in establishing a two-way, interactive, fiber-optic instruction system in Oklahoma's "panhandle" area. Her pioneering work in fiber-optic and satellite instruction has drawn national attention to Oklahoma's achievements in those areas.
