Two years later, the Standards Review Committee and the Ohio Teacher Education and Certification Advisory Commission finalized their work and submitted recommended standards to the State Board of Education. After receiving written and oral public testimony on the proposed teacher standards, the Board passed a resolution to adopt the standards in October, 1996. The General Assembly passed a concurrent resolution to approve the standards in November, 1996. The legislative adoption of the resolution established the effective date of January 1, 1998, for Chapter 3301-24 of the Administrative Code (Teacher Education and Licensure Standards).

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

MSU HOME Initial Instructional Certification ADMISSIONS, DEADLINES, AND FACULTY ADMISSION REQUIREMENTS After the application deadline, candidates will be notified about the next step in the application process, which may include interviews (with a departmental faculty adviser and/or admission committee), writing samples, and portfolio review or audition (the latter applies to art and music candidates). Students who are accepted to the program will be assigned to faculty advisers whom students should consult each semester. Since students' backgrounds differ, they should not take courses without advisement. The program requirements listed for these programs are generic and may differ in detail for individual students. Criteria for Retention in Program Students who are accepted to the Program are evaluated periodically. They should review the Teacher Education Handbook to determine criteria used to determine eligibility for student teaching. By New Jersey Department of Education regulation, teacher education students in most certification areas must pass the PRAXIS II or National Teacher Examination. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004.
