Ohio is beefing up its teaching standards to meet rising demands for higher quality education in public schools. At the same time, though, a growing shortage of teachers has some working to loosen standards to attract more to the field. Some states, including Ohio, have devised ways around rigorous teaching prerequisites for those with special expertise needed in classrooms. There's disagreement on whether such provisions are a good thing, and whether they really attract any good teachers. 90.3's Bill Rice reports.

An Ohio school district has scrapped its plan to assign a certified white teacher for a combined black-history and U.S.-government course because a black instructor was not certified to teach government, The Washington Times has learned.
"The black teacher is going to teach the course, and he will also teach government under an alternative certificate which our district can secure for him," Oberlin School Superintendent Beverly Reep told The Times.
"He is continuing to teach this course because he has taught [black history] for seven years, developed the curriculum, and is willing to get an alternative certification to make the schedule work for our students."
Black community activists and black faculty members at Oberlin College criticized school administrators and the city school board when they learned budget problems had forced the 352-student high school to combine black history and U.S. government courses, and cut one of three social-studies teachers from the faculty.
It was reported that Kurt Russell, Oberlin High's black-history teacher, would be reassigned because he lacked the required teaching certificate for U.S. government.

The Ohio State Board of Education defined a highly qualified teacher last month. Teachers must hold a bachelor's degree, have full state certification and teach within their area of certification, said J.C. Benton, Ohio Department of Education spokesman. Debbie Tully, professional issues coordinator for the Ohio Federation of Teachers, said the majority of teachers in Ohio already are "highly qualified," but all teachers must fit the qualifications by the 2005-06 school year. "Anyone who's been certified or licensed since 1991 satisfies the requirement for content area," Tully said. "Many of our teachers are going to be in good shape." But rural and urban school districts might run into problems when attempting to assign teachers to their area of certification, she said. "Those schools characteristically have problems filling people in their content area," Tully said. "It's going to cause a lot of problems." Athens City Schools Superintendent Carl Martin said Athens, Ohio, schools might not feel the effects from the highly qualified requirements soon, but it will eventually become a concern.

ADMISSIONS, DEADLINES, FACULTY ADMISSION REQUIREMENTS
After the application deadline, candidates will be notified about the next step in the application process, which may include interviews (with a departmental faculty adviser and/or admission committee), writing samples, and portfolio review or audition (the latter applies to art and music candidates). Students who are accepted to the MAT program will be assigned to faculty advisers whom students should consult each semester. Since students' backgrounds differ, they should not take courses without advisement. The program requirements listed for these programs are generic and may differ in detail for individual students. Criteria for Retention in Program Students who are accepted to the Program are evaluated periodically. They should review the Teacher Education Handbook to determine criteria used to determine eligibility for student teaching. By New Jersey Department of Education regulation, teacher education students in most certification areas must pass the PRAXIS II or National Teacher Examination. Consult the bulletin board outside Chapin 103 to determine which test you must take. By Ravenn Moore Published: Tuesday, June 4, 2002 Classrooms are balancing an act between finding qualified teachers and experts when it comes to teacher certification guidelines.
Teacher certification is essential to education and determines the type of teachers employed to educate students.
These days, being a good teacher does not just mean having a major in education, but being able to uphold the standards in which education is directed, and the challenges to keep up with the demand of quality education.
"Doctors, lawyers and other professions are required to have continuous education—teachers are taking classes and ongoing training throughout their careers too," said Christie Rhoads, certification specialist for the College of Education.
Students need a quality education, but they also need an educator with expertise and experience to help communicate material in a practical format.
"Standards are important," said Marilyn Braatz, communications manager for the Ohio Department of Education.

28 Teachers Earn National Board Certification After Completing UA Program These local educators now are National Board Certified Teachers Akron, Ohio, Feb. 20, 2004 — Twenty-eight Northeast Ohio teachers affiliated with The University of Akron's National Board for Professional Teaching Standards (NBPTS) Support Cohort have become National Board Certified Teachers (NBCTs). The UA College of Education honored the teachers at a reception at the Martin University Center on Feb. 17.
The 28 area teachers are among 383 educators who earned National Board Certification in 2003. With the new certificates, Ohio ranks sixth in the United States with 2,172 NBCTs of a total of 32,131 nationwide. Nearly 10 percent of Ohio's NBCTs have participated and completed the mentoring and support services provided by The University of Akron's NBPTS Cohort Program.
The NBPTS was created in 1987 to establish high and rigorous standards for accomplished teachers. Candidates must have a baccalaureate degree, a minimum of three years of teaching experience and a valid state teaching license. Participants in the UA Support Program attend monthly and bimonthly meetings coordinated by National Board Certified Teacher mentors, as well as have access to an electronic classroom which provides candidates with mentoring and cohort support on a continual basis throughout their candidacy. The program assists teachers in demonstrating the required knowledge and skills necessary to achieve certification.

The Governor has created a commission for Teaching Success that will be making recommendations on February 20, 2003 recommending that the state adopt standards for teachers and administrators.
