Performance on National Math Tests
The chart below illustrates changes in scores for the Total Math component of the Iowa Tests of Basic Skills (ITBS) at Creston Hills Moon Academy Middle School for 7th grade traditional and Online Program students. ITBS Total Math is a summative score of three math subtests: Math Computation, Math Problem Solving, and Math Concepts. The significance of the chart is the increase in scores for the online students and the decrease in scores for traditional students. The Online students began the 7th grade year with an average Total Math NCE of 35.3, which was slightly higher than the traditional average of 32.5. By the end of the school year, average scores for traditional students at Moon dropped 22 percent to a score of 25.2. However, students in the Online Program averaged 35.9, an increased of 2 percent. As the chart indicates, students in the Advanced Academics Online Program scored 24% higher in Total Math than did their cohorts in the traditional classroom. Note: For both groups, students on Individualized Education Plans (IEPs) were excluded from the study.

Units/Yrs Course Areas English (grammar, composition, literature) Laboratory Science (biology, chemistry, physics, or any lab science certified by the school district; general science with or without a lab may not be used to meet this requirement.) Mathematics (from Algebra I, Algebra II, geometry, trigonometry, math analysis, calculus) Pre-Algebra does not count! History (including 1 unit of American history) Citizenship Skills (economics, government, geography or non-Western culture) Electives (from foreign language, computer science or any other mentioned above) Required Units (subject to change under state requirements) While these curricular requirements will normally be met by students in grades 9 - 12, advanced students who complete these courses in earlier grades will not be required to take additional courses for purposes of admission.

STEP INCREASES TO BE DISCUSSED
At the beginning of the meeting, school board member Tom Buchanan asked that district staff be directed to look into reinstating the step increases that employees had to forgo last year, due to state budget cuts. The step increases would amount to about one-third of $1 million. "I hope that we can give the steps to these teachers," said Superintendent Bob Drury. "But I want us to be careful and not overextend ourselves. It does look like we're in good shape financially," he added. The board asked Mr. Drury to have a recommendation at the next school board meeting on how and when to reinstate the step increases.
SUPERINTENDENT'S REPORT
During his portion of the agenda, Superintendent Bob Drury commended the Altus High School Yearbook Staff and teacher Janet Diltz for receiving the All-Oklahoma Award once again. This ranks the yearbook among the top 15 in the state. "We really have a quality yearbook, and I'm proud of it, and I know the high school is also," added Drury. Drury then announced that Altus has received the OSSAA Award for the second year in a row. This award rates the Altus fans, patrons, coaches, and team members on their sportsmanship.

Alternative Learning Environments Insights Summary of Alternative Education Legislation in SEDL's Southwestern Region Arkansas Louisiana Oklahoma Texas Background Information* Act 830 (1991) required school districts to create alternative education programs for students facing difficulties in the regular schools. Act 597 (1995) clarified reporting requirements. In 1993, Act 1288 established the Pygmalion Commission on Nontraditional Education. The group develops proposals for alternative methods of meeting children's educational needs. The members represent many groups involved with children, ranging from local superintendents to state legislators and medical professionals. The governor appoints 14 of the 16 members and the remaining 2 are appointed by the Speaker of the House and the President Pro Tempore of the Senate. Act 671 (1994) required suspended and expelled students to attend an alternative education program beginning in the school year 1995-96. Before the requirement went into effect, Act 102 (1995) added the provision that this requirement is only applicable for students suspended for more than 10 days or expelled. School systems may apply to the State Board of Elementary and Secondary Education on a school year to school year basis for a waiver from these requirements for economic reasons. Although it previously funded programs, Oklahoma passed its first alternative education legislation establishing Alternative Approaches Grants in 1992. These grants award funds to local education agencies or nonprofit organizations for programs serving at-risk students. In 1994, House Bill 2640 required a statewide district needs assessment of alternative education. The state also established Alternative Education Academy Grants for grades 6-12 programs serving high need districts. The state also funds technical assistance centers to recommend programs for funding, provide training and technical assistance, and evaluate grant-funded programs for state validation.

to the OETT Grant 2003 Recipients
The Oklahoma Educational Technology Trust (OETT) awarded twenty-one Oklahoma schools $1.6 million in statewide technology grants on Aug 23rd, 2003. Oklahoma State Attorney General Drew Edmondson and Dr. Keith Ballard, Executive Director of the Oklahoma State School Boards Association (OSSBA) and OETT Chair, presented the awards at OSSBA conference in Oklahoma City. Each school will receive $79,000 to purchase equipment and train staff to help students succeed through the authentic use of technology.

The Multiple Paths To Knowing
Today, thanks to the on-going research at the Harvard Graduate School of Education, educators understand that the ability to memorize data or write literal text are not the only ways to demonstrate intelligence. Today we recognize that intelligence comes in multiple forms. We acknowledge that intelligence can be expressed through seven separate ways of knowing (some are now saying eight what is being called natural intelligence). According to one of the pioneers in the theory of multiple intelligences, Dr. Howard Gardner: An intelligence entails the ability to solve problems or fashion products that are of consequence in a particular cultural setting. The problem-solving skill allows one to approach a situation in which a goal is to be obtained and to locate the appropriate route to that goal. It involves a symbol system which generates within that intelligence. The creation of the cultural product is crucial to capturing and transmitting knowledge or expressing one's views or feelings.

Bush praises people of Oklahoma City, calls for justice, renewed civility
President Bush: "Your loss was great and your pain was deep. Far greater and deeper was your care for one another. That is what lasts." OKLAHOMA CITY , Oklahoma (CNN) President Bush, speaking Monday at the dedication ceremony for a museum and interactive media center commemorating the 1995 Oklahoma City bombing, said Americans must remember the goodness of what was lost to that terrorist act. "The time of mourning has passed, but the time of remembering will never pass," Bush told the citizens of Oklahoma City. "Your loss was great, and your pain was deep. Far greater and deeper was your care for one another, and that is what brings us back to this place today." Marking his first Presidents Day, Bush arrived in Oklahoma Monday morning to dedicate the Oklahoma City facility that commemorates the 168 people killed on April 19, 1995, when a truck bomb exploded outside the Alfred P. Murrah Federal Building the most lethal terrorist attack on U.S. More than 500 people were injured in the bombing. The convicted perpetrator of the bombing, Timothy McVeigh, is scheduled to die by lethal injection on May 16 at a federal prison in Terre Haute, Indiana.

From staff and wire reports TINKER AIR FORCE BASE, Oklahoma President Bush arrived in Oklahoma late in the morning Monday to begin his work week by dedicating a museum in Oklahoma City dedicated to the 168 victims of the most lethal terrorist act ever carried out on U.S. soil, the truck bombing of the Alfred P. Murrah Federal Building. Bush arrived at Tinker Air Force base Monday morning after a quiet weekend at his ranch in Crawford, Texas. He will mark his first Presidents Day as the nation's chief executive by paying his respects to the bombing victims three months before the convicted perpetrator of the bombing, Timothy McVeigh, is to be put to death. "The president's remarks will pay tribute to the victims who died in the Oklahoma City bombing and speak to the courage of the survivors and the healing that this memorial helps bring," said a White House spokesman, Gordon Johndroe.

    With the busing issue behind them, Oklahoma City schools eye improvements. Some educators and parents of children in the Oklahoma City Public Schools have a new sense of purpose these daysa sense that they have put their educational house in order. Academic performance and the quality of teaching are on the upswing, these boosters say, and in many cases rival that found in the 13 smaller districts within the boundaries of the city, which sprawls over 600 square miles. "There have been great improvements in the educational delivery system over the last 10 years in the Oklahoma City Public Schools," says Ted Metscher, the president of the district's affiliate of the American Federation of Teachers. He points out that test scores in Oklahoma City have climbed, matching gains made by the state's suburban districts; that only two elementary schools in the district were put on the state "at-risk list" in 1996-97, down from nine the previous year; and that labor-management relations, "generally speaking, are acceptable." The district, which enrolled 40,000 students in 1996making it the state's largest after Tulsahas also been freed from a court-imposed desegregation order and is making long-deferred repairs to school buildings, installing air conditioning, and expanding a popular magnet school program.
